Regarding the Inspection and Quarantine Requirements for Export of Wheat Bran from Russia to China

According to the regulations of the Chinese Customs and the Russian Federal Service for Veterinary and Phytosanitary Surveillance (Rospotrebnadzor) regarding sanitary and phytosanitary requirements for the import of Russian wheat bran into China, effective immediately, the following Russian wheat bran meeting the relevant requirements is permitted for import:

 

I. Inspection and Quarantine Basis

(1) The Biosafety Law of the People's Republic of China;

(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;

(3) The Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Feed and Feed Additives;

(4) The Protocol between the General Administration of Customs of the People's Republic of China and the Rospotrebnadzor (Rospotrebnadzor) on Sanitary and Phytosanitary Requirements for the Import of Russian Wheat Bran into China.

 

II. Permitted Import Commodity Name

Wheat bran refers to the bran by-product produced from wheat grains grown in the Russian Federation and processed for feed use. The raw wheat should be free of Tilletia controversa J.G. Kuhn (wheat smut) and genetically modified ingredients not approved by the Chinese government.

 

III. Enterprise Registration

Wheat bran exported to China must originate from production, processing, and storage enterprises approved by the Rospotrebnadzor (Rospotrebnadzor). The Russian Federal Service for Veterinary and Phytosanitary Surveillance recommends qualified production, processing, and storage enterprises to Chinese Customs. These enterprises, after inspection or review by Chinese Customs, will be registered and their information will be published and updated on the Chinese Customs website.

 

IV. Pests of Concern

Wheat bran exported to China must not carry the following pests:

1. Trogoderma variabile

2. Trogoderma glabrum

3. Trogoderma versicolor

4. Trogoderma inclusum

5. Trogoderma teukton

6. Tribolium destructor

7. Sitophilus granarius

8. Lolium temulentum

9. Alternaria triticina

10. Oculimacula yallundae

11. Tilletia controversa

 

V. Pre-shipment Requirements

(I) Production Requirements

1. Enterprises should establish corresponding management systems and qualified supplier screening systems, establish and effectively operate a sound Hazard Analysis and Critical Control Point (HACCP) system and traceability management system, or implement management according to its principles.

2. Enterprises should strengthen hygiene control in the production, processing, storage, and transportation of raw materials and auxiliary materials to avoid contamination by soil, animal carcasses, animal feces, and feathers. Toxic and harmful substances and any animal-derived ingredients must not be added, and production facilities must not be used for the production of animal-derived feed.

3. The enterprise's production process should include wet heat treatment. The technical requirements are: wet heat treatment for no less than 5 minutes at a temperature ≥85℃ and relative humidity ≥80%. Enterprises should possess the capability to test for safety and hygiene indicators such as total mold count and Salmonella, or entrust qualified testing institutions to conduct such testing.

4. Enterprises should develop self-inspection and self-control plans for safety and hygiene items. The Russian Federal Service for Veterinary and Phytosanitary Surveillance (Rospotrebnadzor) shall implement official control over enterprises, conducting official compliance sampling tests no less than once every two months to ensure that their wheat bran meets relevant Chinese feed safety and hygiene standards. If any non-compliance is detected, the relevant enterprise's export qualification to China will be immediately suspended, and the Chinese Customs will be notified to investigate the cause and take corrective measures.

(II) Packaging and Transportation Requirements

1. Rospotrebnadzor shall ensure that wheat bran exported to China is transported using clean, hygienic, and first-time-use packaging bags. The packaging bags should be marked with "本产品输往中华人民共和国/This product is for export to the People's Republic of China" in both Chinese and English, along with the product name, place of origin, enterprise name, and its registration number in China.

2. Rospotrebnadzor shall ensure that the transport vehicles used for transporting wheat bran are thoroughly cleaned, and pest control treatment must be carried out if necessary.

3. The Russian Federal Service for Veterinary and Phytosanitary Surveillance (Rospotrebnadzor) shall ensure that the product labels of each batch of wheat bran exported to China comply with the requirements of the Chinese national standard "Feed Labelling" (GB 10648).

4. Wheat bran exported to China shall be stored separately from raw materials and other products, with physical isolation implemented, and effective measures shall be taken to prevent contamination by rodents, insects, and birds.

(III) Pre-export Inspection and Quarantine and Certificate Requirements.

Before export, the Rospotrebnadzor shall conduct inspection and quarantine on wheat bran exported to China, issue a phytosanitary certificate for those that meet the requirements, and indicate "This lot of wheat bran complies with the requirements of the Protocol between the General Administration of Customs of the People's Republic of China and the Federal Service for Veterinary and Phytosanitary Surveillance (the Russian Federation) on sanitary and phytosanitary requirements for wheat bran exported from the Russian Federation to the People's Republic of China, and this lot does not contain pests of quarantine importance to the People's Republic of China" in the supplementary declaration, while also indicating the name of the enterprise that produced, processed, and stored the goods, its registration number in China, and the container and other means of transport number. If pest control treatment was carried out before export or during transportation, the method, time, temperature, and pesticide used in the treatment shall also be noted.

 

VI. Import Inspection and Quarantine

(I) Document Verification.

1. Verify whether it comes from a registered enterprise.

2. Verify whether the accompanying phytosanitary certificate is authentic and valid.

(II) Cargo Inspection.

In accordance with relevant laws, regulations, and rules, and in conjunction with the requirements of this announcement, imported wheat bran will undergo inspection and quarantine. Only goods that pass inspection will be permitted entry.

(III) Handling of Non-compliance.

1. Goods without a valid phytosanitary certificate will be returned or destroyed.

2. Goods from unregistered enterprises will be returned or destroyed.

3. Goods found to be harmful organisms or other live harmful organisms of concern to Chinese Customs will be treated, returned, or destroyed.

4. Goods found to be soil or genetically modified ingredients not approved by the Chinese government will be returned or destroyed.

5. Goods found to be non-compliant with China's import animal and plant quarantine requirements or relevant Chinese feed safety and hygiene standards will be handled in accordance with relevant laws and regulations.

Upon discovering any of the above non-compliance, Chinese Customs will notify the Russian Veterinary and Phytosanitary Surveillance Service and, depending on the severity of the non-compliance, will take measures such as suspending the export qualifications of the relevant production enterprises or suspending the export of Russian wheat bran to China.
