Products that should apply for market access for the first import

Rice, processed grains and meat-containing grain products, meat and meat products, bee products, casings, bird's nests, dehydrated vegetables, dried nuts, dried fruits, edible grains, grain milling industry products and malt, dairy products, aquatic products, eggs and egg products, unroasted coffee beans and cocoa beans, fresh fruits, fresh vegetables, grains, Chinese medicinal materials, live animals, aquatic animals (edible/ornamental/cultivated), bumblebees, non-edible animal products, animal-derived feed, plant-derived feed, feed additives, grains, oils, seasonings, etc. In conjunction with the "Catalogue of Food Exported to China from Countries or Regions that Meet the Assessment and Review Requirements and Have Traditional Trade", the General Administration of Customs conducts product risk analysis and regulatory system assessment for countries or regions that export the above products to China for the first time, and conducts retrospective reviews of countries and regions with existing trade.

The general steps of GACC for the abroad official conformity assessment

  • 1st

    The first step is to accept applications. The country (region) to be exported shall submit a formal China exportation application to GACC. GACC in accordance with the general principles stipulated in the World Trade Organization's Agreement on the Implementation of Sanitary and Phytosanitary Measures (SPS Agreement), decides whether to initiate the access procedure based on the animal epidemic situation and food safety situation in the exporting country (region). If activated, a risk assessment questionnaire will be submitted to the intended exporting country (region).

  • 2nd

    The second step is organizational evaluation. GACC organizes an expert group to conduct risk assessment on the answer sheets and related technical data officially provided by the country (region) to be exported, and form an assessment report. During the evaluation process, if necessary, with the consent of the intended exporting country (region), an expert group may be sent to conduct on-site inspections, or a verification inspection may be conducted to confirm the authenticity and consistency of relevant information and operations.

  • 3rd

    The third step is to negotiate inspection and quarantine requirements. According to the risk analysis, assessment and review results of GACC, the two sides will negotiate on the inspection and quarantine requirements for export products to China, and determine the inspection and quarantine requirements after reaching an agreement.

  • 4th

    The fourth step, enterprise registration. After the completion of the above assessment and review procedures, the enterprises to be exported to China in accordance with the requirements of GACC for registration, GACC issued an update of the "assessment and review requirements and the traditional trade of countries or regions to export food to China directory", while the proposed exporting country (region) need to provide the General Administration of Customs with official signatures of veterinary officers and other information. Overseas production enterprises should meet the requirements of the laws and regulations of the exporting country or region, and comply with the mandatory requirements of China's national technical specifications. The competent department of the host country or region on its recommended enterprises of epidemic prevention, health control of the actual situation assessment conclusions; the competent department of the host country or region on its recommended enterprises comply with the requirements of Chinese laws and regulations statement.
