Regarding the Inspection and Quarantine Requirements for the bovine blood products from Brazil

According to the relevant laws and regulations of China and the provisions of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Animal Husbandry and Food Supply of the Federal Republic of Brazil on the quarantine and health requirements of bovine blood products exported from Brazil to China, from now on, the import of Brazilian bovine blood products that meet the following relevant requirements is allowed.

 

1. Basis for inspection and quarantine

(1) The Biosafety Law of the People's Republic of China;

(2) The Entry-Exit Animal and Plant Quarantine Law of the People's Republic of China and the Regulations for its implementation;

(3) The Law of the People's Republic of China on Import and Export Commodity Inspection and its implementing Regulations;

(4) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Animal Husbandry and Food Supply of the Federal Republic of Brazil on Quarantine and Hygiene Requirements for Bovine Blood Products imported from Brazil to China (hereinafter referred to as the Protocol).

 

2. Scope of imported products

The bovine blood products in this announcement refer to the finished products of bovine blood products derived from cattle and sufficiently processed for direct scientific research and production, and the semi-finished products of bovine blood products after preliminary processing, including bovine serum finished products, bovine serum albumin and bovine serum semi-finished products.

 

3. Requirements of production enterprises

(1) Approved by the Ministry of Agriculture, Animal Husbandry and Food Supply of the Federal Republic of Brazil (hereinafter referred to as Brazil) and implemented daily supervision, recommended to the General Administration of Customs of the People's Republic of China (hereinafter referred to as China), and obtained the qualification for registration in China. The list of registered production enterprises will be published on the website of the General Administration of Customs.

(2) The production and processing process shall comply with good operating practices, meet the corresponding quality management system standards and requirements, and establish an effective product traceability and recall system, and record in detail the origin and basic information of each batch of products, collection and production and processing process, quality control test, packaging and transportation.

 

4. Animal health requirements for bovine blood sources

Bovine blood source animals used for the production of bovine blood products for export to China shall meet the following requirements:

(1) From Brazil in accordance with the World Organization for Animal Health (WOAH) regulations and recognized by China, foot-and-mouth disease, bovine infectious Pleuropneumonia, bovine tuberous skin disease, Pest-ruminant disease free areas, and Brazil should be WOAH-recognized bovine spongiform encephalopathy (BSE) risk negligible country.

(2) No cases of bovine viral diarrhea, bovine leukaemia, rabies, bovine brucellosis, bluetongue and infectious bovine rhinotracheitis have occurred in the source feedlot in the past six months.

(3) cattle blood source animals are healthy, must not come from animal epidemic areas, no clinical symptoms of the above-mentioned diseases.

(4) If blood is collected after slaughter, it shall pass the quarantine before and after slaughter, and death is not caused by injecting compressed air (gas) into the brain or spinal cord piercing, and the carcass can be used for human consumption; For blood collection through living bodies, aseptic procedures should be used for collection.

 

5. Blood collection site requirements

(1) shall be approved by the Brazilian authorities and subject to official supervision.

(2) In accordance with veterinary health requirements, cattle blood collection, serum separation and other operations should be strictly prevented from contamination.

 

6. Requirements for imported products

(1) Except for the need for production or preservation, no other substances shall be added in the production and processing of bovine blood products.

(2) Each batch of bovine blood products shall be tested according to the requirements of the annex to this announcement before export, and the results are qualified.

 

7. Packaging and labeling requirements

(1) the package is new, clean, sterile, sealed and moisture-proof performance is good, not easy to break.

(2) The product shall be labeled, and the content of the label shall include but not limited to the following information: product name and description, quantity (weight), origin, name of the production enterprise and registration number, shelf life, production batch number, name of the additive and storage conditions. If irradiated, this should be indicated on the label.

 

8. Pre-export inspection and quarantine and certificate requirements

8.1 Brazil shall be responsible for pre-export inspection and quarantine of bovine blood products exported to China and issue health certificates.

8.2 Brazil shall submit a sample of the health certificate to China in advance, which shall come into force upon confirmation by China. If the certificate sample is changed, it shall notify China at least three months in advance and provide the new certificate sample for record.

8.3 Each batch of bovine blood products exported to China must be accompanied by a health certificate issued by Brazil, which should contain at least English. The health certificate includes:

8.3.1 State that bovine blood products imported from China meet all requirements under the Protocol;

8.3.2 Name and quantity (weight);

8.3.3 The name, address and registration number of the production enterprise;

8.3.4 Origin, production batch number, storage conditions, shelf life;

8.3.5 The name and address of the exporter and importer;

8.3.6 Date of shipment, port of departure and name of means of transport;

8.3.7 Date of issue of the certificate, printed name and signature of the official veterinarian;

8.3.8 The official seal of Brazil.

8.4 If bovine blood products have been irradiated, they should also be accompanied by a radiation certificate.

 

9. Entry inspection and quarantine requirements

9.1 quarantine examination and approval.

The import of Brazilian bovine blood products shall go through the formalities of quarantine examination and approval in advance and obtain the Entry Animal and Plant Quarantine Permit.

9.2 Verification of documents.

9.2.1 Check whether the Entry Animal and Plant Quarantine Permit is attached.

9.2.2 Check whether it is from a registered enterprise.

9.2.3 Verify that the health certificate is true and valid.

9.3 Goods inspection.

The Chinese Customs shall, in accordance with relevant laws, administrative regulations, rules and other provisions and in combination with this requirement, conduct inspection and quarantine on imported Brazilian bovine blood products. Those who pass the inspection and quarantine shall be allowed to enter the country.

9.4 Handling of nonconformity.

9.4.1 In the process of document verification and goods inspection found unqualified situation, in accordance with the relevant laws and regulations of our country to deal with.

9.4.2 If major safety and health problems are found, inspection and quarantine measures will be strengthened in accordance with relevant laws and regulations of China, and on-site inspections will be carried out in Brazil when necessary.
