Possible Requirements:

1. Assist edible oil and fat manufacturers in exporting countries to register with GACC.

2. Assist manufacturers to meet the registration requirements and inspection points to successfully complete GACC registration.

3. Assist exporters or agents in the exporting country to register with GACC.

4. Assist Chinese importers to register with GACC.

5. Other possible assistance (for example, the registration application has been unsuccessful for many times or there is no result feedback after the application is submitted, etc.).

► Overseas edible oil and fat manufacturers applying for registration in China should establish an effective food safety and hygiene management and protection system to ensure that the oil and fat exported to China complies with relevant Chinese laws and regulations and national food safety standards, and complies with relevant inspection and quarantine requirements agreed upon by Chinese customs and the competent authorities of the country (region) where they are located. Overseas competent authorities should conduct official inspections on edible oil and fat manufacturers based on the main conditions and basis and the key points of comparative examination in the "Registration Conditions and Key Points for Comparative Inspection of Overseas Manufacturers of Imported Edible Oils and Fats".

► Overseas competent authorities and overseas edible oil and fat manufacturers should make compliance judgments truthfully based on the actual situation of the comparative inspection.

► Submitted materials should be filled in Chinese or English, and the content should be true and complete. Attachments should be numbered, and the attachment number and content should accurately correspond to the item number and content in the "Filling Requirements and Supporting Materials" column. At the same time, a directory of supporting material attachments should be submitted.

Information required for import declaration:

1. Certificate of origin;

2. Animal and plant quarantine certificate;

3. Official health certificate/free sale certificate of the country of production;

4. Packing list, invoice, contract, bill of lading;

5. Product information: product name, quantity, packaging, weight and volume, etc.;

6. Product test report/filling certificate;

7. Manufacturer's ingredient list;

8. Chinese label;

9. Automatic import license (required for soybean oil, palm oil, and rapeseed oil)

10. Agricultural genetically modified organism safety certificate (required for genetically modified products);

11. Documents on the review and approval standards for the labeling of agricultural genetically modified organisms (required for genetically modified soybean oil, corn oil, and rapeseed oil);

12. Other supporting information or application elements;

Application information:

1. Animal and plant quarantine certificate;

(1) For pre-packaged edible vegetable oils that are not repackaged or processed after entry, they are not required to be accompanied by a Plant Quarantine Certificate upon entry;

(2) For other imported edible vegetable oils, whether they are required to be accompanied by a Plant Quarantine Certificate issued by the authorities of the exporting country or region is determined in accordance with the Regulations on Risk Analysis of Imported Plants and Plant Products (Order No. 41 of the General Administration of Quality Supervision, Inspection and Quarantine in 2002). Therefore, it is recommended that importers of edible vegetable oils provide a Plant Quarantine Certificate issued by the authorities of the exporting country or region.

2. Agricultural genetically modified organism safety certificate (required for genetically modified products);

If it is a genetically modified product, overseas traders will apply to the Agricultural Genetically Modified Organisms Safety Management Office of the Ministry of Agriculture and Rural Affairs for one certificate per batch.

3. Documents on the review and approval standards for the labeling of agricultural genetically modified organisms (required for soybean oil, corn oil, and rapeseed oil);

All agricultural genetically modified organisms included in the labeling management catalogue and used for sale must be labeled; those that are not labeled or not labeled in accordance with regulations shall not be imported or sold. Genetically modified oils mainly include soybean oil, corn oil, and rapeseed oil.
