Regarding the Inspection and Quarantine Requirements for the Frozen Beef of Colombia
I. Basis for inspection and quarantine
(1) Laws and regulations.
The Food Safety Law of the People's Republic of China and its implementing Regulations, the Import and Export Animal and Plant Quarantine Law of the People's Republic of China and its implementing Regulations, the Import and Export Commodity Inspection Law of the People's Republic of China and its implementing Regulations, the Special Provisions of The State Council on Strengthening the Supervision and Administration of Food and other Product Safety, And the People's Republic of China Import and Export food safety Administration Measures, the People's Republic of China Imported food overseas production Enterprise registration Administration.
(2) Bilateral Protocols.
Protocol on Inspection, Quarantine and Veterinary Hygiene Requirements of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Republic of Colombia, the Department of Agriculture and Animal Husbandry and the Food and Drug Administration concerning the Import of Frozen Beef from China from Colombia (hereinafter referred to as the Protocol).
2. Import products are allowed
Colombian frozen beef permitted for import refers to frozen edible boneless beef (cattle slaughtered and bled after removal of hair, internal organs, head and tail and limbs (wrist and joint below) skeletal muscle).
Ground meat, minced meat, ground meat, corner meat, mechanically separated meat and cattle by-products are not allowed to be exported to China. The intestines (duodenum to rectum, including the end of the ileum), thymus, spleen, tonsils, skull including brain, eye, trigeminal ganglion, spinal cord, spine including dorsal root ganglion must be removed.
3. Requirements of production enterprises
Production enterprises (including slaughtering, processing and storage enterprises) exporting frozen beef to China should be located in Colombia's non-immune or immune foot-and-mouth disease areas, under the supervision of Colombian authorities, and in compliance with the requirements of Chinese and Colombian veterinary health and public health regulations.
The production enterprises of frozen beef exported to China shall be registered with the General Administration of Customs of the People's Republic of China (hereinafter referred to as "China"), and the frozen beef produced by the enterprises approved for registration from the date of registration may be exported to China.
4. Inspection and quarantine requirements
(1) Management of animal epidemic diseases.
1. There is no rinderpest, bovine infectious pleuropneumonia and no vaccine used in Colombia.
2. Colombia is recognized by the World Organization for Animal Health as a country with negligible risk of Peste petit ruminant and bovine spongiform encephalopathy.
3. Colombia implements regional management of foot-and-mouth disease in accordance with the requirements of the World Organization for Animal Health and is recognized by the World Organization for Animal Health as a non-immune or immune-free area of foot-and-mouth disease.
(2) The conditions to be met by live cattle used for the production of frozen beef exported to China.
1. Born, raised and slaughtered in a non-immune or immune-free FMD area of Colombia, with a unique identification that can be traced through an effective official traceability system to the farm of origin of the slaughtered cattle.
2. Those who have not had brucellosis, Q fever, tuberculosis, parattuberculosis, anthrax, bovine viral diarrhea/mucosal disease, bovine reproductive tract campylobacteriosis, bovine infectious rhinotracheitis, bovine leukaemia, bluetongue disease, bovine nodular skin disease, Crimean Congo haemorrhagic fever, vesicular stomatitis, cardiac hydropathy, rift Valley fever and pasteurellosis in the 12 months prior to slaughter, Farms with no clinical cases of bovine anplasmosis, bovine babesiosis and trichinosis in the past 24 months.
3. From places that have not been subject to quarantine restrictions or surveillance due to the occurrence of epidemic diseases stipulated by animal health regulations of China and Colombia and the World Organization for Animal Health in the 6 months prior to slaughter.
4. No anthrax vaccine has been given within 42 days prior to slaughter.
5. Never fed meat and bone meal and oil residue of ruminant origin.
(3) Processing requirements.
1. Live cattle for the production of frozen beef exported to China:
(1) have never used veterinary drugs and/or feed additives that are jointly or separately prohibited by both parties.
(2) Slaughtering, segmentation, processing and storage of enterprises registered in China.
(3) from farms that comply with the provisions of the Protocol.
(4) In accordance with the relevant laws and regulations of China and Colombia, the cattle used for the production of beef exported to China were inspected before and after slaughter, and the results were qualified. It was proved that all slaughtered cattle were healthy, without any clinical symptoms of infectious and parasitic diseases, without pathological changes in the carcasses and organs, and the major lymph and glandular tissues on the carcasses had been removed.
(5) The intestines (from duodenum to rectum, including the end of the ileum), thymus, spleen, tonsils, skull including brain, eyes, trigeminal ganglia, spinal cord, spine including dorsal root ganglia, etc. of all cattle of all ages were effectively removed in a safe and hygienic manner during production and processing, and no contaminated frozen beef was imported to China.
(6) No method of stunning by injecting compressed air or gas into the brain cavity or spinal cord stabbing was used on slaughtered cattle.
2. The cattle carcass shall be pre-cooled and aged at temperatures above 2 ° C for at least 24 hours after slaughter and before boning. The pH in the center of the longissimus dorsi muscle of the aged carcass is below 6.0.
3. Implement the Colombian National Residue Control Plan to prove that the residues/limits of veterinary drugs, pesticides, heavy metals, persistent organic pollutants and other toxic and harmful substances in the products do not exceed the maximum residue limits set by the laws and regulations of China, Colombia and international standards.
4. Beef production is organized on the basis of hazard analysis and Critical Control Point (HACCP) principle, and measures have been taken during processing to prevent contamination by pathogenic microorganisms, in line with the requirements of Chinese and Colombian laws.
5. During the period of major public health epidemics, enterprises shall carry out epidemic prevention and control in accordance with relevant international standards, and formulate necessary meat safety prevention and control measures to ensure that meat is not cross-contaminated during the whole process of raw material reception, processing, packaging, storage and transportation.
6. The product is hygienic, safe and suitable for human consumption.
5. Storage requirements.
In the frozen or cold storage of beef, there should be a special area for the storage of beef exported to China and clearly marked.
5. Certificate requirements
Each container of frozen beef exported to China shall be accompanied by at least one original veterinary health certificate, which proves that the products comply with the veterinary and public health laws and regulations of China and Colombia and the relevant provisions of the Protocol.
The Veterinary health certificate is written in Chinese, Spanish and English (English is required when completing the certificate). The form and content of the veterinary health certificate shall be approved by both parties in advance.
The Ministry of Agriculture and Rural Development of the Republic of Colombia, the Department of Agriculture and Animal Husbandry and the Food and Drug Administration of the Republic of Colombia (hereinafter referred to as the Colombian side) shall provide the inspection and quarantine seal impression, veterinary health certificate sample, list of veterinarians authorized to visa and the corresponding signature pattern, anti-counterfeiting identification, certificate electronic information email name and other materials to China for the record (if applicable). If the electronic information of the certificate is sent, it shall be sent to the Chinese Customs through the designated channel of China within 48 hours after the certificate is issued. Any change or alteration shall be notified to China at least one month in advance.
The Colombian side shall send the electronic information of the veterinary health certificates issued to China in a timely manner through official channels for China to check during import, and the Colombian side shall ensure the accuracy and security of the electronic information.
6. Packaging, storage, transportation and marking requirements
Frozen beef exported to China should be packaged with food contact materials that meet the national food safety standards of China and Colombian standards. There should be a separate inner package, which should be marked in Chinese and English, or Chinese and Spanish with the name of the product, the country of origin, the registration number of the production enterprise and the production batch number. The outer package shall be marked in Chinese and English, or Chinese and Spanish with the country of origin, product name, product specifications, origin (specific to the state/province/city), production enterprise registration number, production batch number, destination (destination shall be marked as the People's Republic of China), production date (year/month/day), warranty period, storage conditions and other contents. Apply (paste or print) official inspection and quarantine marks. Prepackaged meat products should also meet the requirements of China's laws, regulations and standards on prepackaged food labeling.
The whole process of frozen beef exported to China, from packaging, storage to transportation, shall comply with the relevant health requirements of China and Colombia to prevent contamination by pathogenic microorganisms or toxic and harmful substances. The storage and transportation of frozen beef should be carried out under the corresponding temperature conditions, and the central temperature should not be higher than -18 °C.
After the cargo is loaded into the container, it is sealed under the supervision of the Colombian authorities, and the seal number must be indicated in the veterinary health certificate. Do not open and change the packaging during transportation.
