Regarding the Inspection and Quarantine Requirements for Pecan from Peru to China

According to the regulations of the Chinese Customs and the Ministry of Agricultural Development and Irrigation of Peru on the inspection, quarantine and sanitation requirements for the export of pecans to China, from now on, the import of Peruvian pecans that meet the following requirements is allowed.

 

I. Inspection and quarantine basis

(I) "China Food Safety Law" and its implementing regulations;

(II) "China Entry and Exit Animal and Plant Quarantine Law" and its implementing regulations;

(III) "China Import and Export Commodity Inspection Law" and its implementing regulations;

(IV) "China Import and Export Food Safety Management Measures";

(V) "Protocol on Inspection, Quarantine and Sanitation Requirements for the Export of Peruvian Pecans to China between the General Administration of Customs of China and the Ministry of Agricultural Development and Irrigation of the Republic of Peru".

 

II. Products allowed to be imported

Peruvian pecans allowed to be imported refer to the mature fruits of pecans (Carya illinoinensis) grown in Peru as raw materials, which are selected, dried and made into shelled or unshelled nuts that can be eaten by humans in Peru.

 

III. Food safety requirements

Pecans exported from Peru to China should comply with China's food safety laws and regulations and national food safety standards.

 

IV. Plant quarantine requirements

(I) Pecans exported from Peru to China shall not contain the following quarantine pests of concern to the Chinese Customs: Oiketicus kirbyi, Aleurodicus dispersus.

(II) Pecans exported from Peru to China shall not contain live insects, insect eggs, soil, and shall not be mixed with weed seeds, plant residues, metal foreign matter, gravel and other impurities.

 

V. Requirements for manufacturers

The manufacturers of pecans exported from Peru to China shall ensure that the products exported to China comply with the relevant laws and regulations on food safety and plant quarantine in China and the national food safety standards in China. The production, processing and storage units of pecans exported from Peru to China shall be recommended by the Ministry of Agricultural Development and Irrigation of Peru and registered with the Chinese Customs.

 

VI. Processing process requirements

The entire process of raw material planting, production, processing, storage, transportation and export of pecans exported from Peru to China shall comply with the relevant food safety and plant health requirements of China and Peru to prevent contamination by pathogenic microorganisms or toxic and harmful substances.

 

VII. Packaging and labeling requirements

Pecans exported from Peru to China should be packaged with new, clean and hygienic materials that meet food safety and plant quarantine requirements, and should be prevented from spilling during transportation. Each package should be marked in Chinese or English with "Exported to the People's Republic of China", as well as the name of the pecans, place of origin, name of the production and processing enterprise and its registration number in China, name and address of the exporter and other traceability information.

 

VIII. Transportation requirements

Before shipping pecans exported from Peru to China, the Ministry of Agricultural Development and Irrigation of Peru should inspect the means of transport. The means of transport should meet sanitary requirements and should not carry quarantine pests or other restricted quarantine items, such as weed seeds, live insects, plant residues, soil and other impurities.

 

IX. Certificate requirements

After passing the official inspection and quarantine, the Ministry of Agricultural Development and Irrigation of Peru should issue a plant quarantine certificate for the pecans approved for export to China. The additional declaration column of the phytosanitary certificate should indicate the name of the pecan production and processing enterprise, the registration number in China, and "The pecans certified by this phytosanitary certificate comply with the provisions of the protocol on inspection, quarantine and health requirements for the export of Peruvian pecans to China signed by China and Peru in Lima on November 14, 2024. This batch of goods does not contain quarantine pests of concern to the Chinese Customs, such as Oiketicus kirbyi and Aleurodicus dispersus."

 

X. Other requirements

Pecans exported from Peru to China should come from enterprises registered with the Chinese Customs. The list of registered Peruvian pecan enterprises exporting to China can be found on the Chinese Customs website.
