Regarding the Inspection and Quarantine Requirements for Export of Farmed Aquatic Products from Uzbekistan to China

In accordance with the inspection, quarantine and veterinary hygiene requirements for farmed aquatic products issued by the Chinese Customs and the Ministry of Agriculture of Uzbekistan, from now on, the import of farmed aquatic products from Uzbekistan that meet the following relevant requirements is permitted:

 

I. Inspection and Quarantine Basis

(1) The Food Safety Law of the People's Republic of China and its implementing regulations, the Law of the People's Republic of China on the Quarantine of Entry-Exit Animals and Plants and its implementing regulations, and the Law of the People's Republic of China on the Inspection of Import and Export Commodities and its implementing regulations.

(2) The Measures for the Administration of the Safety of Import and Export Food of the People's Republic of China and the Regulations on the Administration of the Registration of Overseas Food Production Enterprises for Import of the People's Republic of China.

(3) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Uzbekistan on Inspection, Quarantine and Veterinary Hygiene Requirements for Farmed Aquatic Products Exported from the Republic of Uzbekistan to China.

 

II. Scope of Imported Products

Farmed aquatic products refer to aquatic animal products and their products, algae and other aquatic plant products and their products that are artificially farmed for human consumption. They do not include species listed in the Appendices of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and the list of key protected wild animals in China, living aquatic animals and breeding materials for aquatic animals and plants. The list of farmed aquatic products exported from Uzbekistan to China is attached.

 

III. Requirements of the Manufacturing Enterprise

Production enterprises (including processing and storage enterprises) and breeding farms that export farmed aquatic products to China shall be approved by the official authorities of Uzbekistan and be subject to their effective supervision. The food safety and hygiene conditions of production enterprises shall comply with the requirements of relevant food safety laws and regulations of China and Uzbekistan.

Production enterprises that export farmed aquatic products to China shall be recommended for registration by the Ministry of Agriculture of Uzbekistan to the Chinese customs. Without registration, they shall not export to China.

 

IV. Requirements for Imported Products

The Ministry of Agriculture of Uzbekistan shall ensure that farmed aquatic products exported to China meet the following conditions:

1. Aquaculture in domestic waters.

2. Neither the raw materials nor the products have experienced the problems listed below:

(1) Aquatic animal diseases related to the products announced in this notice that are listed in the "List of Quarantine Diseases for Imported Animals of the People's Republic of China" (hereinafter referred to as the "Disease List") and those that must be reported by the World Organization for Animal Health (WOAH) have occurred within the territory of Uzbekistan, causing or potentially causing infection to the farmed aquatic products exported to China.

(2) Any major food safety incident that has affected or may affect the safety of farmed aquatic products exported to China within the territory of Uzbekistan;

(3) The farmed aquatic products that have been or are intended to be exported to China by the Ministry of Agriculture of Uzbekistan seriously violate the laws and regulations of both China and Uzbekistan as well as the provisions of the Protocol.

(4) In the event of a major public health incident in a production enterprise, such as an employee being infected with a major infectious disease, or having contaminated or potentially contaminated the farmed aquatic products exported to China, as well as their packaging and transportation tools;

(5) The aquaculture area has been affected by pollutants and has been contaminated or is likely to contaminate the aquaculture products exported to China.

3. Failing to directly or indirectly (such as adding to the feed) use drugs or additives prohibited by both parties, and using drugs or additives permitted by both parties as stipulated; After inspection by the competent authorities, no pathogenic microorganisms, toxic and harmful substances or foreign substances listed in the laws and regulations of China and Uzbekistan were found.

4. All farmed aquatic products exported to China have been inspected and quarantined by the competent authorities and are safe and suitable for human consumption. No pathological indications of infectious or parasitic diseases have been found, and no aquatic animal diseases listed in the "List of Diseases" and those that must be reported as stipulated by the WOAH have been discovered.

5. The entire process, including breeding, production and processing, packaging, storage, transportation, transshipment and export, shall comply with the safety and hygiene requirements and traceability requirements of the relevant aquatic products of both parties.

 

V. Certificate Requirements

Each batch or each container of farmed aquatic products exported to China shall be accompanied by at least one original veterinary health certificate, certifying that the batch of products complies with the relevant laws and regulations on food safety of China and Uzbekistan as well as the relevant provisions of the Protocol. The Ministry of Agriculture of Uzbekistan shall fully fill in the information of the production enterprises involved in the entire process from breeding, production and processing, packaging, storage, transportation, transshipment to export on the veterinary health certificate, including the name and registration number of the breeding farm and the production enterprise.

Certificates should be printed in English, Chinese and Uzbek (English is a required language when filling out the certificate). The format and content of the certificate must be approved by both parties in advance. The Ministry of Agriculture of Uzbekistan shall promptly provide the sample of the certificate, the seal of the official issuing institution and the handwriting of the signing official to the Chinese customs for record. If there are any changes to the content and format of the certificate sample, the seal of the official issuing authority or the handwriting of the signing officer, the Ministry of Agriculture of Uzbekistan shall file with the Chinese customs at least one month before the effective date.

 

VI. Packaging and Labeling Requirements

Aquaculture products exported to China should have outer packaging and separate inner packaging. The inner and outer packaging should be made of brand-new materials that comply with international food safety standards and meet the requirements of preventing contamination from external factors.

The inner and outer packaging shall have both Chinese and English labels indicating the following contents: Product name and scientific name, specification, production date, batch number, shelf life and storage conditions, production method (breeding), production area (the country or region where the breeding product is located), name of the production enterprise (including independent cold storage), registration number and address (specific to the state/province/city), destination (must be marked as The People's Republic of China).

For aquatic products exported to China in prepackaged form, the Chinese labels of the prepackaged products should comply with the requirements for prepackaged food labels in China.

 

VII. Other Requirements

Chinese customs will conduct inspection and quarantine on imported farmed aquatic products in accordance with Chinese laws and regulations.

For substandard products, they shall be returned, destroyed or otherwise disposed of. For production enterprises that have serious problems or repeatedly have non-conforming issues, the Chinese customs will take measures such as strengthening inspection and quarantine or suspending imports.
