Regarding the Inspection and Quarantine Requirements for Pineapple from Myanmar to China
I. Inspection and quarantine basis
(I) "China Biosafety Law";
(II) "China Entry and Exit Animal and Plant Quarantine Law" and its implementing regulations;
(III) "China Food Safety Law" and its implementing regulations;
(IV) "Regulations on Supervision and Administration of Inspection and Quarantine of Imported Fruits";
(V) "Protocol on Plant Quarantine Requirements for the Export of Fresh Pineapples from Myanmar to China between the General Administration of Customs of China and the Ministry of Agriculture, Livestock and Irrigation of Myanmar".
II. Names of commodities allowed for entry
Fresh pineapple, scientific name Ananas comosus, English name Pineapple.
III. Permitted origin
Myanmar pineapple producing areas.
IV. Approved orchards and packaging plants
The orchards and packaging plants for exporting pineapples to China must be reviewed by the Ministry of Agriculture, Livestock and Irrigation of Myanmar and approved for registration by the Chinese Customs. Registration information includes name, address and registration number, so that the export goods can be accurately traced when they do not meet the relevant regulations. The Ministry of Agriculture, Livestock and Irrigation of Myanmar shall provide the list of registered orchards and packaging plants to the Chinese Customs before the export season each year, and publish it on the website after review and approval by the Chinese Customs.

VI. Pre-export management
(I) Orchard management.
1. Orchards exporting pineapples to China shall establish and implement good agricultural practices (GAP), maintain sanitary conditions in the orchards, clean up fallen and rotten fruits in a timely manner, etc.; implement integrated pest management (IPM), such as pest monitoring, chemical or biological control, and agricultural operations and other control measures.
2. Orchards shall carry out monitoring and integrated control of quarantine pests of concern to the Chinese Customs under the supervision and guidance of the Ministry of Agriculture, Livestock and Irrigation of Myanmar. Pest monitoring and control should be carried out under the guidance of technicians trained by the Ministry of Agriculture, Livestock and Irrigation of Myanmar or its authorized institutions.
3. For Aleurodicus dispersus, Dysmicoccus neobrevipes, Planococcus minor, and Pseudococcus jackbeardsleyi, orchards must conduct visual monitoring from flowering to harvesting, at least once every two weeks, with a focus on stems, branches, leaves and fruits.
4. For Fusarium sacchari, orchards must conduct visual monitoring once during flowering, young fruiting and before harvesting, and randomly select 2% of the plants to inspect their stems, branches, leaves, fruits and other parts. If suspicious symptoms are found, samples should be taken for further inspection.
5. Orchards should record information on pest monitoring and control and retain it for at least two years, and provide it to the Chinese Customs upon request. The records should include information such as the inspection date, the name of the pest found, the active ingredient of the agricultural chemicals used, the dosage and the application date.
(II) Packaging plant management.
1. The processing, packaging, storage and shipment of pineapples exported to China must be carried out under the supervision of the Ministry of Agriculture, Livestock and Irrigation of Myanmar. The processing and packaging of pineapples must be carried out in registered packaging plants.
2. If the packaged pineapples need to be stored before export, they should be immediately put into storage and stored separately to avoid reinfection by pests.
3. The packaging plant should establish a traceability system to ensure that the pineapples exported to China can be traced back to the registered orchards, and should record the processing and packaging date, the name of the source orchard or its registration number, the number of pineapples, the export date, the export quantity, the country to which they are exported, the vehicle or container number, the seal number and other information. If chemicals are used in the processing process, the name, active ingredient, dosage, date of use and other information of the chemicals should also be recorded. The records should be kept for at least two years.
(III) Packaging requirements.
1. The packaging materials should be clean, hygienic, unused, and comply with China's relevant plant quarantine requirements. If wooden packaging is used, it must comply with the relevant requirements of the International Standard for Phytosanitary Measures No. 15 (ISPM 15).
2. During the processing of pineapples exported to China, they should be manually sorted, cleaned with high-pressure water jets, disinfected, dried, and graded to ensure that they are free of insects, mites, snails, rotten fruits, grass seeds, plant residues, and soil.
3. Each package box must be marked in Chinese or English with the name of the fruit, country, production area (province or state, city or county), orchard name or its registration number, and packaging factory name or its registration number. Each package box and pallet should be marked in Chinese or English with "输往中华人民共和国" or "Exported to the People's Republic of China".
4. Containers or closed vehicles loaded with pineapples exported to China should be clean and hygienic and sealed, and their seals should remain intact when arriving at the Chinese entry port.
(IV) Pre-export inspection and quarantine.
1. In the first two years of the start of the pineapple export trade to China, the Ministry of Agriculture, Livestock and Irrigation of Myanmar shall sample and inspect each batch of pineapples exported to China at a rate of 2% of each batch, and dissect 3% of the sampled fruits for inspection, and the number of dissected fruits in each batch shall not be less than 10. If no plant quarantine problems occur within two years, the sampling inspection ratio can be reduced to 1%.
2. If quarantine pests of concern to China Customs are found in living organisms or soil, the entire batch of goods shall not be exported to China. The Ministry of Agriculture, Livestock and Irrigation of Myanmar shall immediately suspend the export of pineapples from the relevant orchards or packaging plants to China until the cause is found and effective improvement measures are taken. At the same time, the Ministry of Agriculture, Livestock and Irrigation of Myanmar shall keep relevant records and provide them to China Customs upon request.
(V) Requirements for plant quarantine certificates.
1. For pineapples that have passed quarantine, the Ministry of Agriculture, Livestock and Irrigation of Myanmar shall issue a plant quarantine certificate, indicating the name of the orchard and packaging plant or its registration number, and indicate in the additional statement: "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Pineapple Fruits from Myanmar to China, and is free from the quarantine pests of concern to China."
2. The Ministry of Agriculture, Livestock and Irrigation of Myanmar shall provide a sample of the plant quarantine certificate to China Customs before the formal start of trade for filing and verification by China Customs.
VII. Entry inspection and quarantine and handling of non-conforming products
When pineapples imported to China arrive at the Chinese entry port, the Chinese Customs will verify the relevant documents and labels and implement inspection and quarantine in accordance with the following requirements.
(I) Verification of relevant certificates and labels.
1. Verify whether the imported pineapples have obtained the "Entry Animal and Plant Quarantine Permit".
2. Verify whether the plant quarantine certificate complies with the provisions of Article 6, paragraph (5) of this Announcement.
3. Verify whether the labels on the packaging boxes or pallets comply with the provisions of Article 6, paragraph (3) of this Announcement.
(II) Entry inspection and quarantine.
1. Pineapples exported to China should enter the country from ports where Chinese Customs allows the import of fruits.
2. According to relevant laws, administrative regulations, rules, etc., imported pineapples will be subject to inspection and quarantine. If they pass the inspection and quarantine, they will be allowed to enter the country.
(III) Handling of non-conforming products.
1. If it is found that the goods come from unregistered orchards or packaging plants, the batch of goods will not be allowed to enter the country.
2. If quarantine pests of concern to the Chinese Customs or other newly occurring quarantine pests in Myanmar are found alive, or soil is found, the batch of goods will be returned, destroyed or treated for pests.
3. If it is found that the goods do not meet the national food safety standards of China, the batch of goods will be returned or destroyed.
4. If the above non-compliance is found, the Chinese Customs will immediately notify the Ministry of Agriculture, Livestock and Irrigation of Myanmar and suspend the export of pineapples to China from the relevant orchards or packaging plants in this export season as appropriate. The Ministry of Agriculture, Livestock and Irrigation of Myanmar should conduct an investigation, find out the reasons and implement corresponding improvement measures. The Chinese Customs will decide whether to cancel the suspension measures based on the rectification results of the Ministry of Agriculture, Livestock and Irrigation of Myanmar.
