Regarding the Inspection and Quarantine Requirements for Export of Calculus Bovis from Brazil to China

According to the regulations of the General Administration of Customs of China and the Ministry of Agriculture and Livestock of Brazil regarding the quarantine and sanitary requirements for the export of Calculus Bovis from Brazil, effective immediately, the import of Brazilian Calculus Bovis meeting the following requirements is permitted:

I. Inspection and Quarantine Basis

(1) The Biosafety Law of the People's Republic of China;

(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;

(3) The Measures for the Supervision and Administration of Quarantine of Imported and Exported Traditional Chinese Medicine Materials;

(4) The Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Livestock of the Federative Republic of Brazil on Quarantine and Sanitary Requirements for the Export of Brazilian Calculus Bovis from Brazil (hereinafter referred to as the "Protocol").

II. Scope of Permitted Imported Products

Calculus Bovis refers to dried gallstones from the gallbladder or bile duct of Brazilian cattle.

III. Requirements for Animals of Product Origin

(1) The cattle must have been born, raised, and slaughtered on farms and slaughterhouses under the effective supervision of the Brazilian authorities, and the donor cattle must be traceable back to the source farm through an effective traceability system;

(2) The source farm must not have experienced anthrax or foot-and-mouth disease outbreaks within the 12 months prior to slaughter;

(3) The source farm must not have been subject to quarantine restrictions or monitoring due to other bovine diseases that must be declared under the World Organisation for Animal Health (OIE) within the 6 months prior to slaughter;

(4) The cattle must not have been vaccinated with live anthrax vaccine at least 14 days prior to slaughter;

(5) No tuberculosis or brucellosis was detected during pre- and post-slaughter inspections. Clinical symptoms or pathological changes of rumeniasis; if the above-mentioned disease is detected during pre- and post-slaughter inspection of a batch of cattle, Calculus Bovis from the same batch and the same farm shall not be exported to China;

(6) Never fed ruminant-derived feed (excluding milk and dairy products, gelatin and collagen made from hides, and dicalcium phosphate without protein and fat residues), and never used veterinary drugs and feed additives prohibited in China and Brazil;

(7) Included in Brazil's National Residue Monitoring Program, with residues of veterinary drugs, pesticides, heavy metals, pollutants, and other harmful substances not exceeding the maximum limits set by China and Brazil.

IV. Requirements for Production and Processing Enterprises

(1) Approved and legally operating by the relevant Brazilian authorities, subject to their supervision and inspection, and whose production and processing continuously comply with the relevant safety and hygiene regulations of China and Brazil;

(2) Enterprises that have been approved by Chinese Customs for exporting beef to China;

(3) Recommended by the Brazilian Ministry of Agriculture and Livestock to Chinese Customs and obtained registration;

(4) Possessing facilities for low-temperature drying of Calculus Bovis, equipped with temperature control equipment;

(5) Possessing light-proof, dry, and hygienic storage facilities for finished Calculus Bovis products.

V. Production and Processing Requirements

(1) Pre- and post-slaughter inspections must comply with the laws and regulations of China and Brazil;

(2) The donor cattle must be confirmed to be healthy, without any clinical symptoms of infectious diseases, and the carcass and organs must be free of pathological changes caused by diseases;

(3) During slaughter, the donor cattle must not be stunned by injecting compressed air or gas into the brain cavity, nor should spinal cord puncture be used;

(4) Safe and hygienic methods must be used to collect Calculus Bovis, and effective measures must be taken to prevent contamination of the Calculus Bovis by the brain, skull, eyes, spinal cord, tonsils, and terminal ileum;

(5) After collection, clean gauze and absorbent paper must be used to remove the surface-adhering bile, blood, and other impurities. Direct rinsing with water or chemical removal of impurities is prohibited. Calculus Bovis cleaning must be completed in a separate area within the same facility;

(6) The processing must effectively remove moisture from the Calculus Bovis and avoid high-temperature damage;

(7) The drying process must maintain a clean environment, and the drying equipment must be disinfected regularly.

VI. Packaging, Labeling, and Storage & Transportation Requirements

(1) Packaging should be done with clean, hygienic, and brand-new materials that meet the requirements. Calculus Bovis from the same production date should have independent packaging and labeling.

(2) The packaging should clearly indicate the product name, weight, batch number, storage conditions, production date, and the name, address, and registration number of the officially registered slaughterhouse and production enterprise.

(3) Storage and transportation should comply with veterinary hygiene requirements to avoid contamination by toxic or harmful substances. Packaging should not be opened or replaced during transportation.

VII. Pre-Export Inspection and Certificate Requirements

The Brazilian Ministry of Agriculture and Livestock is responsible for inspecting and quarantining Calculus Bovis exported to China and issuing health certificates to prove that the product meets the requirements of the Protocol.

VIII. Import Quarantine Requirements

(1) Document Verification.

1. Verify whether an "Import Quarantine Permit for Animals and Plants" has been obtained.

2. Verify whether the product originates from a registered enterprise.

3. Verify the authenticity and validity of the health certificate.

(2) Cargo Inspection.

Chinese Customs will conduct quarantine inspections on Calculus Bovis imported from Brazil in accordance with relevant laws, administrative regulations, rules, and the requirements of this announcement. Goods that pass quarantine will be permitted entry.

(3) Handling of Non-compliance.

If non-compliance is discovered during entry quarantine, Chinese Customs will handle the matter in accordance with relevant laws, administrative regulations, rules, and the Protocol.
