Regarding the Inspection and Quarantine Requirements for nuts from Argentina to China

According to the regulations of the Chinese Customs and the Argentine Ministry of Economy on the inspection, quarantine and sanitation requirements for the export of Argentine nuts to China, from now on, Argentine nuts that meet the following requirements are allowed to be imported.

 

I. Inspection and quarantine basis

(I) "Food Safety Law of the People's Republic of China" and its implementing regulations;

(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;

(III) "Import and Export Commodity Inspection Law of the People's Republic of China" and its implementing regulations;

(IV) "Administrative Measures for Import and Export Food Safety of the People's Republic of China";

(V) "Protocol on Inspection, Quarantine and Sanitation Requirements for the Export of Argentine Nuts to China between the General Administration of Customs of the People's Republic of China and the Ministry of Economy of the Argentine Republic".

 

II. Products allowed to be imported

Argentine nuts allowed to be imported refer to five kinds of nuts, walnuts (Juglans regia), pecans (Carya illinoensis), pistachios (Pistacia vera), hazelnuts (Corylus avellana), and almonds (Prunus dulcis), which are made from mature fruits of plants grown in Argentina, are selected, dried and processed in Argentina, and are not ripe, with or without shells for human consumption.

 

III. Food safety requirements

Nuts exported from Argentina to China should comply with China's food safety laws and regulations and national food safety standards.

 

IV. Plant quarantine requirements

(1) Nuts exported from Argentina to China shall not contain quarantine pests of concern to China's customs.

(2) Nuts exported from Argentina to China shall not contain live insects, insect eggs, soil, weed seeds, plant residues, metal foreign matter, gravel and other impurities.

(3) Nuts exported from Argentina to China should be fumigated before export to ensure that there are no live insects in the nuts, especially storage pests.

 

V. Requirements for manufacturers

Nut manufacturers exported from Argentina to China should ensure that their products comply with China's food safety and plant quarantine laws and regulations and China's food safety national standards. The production, processing and storage units of nuts exported from Argentina to China should be recommended by the Argentine Ministry of Economy and registered with China's customs.

 

VI. Processing process requirements

The entire process of raw material planting, production, processing, storage, transportation and export of nuts exported from Argentina to China shall comply with the relevant food safety and plant health requirements of China and Argentina to prevent contamination by pathogenic microorganisms or toxic and harmful substances.

 

VII. Packaging and labeling requirements

Nuts exported from Argentina to China should be packaged in clean, hygienic, breathable, new materials that meet food safety and plant quarantine requirements, and prevent leakage during transportation. Each package should be marked with "本产品输往中华人民共和国", as well as the name of the nuts, origin, production and processing enterprises and their registration number in China, exporter name and address and other traceable information in Chinese or English. The above information can be affixed to the package in the form of a label.

 

VIII. Transportation requirements

Before shipping nuts from Argentina to China, the Argentine Ministry of Economy should inspect the means of transport. The means of transport should meet hygiene requirements and should not be mixed with quarantine pests or other restricted quarantine items, such as weed seeds, live insects, plant residues, soil and other impurities.

 

IX. Certificate requirements

After official inspection and quarantine, the Argentine Ministry of Economy should issue a plant quarantine certificate for nuts approved for export to China. The additional declaration column of the phytosanitary certificate should indicate the name of the nut production and processing enterprise, the registration number in China, and "该植物检疫证书所证明的货物符合中阿双方签署的关于阿根廷坚果输华植物检验检疫和卫生要求议定书的规定。该批货物不带有中国海关关注的检疫性有害生物。"

The quarantine treatment method (such as the name of the fumigant, the dosage used, the treatment temperature and duration, etc.) should be indicated in the phytosanitary certificate.

 

X. Other requirements

Argentine nuts exported to China should come from enterprises registered with the Chinese Customs. The list of registered Argentine nuts exporting to China can be found on the website of the General Administration of Customs.
