Regarding the Inspection and Quarantine Requirements for Animal Protein and Fats for Feeding from Finland to China
I. Inspection and quarantine basis
(I) "China Biosafety Law";
(II) "China Entry and Exit Animal and Plant Quarantine Law" and its implementing regulations;
(III) "Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Feed and Feed Additives";
(IV) "Protocol on Quarantine and Sanitation Requirements for the Export of Animal Protein and Oil for Feed from Finland to China between China Customs and the Ministry of Agriculture and Forestry of Finland".
II. Scope of imported products
The animal protein and oil for feed in this announcement refers to the animal protein and oil obtained from poultry and pig raw materials obtained from registered slaughterhouses in Finland, which are processed by certain processing techniques and used as animal feed raw materials.
III. Requirements for production and processing enterprises
(I) Production and processing enterprises of animal protein and oil for export to China shall be approved by the Ministry of Agriculture and Forestry of Finland and recommended to the Chinese Customs, and shall be qualified and registered by the Chinese Customs;
(II) Implement a sanitation management system based on Hazard Analysis and Critical Control Points (HACCP), approved by the Finnish official competent authorities and subject to their supervision and inspection. Products shall comply with the relevant laws and regulations of Finland and the European Union, and shall be allowed to be freely sold in Finland and the European market;
(III) Establish a self-inspection and self-control system and implement it effectively to ensure that animal protein and oil for export to China meet the relevant requirements of the protocol.
IV. Requirements for imported products
(I) Requirements for production raw materials
1. Comply with Finnish and EU regulations;
2. The animals from which poultry and porcine raw materials come are from slaughterhouses registered by the Finnish Ministry of Agriculture and Forestry and have passed pre-slaughter and post-slaughter inspections;
3. Animals that have been culled to eradicate animal epidemics or animals whose cause of death is unknown are not used;
4. If the slaughtered animals come from a third country, they should come from a non-epidemic area for porcine or poultry diseases that complies with the regulations of the World Organization for Animal Health (WOAH) and is recognized by China.
(II) Production and processing requirements.
1. Pig-derived raw materials or products must be heat-processed at a central temperature of not less than 70°C for at least 30 minutes; poultry-derived raw materials or products must be heat-processed at a central temperature of not less than 74°C for at least 10 minutes; or other equivalent processing methods approved by the Chinese Customs must be used;
2. Feed animal proteins and oils must be randomly sampled and tested for Salmonella and ruminant-derived ingredients before being exported to China, and must meet the following requirements:
(1) Salmonella: Not detected in 25g samples: n=5, c=0, m=0, M=0;
n-number of samples tested;
m-threshold of bacterial count; if the bacterial count in all samples does not exceed m, the result is qualified;
M-maximum bacterial count; if the bacterial count in one or more samples is equal to or greater than M, the result is unqualified;
c-number of samples with bacterial counts between m and M. If the bacterial counts in other samples are less than or equal to m, the result is still considered acceptable.
(2) Ruminant-derived ingredients: Not detected.
V. Packaging and labeling requirements
(i) Packaging must be done with new, clean, well-sealed and moisture-proof packaging materials that are not easily damaged;
(ii) The packaging must be labeled in Chinese, and the label must comply with the requirements of the Chinese national standard "Feed Label" (GB 10648);
(iii) The outer packaging must indicate the production and processing enterprise and registration information, and indicate "This product meets the feed hygiene standards".
VI. Production, storage and transportation requirements
Effective measures must be taken to avoid contamination during the production, storage and transportation of animal protein and oil for feed exported to China.
VII. Pre-export inspection and certificate requirements
The Finnish official competent authorities are responsible for the inspection and quarantine supervision and management of animal protein and oil for feed exported to China, and issue health certificates to prove that they meet the requirements of the relevant protocols.
Each batch of animal protein and oil for feed exported to China must be accompanied by the original health certificate confirmed by both parties, and the health certificate must contain at least English.
VIII. Entry inspection and quarantine requirements
(i) Quarantine approval.
Importing enterprises should apply for the "Entry Animal and Plant Quarantine Permit" in accordance with relevant regulations.
(II) Document verification.
1. If quarantine approval is required, verify whether the "Entry Animal and Plant Quarantine Permit" has been obtained;
2. Verify whether it comes from a registered enterprise;
3. Verify whether the health certificate is authentic and valid.
(III) Cargo inspection.
In accordance with relevant laws, administrative regulations, rules, etc., and in combination with the requirements of this announcement, China Customs will implement inspection and quarantine on animal protein and oil for feed exported from Finland to China. If the inspection and quarantine is qualified, it will be allowed to enter the country.
(IV) Handling of unqualified situations.
1. If there is no valid health certificate, it shall be returned or destroyed;
2. If it comes from a non-registered Finnish production enterprise, it shall be returned or destroyed;
3. If the goods and certificates do not match, they shall be returned or destroyed;
4. If soil, animal carcasses, animal excrement, quarantine pests are found and effective quarantine and pest control cannot be carried out, they shall be returned or destroyed;
5. If the label does not meet the standards and cannot be corrected, it shall be returned or destroyed;
6. If it is found through testing that the safety and sanitation items do not meet the Chinese feed hygiene standards, they shall be decontaminated, returned or destroyed;
7. If loose packages or broken containers are found, the owner or agent shall be responsible for sorting them out intact. If the packaging is damaged and there is a risk of spreading animal and plant diseases, the contaminated sites, items, and utensils shall be quarantined and pest controlled.
