Regarding the Inspection and Quarantine Requirements for Export of Malt from Sweden to China
According to the regulations of the Chinese Customs and the Swedish Ministry of Rural Affairs and Infrastructure concerning the inspection, quarantine, and sanitary requirements for malt, effective immediately, Swedish malt meeting the following requirements is permitted for import.
I. Inspection and Quarantine Basis
(1) The Food Safety Law of the People's Republic of China and its implementing regulations, the Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China and its implementing regulations, and the Import and Export Commodity Inspection Law of the People's Republic of China and its implementing regulations.
(2) The Measures for the Administration of Food Safety of Imported and Exported Food of the People's Republic of China and the Regulations on the Registration Management of Overseas Production Enterprises of Imported Food of the People's Republic of China.
(3) The Protocol between the General Administration of Customs of the People's Republic of China and the Swedish Ministry of Rural Affairs and Infrastructure on Inspection, Quarantine, and Sanitary Requirements for the Export of Swedish Malt to China.
II. Permitted Imported Products
Permitted imported malt refers to products made from the mature fruit of barley (Hordeum vulgare L.) grown in Sweden, processed in Sweden through germination, drying, and other processes, and intended solely for consumption or food processing.
III. Food Safety Requirements
Malt exported to China must comply with the relevant laws and regulations of China on food safety and plant quarantine, national food safety standards, and the provisions of the Protocol.
IV. Phytosanitary Requirements
(1) Malt exported to China must comply with Chinese phytosanitary laws and regulations.
(2) Malt exported to China must not carry *Trogoderma granarium*, a quarantine pest of concern to Chinese Customs.
(3) Malt exported to China must not contain weed seeds, live insects, or other intentionally added or mixed impurities.
V. Requirements for Production Enterprises
The Swedish Ministry of Rural Affairs and Infrastructure shall inspect the production, processing, and storage units of malt exported to China in accordance with the relevant requirements for the registration of overseas production enterprises for imported food by Chinese Customs, and recommend qualified enterprises to Chinese Customs for registration. Only after obtaining registration can the products of a company be exported to China. The list of registered Swedish malt exporting companies can be found on the official website of Chinese Customs.
VI. Raw Material Requirements
The raw materials for malt exported to China must come from barley cultivation and production enterprises that have been confirmed by the Swedish Ministry of Rural Affairs and Infrastructure to meet relevant phytosanitary and food safety requirements and have been registered.
VII. Processing Requirements
The Swedish Ministry of Rural Affairs and Infrastructure shall guide and supervise the planting, production, processing, storage, transportation, and export of malt exported to China, ensuring compliance with relevant food safety and phytosanitary requirements of both China and Sweden, and preventing contamination by pathogenic microorganisms or toxic and harmful substances.
VIII. Packaging and Labeling Requirements
Malt exported to China shall be packaged in new, clean, hygienic, and breathable materials that meet food safety and phytosanitary requirements, and leakage shall be prevented during transportation. Each package shall be labeled with “本产品输往中华人民共和国/This product is exported to the People's Republic of China” in Chinese or English, along with traceable information such as the malt's place of origin, the name of the processing company and its registration number in China, and the exporter's name and address. This information may be affixed to the packaging as a label.
IX. Transportation Requirements
Before shipment, the Swedish Ministry of Rural Affairs and Infrastructure shall inspect the means of transport for malt exported to China. The means of transport shall meet sanitary requirements and shall not carry quarantine pests or other restricted quarantine materials, such as weed seeds, live insects, plant debris, soil, and other impurities.
X. Phytosanitary Certificate Requirements
The Swedish Ministry of Rural Affairs and Infrastructure shall issue phytosanitary certificates for malt exported to China that has passed inspection and quarantine and meets the requirements of the Protocol.
The supplementary declaration section of the phytosanitary certificate for malt exported to China shall indicate the name of the malt production and processing enterprise, its registration number in China, and “The malt certified by this phytosanitary certificate complies with the phytosanitary provisions of the Protocol on inspection and quarantine requirements for Malt Exported from Sweden to China signed by Sweden and China at Shanghai on November 6th, 2025. The malt is free from any quarantine pests of concern to the China side, such as Trogoderma granarium.”.
The content and format of the phytosanitary certificate shall be confirmed by both parties in advance.
XI. Entry Inspection and Quarantine and Handling of Non-compliance
(1) Entry Inspection and Quarantine.
Upon arrival at the Chinese port of entry, Chinese Customs will conduct inspection and quarantine supervision. If the malt passes inspection, it will be allowed entry.
(2) Handling of Non-compliance.
If Chinese Customs discovers any violations of relevant Chinese laws and regulations on food safety and phytosanitary measures, national food safety standards, or the provisions of the Protocol in malt exported to China, Chinese Customs will handle the matter in accordance with relevant Chinese laws and regulations.
