Regarding the Inspection and Quarantine Requirements for Export of Pecan Nuts from Uruguay
According to the regulations of the Chinese Customs and the Ministry of Livestock, Agriculture and Fisheries of Uruguay regarding the inspection, quarantine and sanitary requirements for pecan exports to China, effective immediately, Uruguayan pecans meeting the following requirements are permitted for import.
I. Inspection and Quarantine Basis
(1) The Food Safety Law of the People's Republic of China and its implementing regulations, the Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China and its implementing regulations, and the Import and Export Commodity Inspection Law of the People's Republic of China and its implementing regulations;
(2) The Measures for the Administration of Food Safety of Imported and Exported Food of the People's Republic of China and the Regulations on the Registration Management of Overseas Production Enterprises of Imported Food of the People's Republic of China;
(3) The Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Livestock, Agriculture and Fisheries of the Eastern Republic of Uruguay on Inspection, Quarantine and Sanitary Requirements for Uruguayan Pecan Exports to China.
II. Permitted Imported Products
Permitted imported Uruguayan pecans refer to nuts made from mature thin-shelled pecans grown in Uruguay, processed in Uruguay through drying, sorting, and other processes, and suitable for human consumption, either in shell or shelled.
III. Food Safety Requirements
Pecans exported to China must comply with relevant Chinese laws and regulations on food safety and phytosanitary measures, national food safety standards, and the provisions of the Protocol.
IV. Phytosanitary Requirements
(1) Pecans exported to China must not carry the following quarantine pests of concern to Chinese Customs:Trogoderma granarium Everts, Pestalotiopsis clavispora, and Phytophthora cactorum.
(2) Pecans exported to China must not carry live insects, insect eggs, soil, or be mixed with weed seeds, plant debris, metallic foreign objects, or gravel.
V. Requirements for Production Enterprises
The Uruguayan Ministry of Livestock, Agriculture and Fisheries shall inspect the production, processing, and storage units of pecans exported to China in accordance with the relevant requirements for the registration of overseas production enterprises for imported food by Chinese Customs, and recommend qualified enterprises to Chinese Customs for registration. Chinese Customs will register qualified enterprises. Only after obtaining registration in China can the enterprise's products be exported to China. A list of registered Uruguayan pecan exporters to China can be found on the GACC website.
VI. Raw Material Requirements
The raw materials for pecans exported to China must come from planting enterprises that have been confirmed and registered by the Uruguayan Ministry of Agriculture, Livestock and Fisheries as meeting relevant phytosanitary and food safety requirements.
VII. Processing Requirements
The Uruguayan Ministry of Agriculture, Livestock and Fisheries shall guide and supervise the planting, production, processing, storage, transportation, and export of pecans exported to China to ensure compliance with relevant food safety and phytosanitary requirements of both China and Uruguay, and to prevent contamination by pathogenic microorganisms or toxic and harmful substances.
VIII. Packaging and Labeling Requirements
Pecans exported to China should be packaged in new, clean, hygienic, and breathable materials that meet food safety and phytosanitary requirements, and leakage should be prevented during transportation. Each package should be labeled with "本产品输往中华人民共和国/This product is exported to the People's Republic of China" in Chinese or English, along with the product name, place of origin, name of the production and processing enterprise and its registration number in China, exporter's name and address, and other traceable information. This information can be affixed to the packaging as a label.
IX. Transportation Requirements
Before shipment, the Uruguayan Ministry of Livestock, Agriculture and Fisheries shall inspect the means of transport for pecans destined for China. The means of transport shall meet sanitary requirements and shall not carry quarantine pests or other restricted quarantine materials, such as weed seeds, live insects, plant debris, soil, and other impurities.
X. Certificate Requirements
Before export, the Uruguayan Ministry of Livestock, Agriculture and Fisheries shall issue a phytosanitary certificate for pecans destined for China that have passed inspection and quarantine and meet the requirements of the Protocol.
The certificate's supplementary declaration section shall indicate the name of the pecan production and processing enterprise, the China Registration Number, and "The batch of pecan nuts certified by this phytosanitary certificate complies with the provisions of the Protocol on Inspection, Quarantine and Sanitary Requirements for Pecan Nuts to Be Exported from Uruguay to China signed on February 3th, 2026, by Uruguay and China. The consignment is free from Trogoderma granarium Everts, Pestalotiopsis clavispora, Phytophthora cactorum and other quarantine pests of concern to the Chinese side."
XI. Entry Inspection and Quarantine and Handling of Non-Compliant Products
(1) Entry Inspection and Quarantine. After pecans arrive at the Chinese port of entry, Chinese Customs will conduct inspection and quarantine supervision. Those that pass inspection will be allowed entry.
(2) Handling of Non-Compliant Products If Chinese Customs discovers any violations of Chinese food safety and phytosanitary laws and regulations, national food safety standards, or the provisions of the Protocol in pecan imports into China, Chinese Customs will handle the matter in accordance with relevant Chinese laws and regulations.
