Pre-conditions for overseas enterprise registration:
of traditional trade markets for grains, oilseeds and fats is normal or the country of origin has signed an inspection and quarantine protocol with Chinese customs .
Special reminder:
►The above grains and oilseeds are subject to the "Registration of Overseas Production, Processing and Storage Units of Imported Plant Products" access registration path and method, which has not been transferred due to the new Decree No. 248 (rice is still registered in accordance with Decree No. 248). It is recommended that the relevant overseas entities communicate with us for confirmation before registration.
►If the corn, soybeans, rapeseed, etc. exported to China are genetically modified products (GMO), according to the "Regulations on the Safety Management of Agricultural Genetically Modified Organisms" and the "Administrative Measures for the Safety Management of Agricultural Genetically Modified Organisms Import", the exporter must first apply for the "Agricultural Genetically Modified Organisms Safety Certificate" from the GMO Safety Management Office of the Ministry of Agriculture and Rural Affairs according to the import plan, and implement the import in accordance with the "Administrative Measures for the Inspection and Quarantine of Imported and Exited Genetically Modified Products" with one certificate for each batch. In this way, genetically modified products, biosafety certificates of developers, exporters, importers, product uses, and domestic genetically modified processing and utilization units are all supervised, and it is strictly prohibited to change the use and illegally resell.
Preliminary procedures:
1. Exporting countries and specific grains and oilseed products should be included in the "List of Types of Grains (including Seeds and Tubers, Oilseeds) and Plant-derived Feeds and Exporting Countries or Regions" to obtain market access in China;
2. Overseas production enterprises are registered with the Chinese Customs;
3. Inbound grains should enter the country from designated ports and be produced and processed at designated storage and processing enterprises for imported grains, and transported in accordance with the customs grain transport mechanism and procedures;
4. Registration of overseas exporters;
5. Registration of Chinese importers;
6. Record keeping of import reports of bulk agricultural products (required for soybeans and rapeseed);

The following application materials are required (partial information):
1. Entry Animal and Plant Quarantine Permit
Importers apply for the "Entry Animal and Plant Quarantine Permit" in the "Entry (Transit) Plant and Product Quarantine Approval" module in the administrative approval items of "Internet + Customs" (http://online.customs.gov.cn/).
2. "Agricultural Genetically Modified Organisms Safety Certificate (Import)" (required for genetically modified products)
Foreign traders apply to the Agricultural Genetically Modified Organisms Safety Management Office of the Ministry of Agriculture and Rural Affairs. The application includes (1) "Registration Form for Safety Management of Agricultural Genetically Modified Organisms Import (for use as processing raw materials)" (original). (Prepared by the applicant) (2) "Agricultural Genetically Modified Organisms Safety Certificate (Import)" issued by the Ministry of Agriculture and Rural Affairs (photocopy). (Prepared by the applicant) (3) Corresponding safety management and prevention measures (original). (Prepared by the applicant) (4) Foreign traders export a certain agricultural genetically modified organism from a certain country or region to my country for the first time. They should provide the permission document (official document and Chinese translation) that the exporting country or region has allowed the agricultural genetically modified organism to be used for the corresponding purpose and put on the market, except for those provided by foreign developers during the import safety assessment process. (5) For imported genetically modified soybeans, on the premise of ensuring that the final use of the product is processing raw materials, they can apply for trade and futures physical delivery. In the commodity use column of the "Registration Form for Safety Management of Agricultural Genetically Modified Organisms Import", check "processing raw materials (for trade and futures physical delivery)".
After the application is approved, if the applicant submits another application to the People's Republic of China, the applicant may simplify the safety assessment application procedures if the applicant meets the conditions of the same company and the same agricultural genetically modified organism and provide the following materials:
(1) Import safety management registration form (see attachment);
(2) A copy of the agricultural genetically modified organism safety certificate issued for the first time by the Ministry of Agriculture and Rural Affairs;
(3) The security precautions that the overseas company intends to take in the process of exporting to the People's Republic of China.
After passing the review, the Ministry of Agriculture and Rural Affairs will issue the Agricultural Genetically Modified Organisms Safety Certificate (Import).
Application principle: one certificate per batch, valid for 6 months.
3. Automatic import license (required for cassava, barley, sorghum, soybeans, and rapeseed)
Automatic import license refers to the license issued by the Ministry of Commerce's authorized issuing agency for the import of goods subject to automatic import license management in accordance with the law. Importers apply for it by first registering the company on the Ministry of Commerce website and applying for an electronic key. With the electronic key, they can log in to the Ministry of Commerce website to handle relevant documents. When companies declare imports, they are exempt from submitting paper automatic import licenses. After entering the automatic import license number, the electronic license is verified through the automatic import license online verification method, and no paper endorsement is required.

►Overseas manufacturers applying for registration in China shall establish an effective food safety and sanitation management and protection system to ensure that products exported to China comply with relevant Chinese laws and regulations and national food safety standards, and comply with relevant inspection and quarantine requirements agreed upon by Chinese customs and competent authorities of the country (region) where they are located. ►Overseas competent authorities and overseas manufacturers shall make compliance judgments truthfully based on the actual situation of the comparative inspection.
►Submitted materials shall be filled in Chinese or English, and the content shall be true and complete. Attachments shall be numbered, and the attachment number and content shall accurately correspond to the item number and content in the “Filling Requirements and Supporting Materials” column. At the same time, a directory of attachments to supporting materials shall be submitted.
Documents required for import declaration:
1. Certificate of origin
2. Plant quarantine certificate issued by the competent authority of the exporting country
3. Health certificate/free sale certificate or hygiene certificate
4. Contract
5. Invoice
6. Packing list
7. Bill of lading
8. Chinese label or foreign label and translation (pre-packaged products)
9. Quota-related information provided by the importer (within the quota)
10. Other possible auxiliary information or declaration elements (such as quality guarantee and translation, test report, fumigation certificate, etc.)
