Regarding the Inspection and Quarantine Requirements for Wheat Grits from Russia to China

According to the regulations of the Chinese Customs and the Russian Veterinary and Phytosanitary Supervision Bureau on the inspection and quarantine requirements for the export of Russian grits to China, from now on, Russian grits that meet the following relevant requirements are allowed to be imported.

 

I. Inspection and Quarantine Basis

(I) "Food Safety Law of the People's Republic of China" and its implementing regulations;

(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;

(III) "Import and Export Commodity Inspection Law of the People's Republic of China" and its implementing regulations;

(IV) "Administrative Measures for Import and Export Food Safety of the People's Republic of China";

(V) "Protocol on Inspection and Quarantine Requirements for the Export of Russian Grits to China between the General Administration of Customs of the People's Republic of China and the Russian Federal Veterinary and Phytosanitary Supervision Bureau".

 

II. Permitted Import Products

Russian grits exported to China refer to wheat (Triticum aestivum L.) grown in the Russian Federation as raw materials, which are ground and have an average diameter of 0.25 to 0.75 mm and are only used for food or food processing.

 

III. Requirements for producers

Russian wheat grits producers for export to China should ensure that their wheat grits comply with China's food safety, plant quarantine laws and regulations, as well as China's national food safety standards. The producers, processors and storage companies of Russian wheat grits for export to China should be inspected, recommended and guaranteed by the Russian Federal Veterinary and Phytosanitary Supervision Service, and registered with the General Administration of Customs of the People's Republic of China.

 

IV. Requirements for plant quarantine

(i) Russian wheat grits for export to China should comply with China's plant quarantine laws and regulations.

(ii) Russian wheat grits for export to China should not carry the following quarantine pests of concern to the Chinese Customs: Tilletia controversa J.G. Kühn, Oculimacula yallundae (Wallwork & Spooner) Crous & W. Gams, live insects and other impurities added intentionally or unintentionally.

 

V. Food safety requirements

(i) Russian wheat grits for export to China should comply with China's food safety laws and regulations, as well as national food safety standards.

(ii) The whole process of wheat grits exported from Russia to China, from raw material planting, production, processing, storage, transportation to export, shall comply with the relevant safety and sanitation requirements of China and Russia to prevent contamination by pathogenic microorganisms or toxic and harmful substances.

 

VI. Raw material requirements

(I) The wheat raw materials of wheat grits exported from Russia to China shall be produced in areas where wheat dwarf bunt (Tilletia controversa J.G. Kühn) and wheat base rot (Oculimacula yallundae (Wallwork & Spooner) Crous & W. Gams) do not occur.

(II) The Russian Veterinary and Phytosanitary Supervision Service shall implement an annual food safety risk monitoring plan for wheat grits exported to China, and conduct annual monitoring of wheat dwarf bunt (Tilletia controversa J.G. Kühn) and wheat basal rot (Oculimacula yallundae (Wallwork & Spooner) Crous & W. Gams) in wheat producing areas. Wheat raw materials carrying wheat dwarf bunt (Tilletia controversa J.G. Kühn) and wheat basal rot (Oculimacula yallundae (Wallwork & Spooner) Crous & W. Gams) shall not be used to produce wheat grits exported to China.

 

VII. Packaging requirements

Russian wheat grits exported to China shall be packaged with clean, breathable, new materials that comply with the food safety and plant quarantine requirements of Chinese laws and regulations, and shall ensure that leakage is prevented during transportation. Each package should be marked with "This product is exported to the People's Republic of China", as well as the name of the wheat grits, place of origin, production and processing enterprises and their registration number in China, the name and address of the exporter and other traceable information in Chinese or English. The above information can be affixed to the package in the form of a label.

 

VIII. Quarantine requirements for means of transport

Before shipping wheat grits from Russia to China, the means of transport should be inspected. The means of transport should meet the health and epidemic prevention requirements of both parties and should not be mixed with quarantine pests or other regulated quarantine items of concern to the Chinese Customs, such as weed seeds, live insects, other grains, plant residues, soil and other foreign impurities.

 

IX. Requirements for plant quarantine certificates

Each batch of wheat grits exported to China that complies with China's food safety and plant quarantine laws and regulations, national food safety standards and the provisions of the protocol should be issued with a plant quarantine certificate that complies with the requirements of the International Plant Protection Convention and International Standards for Phytosanitary Measures No. 12. The additional declaration column of the certificate shall indicate the name of the wheat grits production and processing enterprise, the registration number in China and "the wheat grits certified by this phytosanitary certificate comply with the provisions of the protocol on inspection and quarantine requirements for the export of Russian wheat grits to China signed by the General Administration of Customs of the People's Republic of China and the Federal Veterinary and Phytosanitary Supervision Service of the Russian Federation on May 8, 2025. The wheat grits do not carry quarantine pests of concern to the Chinese Customs, such as Tilletia controversa J.G. Kühn and Oculimacula yallundae (Wallwork & Spooner) Crous & W. Gams."

 

X. Others

Russian wheat grits exported to China should come from enterprises registered with the General Administration of Customs of the People's Republic of China. The list of registered Russian wheat grits exporting to China can be found on the website of the General Administration of Customs.
