Regarding the Inspection and Quarantine Requirements for Export of Dairy Products from Norway to China
In accordance with the regulations of China Customs and the Norwegian Ministry of Agriculture and Food on dairy inspection, quarantine and food safety requirements, the import of Norwegian dairy products that meet the inspection, quarantine and food safety requirements is allowed from the date of this announcement:
I. Inspection and quarantine basis
1. The Food Safety Law of the People's Republic of China and its implementing regulations, the Animal and Plant Quarantine Law of the People's Republic of China and its implementing regulations, and the Import and Export Commodity Inspection Law of the People's Republic of China and its implementing regulations.
2. The Administrative Measures of the People's Republic of China for Import and Export Food Safety and the Regulations of the People's Republic of China on the Registration and Administration of Overseas Production Enterprises of Imported Food.
3. Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Food of the Kingdom of Norway on the Inspection, Quarantine and Food Safety Requirements of Dairy Products Exported to China by the Kingdom of Norway.
4. Announcement No. 114 of 2021 of the General Administration of Customs (Announcement on Clarifying the Relevant Requirements for Inspection and Quarantine of Imported Dairy Products).
II. Allowed import products
Norwegian dairy products that are allowed to be imported refer to all types of dairy products originating in Norway and processed with cow's milk, goat's milk and sheep milk as the main raw materials and meeting the requirements of China's national food safety standards.
III. Requirements of production enterprises
Dairy production enterprises exported to China must be approved or registered by Norwegian official authorities, produced in Norway under official supervision, and comply with the relevant animal health and public health requirements of China and Norway.
According to the Food Safety Law of the People's Republic of China and the Regulations of the People's Republic of China on the Registration and Administration of Overseas Manufacturers of Imported Food, dairy manufacturers exporting to China should be registered in China, and products produced by unregistered enterprises shall not be exported to China.
IV. Requirements for providing raw milk
Dairy animals that provide raw milk for dairy products exported to China must meet the following requirements:
1. From farms that meet the following conditions:
(1) The foot-and-mouth disease quarantine restriction requirement has been lifted for at least 2 months.
(2) No clinical signs of Anthrax were found on the farm in the past 12 months at the time of raw milk collection.
(3) No Bovine Tuberculosis, Paratuberculosis, Rinderpest, Rift Valley fever, Peste des petits ruminants, Sheep pox and Goat pox, Scrapie, Contagious bovine pleuropneumonia were found in dairy farms.
(4) The farm is officially regulated by Norway.
(5) The farm and its surrounding areas are not subject to quarantine restrictions due to animal diseases in accordance with the World Organization for Animal Health (WOAH) Code and Norwegian Animal Health Regulations.
(6) Norway has implemented the relevant requirements of WOAH and should continuously monitor and report to WOAH.
2. The animal has not been fed feed and drugs prohibited for animals in Norway and China.
3. Norwegian officials have formulated a national residue monitoring plan and required enterprises to test raw milk.
4. According to the Norwegian National Residue Monitoring Program and the test results of raw milk, the residues of veterinary drugs, pesticides and other toxic and harmful substances in dairy products exported to China do not exceed the maximum limit set by Chinese standards.
V. Certificate requirements
Dairy products exported to China should be accompanied by a veterinary health certificate issued by the Norwegian government.
VI. Food safety requirements
1. Dairy products exported to China shall comply with the provisions of Norwegian and Chinese laws and regulations, as well as the requirements of China's national food safety standards.
2. The raw milk raw materials for dairy products exported to China should come from Norway or countries (regions) that have been approved to export the corresponding dairy raw materials to China.
3. Dairy products exported to China should be easily identified at all stages of processing and storage, and should not be processed together with dairy products that do not comply with the provisions of this announcement.
4. Raw milk used to process dairy products exported to China does not contain milk, spoiled milk, and colostrum (except when used to process bovine colostrum powder) during antibiotic application and drug withdrawal.
5. Colostrum is not added to milk-based infant formula.
6. The product adopts one of the following processing processes:
(1) Norway is a WOAH-certified foot-and-mouth disease-free country, and the minimum temperature of 72 ºC for at least 15 seconds is used (high temperature - instantaneous pasteurization HTST);
(2) Otherwise, use the disinfection procedure at least 1 second at a minimum temperature of 132 ºC (UHT), or use the disinfection procedure at least 15 seconds at a minimum temperature of 72 ºC (high temperature - instantaneous pasteurization HTST) twice.
VII. Packaging and labeling requirements
Dairy products exported to China must be packaged with new materials that meet Chinese standards. The outer packaging should be marked in Chinese and English with specifications, origin (specific to state/province/city), destination, product name, weight, manufacturer name, registration number, production batch number, storage conditions, production date and shelf life.
The inner packaging must comply with relevant regulations in China, and the label should indicate the country of origin, product name, enterprise registration number, manufacturer name, address and contact information, production date and shelf life, and production batch number.
VIII. Storage and transportation requirements
The whole process of dairy products exported to China from packaging, storage to transportation should meet sanitary conditions to prevent contamination by toxic and harmful substances. After the goods are loaded into the container, they should be sealed, and the seal number must be indicated in the veterinary health export certificate. The packaging shall not be disassembled or replaced during transportation.
