Regarding the Inspection and Quarantine Requirements for Feeding Protein Powder and Oil from Mongolia to China

According to the provisions of the "Protocol on Quarantine and Sanitary Requirements for the Export of Feed Protein Powder and Oil from Mongolia to China between China Customs and the Ministry of Food, Agriculture, Animal Husbandry and Light Industry of Mongolia", from now on, the import of feed protein powder and feed oil that meet the relevant requirements is allowed.

 

I. Inspection and Quarantine Basis

(I) "China Biosafety Law";

(II) "China Entry and Exit Animal and Plant Quarantine Law" and its implementing regulations;

(III) "Regulations on Supervision and Administration of Inspection and Quarantine of Imported and Exported Feed and Feed Additives";

(IV) "Protocol on Quarantine and Sanitary Requirements for the Export of Feed Protein Powder and Feed Oil from Mongolia to China between China Customs and the Ministry of Food, Agriculture, Animal Husbandry and Light Industry of Mongolia".

 

II. Scope of imported products

The animal protein powder in this announcement refers to the fresh horse-related by-products from the slaughterhouse for human consumption, which is processed by high-temperature and high-pressure cooking and high-temperature spray drying.

The feed oil in this announcement refers to the fresh horse, cattle and sheep-related by-products from the slaughterhouse for human consumption, which is processed by high-temperature and high-pressure cooking and precipitation.

 

III. Requirements for production enterprises

(i) The production enterprises of protein powder and feed oil for export to China shall be approved by the Ministry of Food, Agriculture, Animal Husbandry and Light Industry of Mongolia and recommended to China Customs, and shall be qualified and registered by China Customs;

(ii) They shall have a complete veterinary health and epidemic prevention system and product traceability management system, and the production and processing process shall meet the veterinary health requirements;

(iii) They shall have facilities that meet the production and processing requirements of high temperature and high pressure, spray drying and precipitation, epidemic prevention and disinfection, and waste treatment;

(iv) They shall have independent warehouses for storing products for export to China, and take effective measures to prevent cross contamination.

 

IV. Requirements for imported products

(i) Requirements for animals from which raw materials are derived

1. The raw material source animals are born and raised in Mongolia and are healthy animals under effective supervision and disease monitoring by the Ministry of Food, Agriculture, Animal Husbandry and Light Industry of Mongolia. The animals are not fed ruminant-derived feed;

2. The source animals are not animals that died of animal diseases or are restricted in movement;

3. The raw material source animals are slaughtered in slaughterhouses approved by the Ministry of Food, Agriculture, Animal Husbandry and Light Industry of Mongolia for human consumption, and have passed pre-slaughter and post-slaughter quarantine, and have no clinical symptoms of animal infectious diseases after inspection by the veterinary authorities.

(II) Requirements for production raw materials.

1. Do not contain skulls, brains, eyes, spinal cords, dorsal root ganglia, tonsils, and intestines of cattle and sheep;

2. Avoid contact with the ground during transportation and storage, and take effective measures to avoid contamination by soil, debris, etc.

(III) Production and processing requirements

1. Animal protein powder for feed is produced by thermal processing methods such as high temperature and high pressure cooking and spray drying. Thermal processing should ensure that the heating temperature of the product center is not less than 120℃, the pressure is not less than 300Kpa, and the duration is at least 3 hours;

2. Feed oils and fats should be produced by thermal processing methods with a temperature of not less than 150℃ and a pressure of not less than 300Kpa for at least 3 hours;

3. If other production and processing techniques are used, they should be inspected by the veterinary authorities to completely inactivate foot-and-mouth disease virus, peste des petits ruminants virus, bovine nodular skin disease virus, sheep pox and goat pox virus. The relevant processing techniques should be reported to the Chinese Customs by the Ministry of Food, Agriculture, Animal Husbandry and Light Industry of Mongolia and approved and confirmed by the Chinese Customs;

4. The Ministry of Food, Agriculture, Animal Husbandry and Light Industry of Mongolia shall effectively supervise the production and processing process to ensure that the temperature, pressure and time of high temperature and high pressure processing continue to meet the requirements;

5. Effective measures should be taken to avoid pollution;

6. No other animal-derived ingredients and feed additives are added except for production raw materials.

(IV) Product requirements

1. The product complies with the requirements of Mongolian laws and regulations and is allowed to be freely sold in Mongolia;

2. Animal protein for feed must not contain toxic and harmful substances that endanger animal health and must comply with relevant Chinese feed hygiene standards. The Ministry of Food, Agriculture, Animal Husbandry and Light Industry of Mongolia randomly samples animal protein for feed exported to China according to production batches and conducts tests in accordance with the following requirements:

Salmonella: Not detected in 25g samples: n=5, c=0, m=0, M=0;

Enterobacteriaceae: in 1g sample: n=5, c=2, m=10, M=3x10^2;

n-number of samples tested;

m-threshold of bacterial count; if the bacterial count in all samples does not exceed m, the result is qualified;

M-maximum bacterial count; if the bacterial count in one or more samples is equal to or greater than M, the result is unqualified;

c-number of samples with bacterial counts between m and M. If the bacterial count in other samples is less than or equal to m, the result is still considered acceptable.

3. The weight of insoluble impurities in feed oils and fats should be less than 0.15%.

 

V. Packaging and labeling requirements

1. Use safe, brand new, clean, well-sealed and moisture-proof packaging that is not easy to break;

2. The outer packaging of the product must be labeled. The label should comply with the requirements of China's feed labels. The outer packaging must indicate the name and registration number of the production and processing enterprise, and be marked with warnings such as "输往中华人民共和国" and "非供人类使用" or "仅用于饲料".

 

VI. Storage and transportation requirements

1. The product should be kept clean during storage and transportation after packaging, and effective measures should be taken to avoid contamination during storage and transportation;

2. If the product is transported in transit through a third country or region, the container cannot be opened during the transit period, and the original seal should be kept intact.

 

VII. Pre-export inspection and certificate requirements

The Ministry of Food, Agriculture, Animal Husbandry and Light Industry of Mongolia implements inspection and quarantine on feed protein powder and feed oils and fats exported to China in accordance with Mongolian laws and regulations and relevant protocols. Veterinary health certificates are issued for qualified products to prove that they meet the requirements of relevant protocols.

 

VIII. Entry inspection and quarantine requirements

(I) Quarantine approval.

Importing enterprises shall apply for the "Entry Animal and Plant Quarantine Permit" in accordance with relevant regulations.

(II) Certificate verification.

1. If quarantine approval is required, verify whether the "Entry Animal and Plant Quarantine Permit" has been obtained;

2. Verify whether it comes from a registered enterprise;

3. Verify whether the health certificate is authentic and valid.

(III) Cargo inspection.

In accordance with relevant laws, administrative regulations, rules and other provisions, and in combination with the requirements of this announcement, China Customs will implement inspection and quarantine on Mongolian feed protein powder and feed oils exported to China. Those who pass the inspection and quarantine will be allowed to enter the country.

(IV) Handling of unqualified situations.

1. Those without a valid health certificate will be returned or destroyed.

2. Those from non-registered Mongolian production enterprises will be returned or destroyed.

3. If the goods and certificates do not match, they will be returned or destroyed.

4. If soil, animal carcasses, animal excrement, or quarantine pests are found and effective quarantine treatment cannot be carried out, they shall be returned or destroyed.

5. If the label does not meet the standards and cannot be corrected, it shall be returned or destroyed.

6. If it is found through testing that the safety and sanitation items do not meet the Chinese feed hygiene standards, they shall be decontaminated, returned, or destroyed.

7. If loose packages or broken containers are found, the owner or agent shall be responsible for sorting them out intact. If the packaging is damaged and there is a risk of spreading animal and plant diseases, the contaminated sites, items, and utensils shall be quarantined.
