Regarding the Inspection and Quarantine Requirements for Export of Aquatic Animal Protein for Feed from Indonesia to China
According to the regulations of the Chinese Customs and the Indonesian Quarantine Bureau regarding quarantine and sanitary requirements for aquatic animal protein used in feed, effective immediately, products meeting the following requirements are permitted for import.
I. Inspection and Quarantine Basis
(1) The Biosafety Law of the People's Republic of China;
(2) The Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China and its implementing regulations;
(3) The Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Feed and Feed Additives;
(4) The Protocol between the General Administration of Customs of the People's Republic of China and the Indonesian Quarantine Bureau on Quarantine and Sanitary Requirements for the Export of Aquatic Animal Proteins and Oils from Indonesia to China (including fishmeal and fish oil).
II. Scope of Permitted Imported Products
The scope of products permitted for import under this announcement includes aquatic animal proteins and oils such as fishmeal and fish oil, including animal-derived feed made from aquatic animals (excluding marine mammals) and by-products generated during their processing.
III. Requirements for Manufacturing Enterprises
(I) Approved by the Indonesian Quarantine Bureau (KQA) and recommended to Chinese Customs by the KQA, and registered with Chinese Customs;
(II) Implementing a Hazard Analysis and Critical Control Point (HACCP) quality management system or establishing a quality management system based on HACCP principles, and formulating and effectively implementing quality, safety, and hygiene control, self-inspection and self-control, product traceability, and recall systems;
(III) Complying with the relevant laws and regulations of the KQA under effective supervision.
IV. Raw Material Requirements
(I) Aquatic animals (excluding marine mammals) caught or farmed in Indonesian domestic waters or on the high seas;
(II) Processed from the whole of the above-mentioned animals or by-products of aquatic product processing plants;
(III) Not using aquatic animals that died from animal diseases or were culled due to the eradication of animal diseases;
(IV) Not containing any animal-derived components other than aquatic animals, and not contaminated by animal-derived products from third countries.
V. Production and Processing Requirements
(I) Under the effective supervision of the Indonesian Quarantine Authority;
(II) Undergo heat treatment with a core temperature not lower than 85ºC for not less than 15 minutes, or other equivalent processing methods approved by Chinese Customs;
(III) No unknown animal-derived raw materials or prohibited substances are added during the processing;
(IV) Effective measures are taken during and after production to avoid contamination.
VI. Safety and Hygiene Requirements
(I) The product is permitted to be freely sold within Indonesia;
(II) The product complies with the "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and related laws, regulations, and requirements;
(III) The product does not contain toxic or harmful substances that endanger animal health and complies with China's feed safety and hygiene standards;
(IV) Before export, the product undergoes random sampling and testing by the official competent authority of the Indonesian Quarantine Authority, and the results meet the following requirements:
1. Salmonella: Not detected in 25g sample: n=5, c=0, m=0, M=0;
2. Enterobacteriaceae: n=5, c=2, m=10, M=300 per gram of sample;
Where:
n – Number of samples tested;
m – Minimum bacterial count (threshold); if the bacterial count in all samples does not exceed m, the result is acceptable;
M – Maximum bacterial count; if one or more samples have a bacterial count equal to or greater than M, the result is unacceptable;
c – Number of samples with bacterial counts between m and M; if the bacterial count in other samples is less than or equal to m, the result is still considered acceptable;
3. Detection of ruminant-derived components using polymerase chain reaction (PCR) in a laboratory accredited by the official competent authority yielded a negative result.
VII. Packaging, Labeling, and Storage & Transportation Requirements
(1) Packaging shall be brand new, clean, well-sealed, and moisture-proof, and not easily damaged;
(2) The outer packaging of the product shall be labeled in Chinese, conforming to the requirements of the Chinese National Standard "Feed Labelling" (GB 10648), and shall include warnings such as "非供人类食用" or "仅用作饲料";
(3) Effective measures shall be taken during the storage and transportation of the product to prevent contamination.
VIII. Pre-Export Inspection and Certificate Requirements
(1) The Indonesian Quarantine and Inspection Bureau shall be responsible for inspecting and quarantining products exported to China and shall issue health certificates according to the certificate samples confirmed by both parties, proving that the products comply with the requirements of the Protocol;
(2) Each batch of products exported to China shall be accompanied by at least one official original health certificate.
IX. Import Inspection and Quarantine
(I) Document Verification
1. Verify whether the product originates from a registered enterprise;
2. Verify the authenticity and validity of the health certificate.
(II) Cargo Inspection. In accordance with relevant laws, administrative regulations, and rules, and in conjunction with the requirements of this announcement, Chinese Customs will implement inspection and quarantine on products imported from Indonesia. Products that pass inspection and quarantine will be permitted entry.
(III) Handling of Non-Compliant Items
1. Products will be returned or destroyed in any of the following circumstances: lack of a valid health certificate; originating from an unregistered Indonesian manufacturer; discrepancies between goods and documents; detection of unapproved animal-derived components; discovery of soil, animal carcasses, animal excrement, or quarantine pests, making effective quarantine treatment impossible; or labeling that does not meet standards and cannot be corrected.
2. Products found to have safety and hygiene items that do not meet Chinese feed hygiene standards will be subject to pest control, return, or destruction.
3. If loose packages or broken containers are found, the owner or agent is responsible for restoring them to their original condition. If the packaging is damaged and poses a risk of spreading animal or plant diseases, the contaminated site, goods, and equipment should be quarantined.
4. For manufacturers found to have serious non-compliance issues, Chinese Customs will take relevant measures in accordance with the law and revoke their export licenses to China.
