Regarding the Inspection and Quarantine Requirements for Export of Hot Working Processed Silkworm Cocoons from Zambia to China
According to the regulations of the Chinese Customs and the Zambian Ministry of Fisheries and Livestock regarding quarantine and sanitary requirements for Hot Working Processed silkworm cocoons, effective immediately, the import of Hot Working Processed silkworm cocoons from Zambia that meet the following requirements is permitted.
I. Inspection and Quarantine Basis
(1) The Biosafety Law of the People's Republic of China;
(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;
(3) The Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Non-Edible Animal Products;
(4) The Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Fisheries and Livestock of the Republic of Zambia on Quarantine and Sanitary Requirements for the Export of Hot Working Processed Silkworm Cocoons from Zambia to China.
II. Scope of Imported Products
Hot Working Processed silkworm cocoons in this announcement refer to silkworm cocoons produced in Zambia that have undergone processing at a maximum temperature of not less than 120°C for a duration of not less than 270 minutes, or other equivalent processing measures.
III. Requirements for Production Enterprises
(I) Production must be approved by the Zambian Ministry of Fisheries and Livestock and conducted under its effective supervision.
(II) The hygiene and quality of the products must be monitored, and a silkworm disease monitoring system must be established and implemented.
(III) The products must be recommended to Chinese Customs by the Zambian Ministry of Fisheries and Livestock, and approved and registered by Chinese Customs.
IV. Requirements for Raw Materials
(I) Raw materials must originate from areas free from major animal and plant epidemics that can be transmitted through silkworm cocoons.
(II) The source silkworm breeding farms must implement prevention and control measures for silkworm microsporidiosis, silkworm polyhedrosis, viral softening disease, silkworm white muscardine disease, green muscardine disease, aspergillosis, damping-off disease, bacterial gastroenteritis, bacterial septicemia, fly larvae disease, and lice and mites, formulate monitoring plans, and effectively control epidemics; regular monitoring of silkworm microsporidiosis and silkworm white muscardine disease must be conducted at least twice a year.
V. Safety and Hygiene Requirements
(I) Random sampling inspection of the product shall be conducted to check for mold, rottenness, and the dryness of the cocoons. The results shall comply with the Chinese National Standard "Dried Silkworm Cocoons" (GB/T 9176-2016);
(II) The product shall comply with the legal and regulatory requirements and safety and hygiene standards of China and Zambia regarding animal products, and shall be permitted for sale and use in Zambia.
VI. Packaging, Labeling, and Storage and Transportation Requirements
(I) The product shall be packaged in brand-new, non-toxic, harmless, clean, and well-sealed and moisture-proof materials that are not easily damaged;
(II) The outer packaging shall be affixed with a Chinese label containing information such as the product name, specifications, production date, production batch number, storage conditions, and manufacturer;
(III) The containers carrying the product shall be disinfected using disinfectants approved by the Zambian Ministry of Fisheries and Livestock.
VII. Pre-Export Inspection and Certificate Requirements
(I) The Zambian Ministry of Fisheries and Livestock is responsible for inspecting and quarantining products exported to China and issuing health certificates according to the certificate samples confirmed by both parties, proving their compliance with the requirements of the Protocol.
(II) Each batch of products exported to China shall be accompanied by at least one original official health certificate.
VIII. Import Inspection and Quarantine Requirements
(I) Document Verification
1. Verify whether the product originates from a registered enterprise;
2. Verify the authenticity and validity of the health certificate.
(II) Cargo Inspection
Chinese Customs, in accordance with relevant laws, administrative regulations, rules, and the requirements of this announcement, shall conduct inspection and quarantine on Hot Working Processed silkworm cocoons exported from Zambia to China. Those that pass inspection and quarantine shall be permitted entry.
(III) Handling of Non-Compliance
If non-compliance is found during import inspection and quarantine, Chinese Customs shall handle the matter in accordance with relevant laws, administrative regulations, rules, and the Protocol.
