Regarding the Inspection and Quarantine Requirements for Apricot Peach from Kyrgyzstan to China

According to the provisions of the Chinese Customs and the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic on the plant quarantine requirements for the export of fresh drupes from Kyrgyzstan to China, from now on, the import of fresh drupes from Kyrgyzstan that meet the following relevant requirements is allowed.

 

I. Inspection and quarantine basis

(I) "Law of the People's Republic of China on Biosafety";

(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;

(III) "Food Safety Law of the People's Republic of China" and its implementing regulations;

(IV) "Regulations on the Supervision and Administration of Inspection and Quarantine of Inbound Fruits";

(V) "Protocol on Plant Quarantine Requirements for the Export of Fresh Drupes from Kyrgyzstan to China between the General Administration of Customs of the People's Republic of China and the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic".

 

II. Names of commodities allowed for entry

Fresh drupes (hereinafter referred to as drupes) include apricots (scientific name Prunus armeniaca, English name Apricot) and peaches (scientific name Prunus persica, English name Peach).

 

III. Permitted origin

Drupe producing areas in Kyrgyzstan

 

IV. Approved orchards and packaging plants

Dramatic fruit orchards and packaging plants exported to China should be reviewed and filed with the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan and approved for registration by the Chinese Customs. Registration information includes name, address and registration number, so as to accurately trace the source when the exported goods do not comply with the relevant provisions of this announcement. Before the export season each year, the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan shall provide a list of enterprises to the Chinese Customs, which will be published on the website of the Chinese Customs after review and approval.

 

V. List of quarantine pests of concern to the Chinese Customs

1. Cydia pomonella

2. Lepidosaphes malicola

3. Rhodococcus turanicus

4. Rhynchites bacchus

5. Pterochloroides persicae

6. Plum pox virus

7. Plum pox virusVerticillium dahliae

VI. Pre-export requirements

(I) Orchard management.

1. Orchards exported to China should establish a sound quality management system and traceability system under the supervision of the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan, implement good agricultural practices (GAP), maintain sanitary conditions in orchards, such as no pollution sources affecting fruit production in the surrounding area, and remove fallen and rotten fruits during harvest, to ensure the traceability of the production process. Orchards should implement integrated pest management (IPM), including regular pest monitoring surveys, physical, chemical or biological control, and agricultural operations and other control measures.

2. Orchards exported to China should formulate management plans for quarantine pests of concern to Chinese customs in accordance with the requirements of International Standard for Phytosanitary Measures No. 6 (ISPM 6), and organize and implement orchard monitoring throughout the year. If pests or their corresponding symptoms are found during monitoring, comprehensive management measures including chemical, physical or biological control should be taken to control the pest population density or maintain a low prevalence level.

3. Plant quarantine measures for orchards exported to China should be implemented under the guidance of professional technicians, who should receive training from the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan or its authorized institutions. Orchards exporting fruit to China should keep pest monitoring and control records, and provide them to China Customs when necessary. Control records should include information such as the name of the chemical agent used during the growing season, the active ingredient, the dosage and time of use.

4. For Cydia pomonella, stone fruits exported to China should be produced in Cydia pomonella-free production areas or orchards that are effectively controlled by systematic control measures.

(1) Pest-free production areas should be established by the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan in accordance with the relevant requirements of International Standard for Phytosanitary Measures No. 10 (ISPM 10), and pest monitoring should be carried out by the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan in accordance with the requirements (see the attached monitoring plan), which must be approved by China Customs.

If Cydia pomonella is found in the relevant pest-free production areas, the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan should suspend the export qualification of the pest-free production areas to China. China Customs should be notified within 48 hours and the emergency plan should be immediately activated. When the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan eliminates the epidemic and is approved by the Chinese Customs, the non-infected production area can be restored.

(2) If it is not possible to establish a non-infected production area, the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan or its authorized personnel shall adopt systematic control measures and use pheromone trapping monitoring methods to monitor Cydia pomonella in orchards exported to China, and provide monitoring records to the Chinese Customs upon request. Orchards exported to China should carry out Cydia pomonella monitoring from the flowering period to the end of harvest. The density of traps in the orchard is 1 per hectare. Orchards with an area of ​​less than 3 hectares must install at least 3 traps, and the bait cores must be replaced once a month and the traps must be checked once a week.

If 3 or more Cydia pomonella are found in the trap, effective prevention and control should be carried out immediately (such as using mating interference technology, etc.). For orchards that are not thoroughly controlled, the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan shall suspend the orchard’s export qualification to China and immediately notify the Chinese Customs. Upon request, the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan shall provide the Chinese Customs with pest investigation reports or management records.

5. For Lepidosaphes malicola, Rhodococcus turanicus, Rhynchites bacchus, and Pterochloroides persicae, orchards exported to China shall be monitored under the supervision and guidance of technical personnel of the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan, once every two weeks from flowering to harvest, with a focus on checking whether the above pests are harmful on branches, leaves, and fruits. If relevant pests or harmful symptoms are found, comprehensive management measures including chemical or biological control shall be adopted.

6. For fungi, viruses and other pests, in accordance with the IPM guidelines and pest and disease management measures officially stipulated by the Kyrgyz Republic or recognized by the Chinese Customs, orchards exported to China shall monitor Plum pox virus and Plum pox virus during the growing season, once every two weeks, focusing on investigating whether there are suspicious symptoms on branches, stems, leaves and fruits. If any suspicious symptoms are found, samples must be taken for laboratory testing. The Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan shall suspend the export qualification of the relevant orchards to China and immediately notify the Chinese Customs. The export qualification to China can be restored only after the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan eliminates the epidemic and is approved by the Chinese Customs. The orchard shall be inspected once before harvest to ensure that the drupes do not carry the above-mentioned pests.

(II) Packaging plant management.

1. The processing, packaging, storage and shipment of drupes exported to China must be carried out under the quarantine supervision of the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan.

2. The packaging plant for drupes exported to China should be clean and hygienic, the ground should be hardened, and there should be a raw material field and a finished product warehouse. The storage, processing, handling and storage of drupes should be relatively independent and reasonably laid out, and isolation measures should be taken from the living area and at an appropriate distance.

3. During the packaging process of drupes exported to China, they should be manually selected, graded and cleaned to remove diseased, insect-infested, rotten, deformed fruits, branches and leaves or other plant residues and soil.

4. If packaged drupes need to be stored, they should be immediately put into storage and stored separately to avoid reinfection by pests.

5. Registered packaging plants should establish a traceability system to ensure that drupes exported to China can be traced back to registered orchards, and record information such as the processing and packaging date, the name of the source orchard or its registration number, quantity, export date, export quantity, destination country, container number, etc.

(III) Packaging requirements.

1. The packaging materials for drupes exported to China should be clean and unused, and comply with China's relevant plant quarantine and hygiene requirements. If wooden packaging is used, it must comply with the requirements of International Standard for Phytosanitary Measures No. 15 (ISPM 15).

2. Each packaging box should be marked in Chinese or English with information such as the name of the fruit, country, place of origin, name or registration number of the orchard and packaging plant. Each packaging box and pallet should be marked in Chinese or English with "输往中华人民共和国" or "Exported to the People's Republic of China".

3. Containers containing stone fruits for export to China must be inspected for good sanitary conditions when they are packed, and the inspection records must be confirmed by the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan.

(IV) Pre-export quarantine.

1. Before export, the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan shall sample and inspect each batch of stone fruits for export to China at a rate of 2% per batch, with a minimum sampling volume of 1,200 fruits, and at least 60 fruits or suspicious fruits found during the inspection shall be dissected for inspection. If there are no plant quarantine problems within two years, the sampling rate can be reduced to 1%.

2. If living quarantine pests, branches, leaves or soil of concern to the Chinese Customs are found, the batch of goods shall not be exported to China, and the export of stone fruits from the relevant orchards and packaging plants to China in this export season shall be suspended depending on the situation. If it comes from a non-pest producing area, the status of the relevant non-pest producing area shall be revoked. The Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan shall find out the reasons and take improvement measures. At the same time, keep the records of seizures and provide them to the Chinese Customs upon request.

(V) Requirements for plant quarantine certificates.

1. For stone fruits that have passed the quarantine, the Kyrgyz Ministry of Water Resources, Agriculture and Processing Industry shall issue a phytosanitary certificate in accordance with the International Standard for Phytosanitary Measures No. 12 (ISPM 12), indicating the name or registration number of the orchard and packaging plant, and an additional statement: "This consignment complies with requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Stone fruits from the Kyrgyz Republic to the People's Republic of China, and is free from quarantine pests of concern to the People's Republic of China."

2. Before the start of trade, the Kyrgyz Ministry of Water Resources, Agriculture and Processing Industry shall provide a sample of the phytosanitary certificate to the Chinese Customs for confirmation and filing.

 

VII. Entry Inspection and Quarantine and Disqualified Treatment

When stone fruits exported to China arrive at the Chinese entry port, the Chinese Customs shall implement inspection and quarantine in accordance with the following requirements:

(I) Verification of relevant certificates and labels.

1. Verify whether the imported stone fruits have obtained the "Entry Animal and Plant Quarantine Permit".

2. Check whether the plant quarantine certificate complies with the provisions of Article 6, paragraph (e) of this announcement.

3. Check whether the labels on the packaging boxes and pallets comply with the provisions of Article 6, paragraph (iii) of this announcement.

(ii) Entry inspection and quarantine.

1. Stone fruits exported to China should enter the country from ports where Chinese customs allow the import of fruits.

2. According to relevant laws, administrative regulations, rules, etc., inspection and quarantine shall be implemented on imported stone fruits. If they pass the inspection and quarantine, they shall be allowed to enter the country.

(iii) Disqualified treatment.

1. If it is found that the goods come from orchards or packaging plants not approved by Chinese customs, the goods shall not be allowed to enter the country.

2. If quarantine pests of concern to Chinese customs or quarantine pests newly recorded in Kyrgyzstan are found, or soil, plant residues, etc. are found, the goods shall be returned, destroyed or treated with pests.

3. If it is found that the goods do not meet the national food safety standards of China, the goods shall be returned or destroyed.

4. If the above non-compliance is found, China Customs will take further measures as appropriate and promptly notify the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan to suspend the import of stone fruits from relevant orchards and packaging plants. The Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan should find out the reasons and urge the relevant orchards and packaging plants to make rectifications until the relevant rectification measures are effectively implemented and recognized by China Customs. China Customs will decide whether to cancel the suspension measures based on the rectification results of the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan.

Monitoring plan for Cydia pomonella in non-pested production areas

 

In accordance with the requirements of the relevant provisions of this announcement, the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan shall take necessary monitoring measures in non-pested production areas to monitor Cydia pomonellaCydia pomonellaCydia pomonella, and shall provide one year of monitoring records to China Customs before trade begins.

 

Trapping monitoring

(I) Types of attractants and traps

Use Cydia pomonella sex pheromone lures and place them in triangular traps or other traps approved by the Chinese Customs. The sex pheromone content in the lures shall not be less than 1 mg.

(ii) Monitoring location.

Stone fruit orchards, packaging plants, distribution points, cold storage areas, exit ports, etc.

(iii) Hanging method.

Hang the traps in the middle and upper part of the host tree canopy, where they are not blocked by branches and leaves and where the sunlight is not strong. Pay attention to shading and avoid direct sunlight or rain.

(iv) Setting density.

The trap setting density in the export stone fruit orchard is 1 per hectare, and at least 3 traps are hung in orchards less than 3 hectares.

(v) Lure replacement.

Replace once a month.

(vi) Inspection cycle.

From flowering to harvest, check at least once a week.

(vii) Inspectors.

The Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan or its authorized technicians.
