Regarding the Inspection and Quarantine Requirements for Cowhide from Kazakhstan to China
I. Inspection and quarantine basis
(I) "China Biosafety Law";
(II) "China Entry and Exit Animal and Plant Quarantine Law" and its implementing regulations;
(III) "Inlet and Exit Non-food Animal Products Inspection and Quarantine Supervision and Management Measures";
(IV) "Protocol on Quarantine and Sanitary Requirements for the Import of Raw Cow Hide into China between China Customs and the Ministry of Agriculture of Kazakhstan".
II. Scope of imported products
The cowhide in this announcement refers to raw cowhide, including dried, salt-dried and salt-wet cowhide.
III. Requirements for production and processing enterprises
Kazakhstan cowhide production and processing enterprises should be registered with China Customs and subject to daily supervision by the Ministry of Agriculture of Kazakhstan.
IV. Requirements for imported products
(I) Hygiene requirements of the product source
1. According to the requirements of the Terrestrial Animal Health Code of the World Organization for Animal Health (WOAH), there is no foot-and-mouth disease in the relevant areas of Kazakhstan, and there is no rinderpest and contagious bovine pleuropneumonia in the entire territory.
2. Within 6 months before the processing of cowhide, the farms of the source animals and the provinces/states where the processing enterprises are located have not reported anthrax, brucellosis and bovine nodular dermatitis.
3. The farms where the source animals of the cowhide are located are not restricted or monitored due to the occurrence of reportable diseases that can be transmitted through cowhide as stipulated in the WOAH Terrestrial Animal Health Code.
(II) Requirements for animal sources of products.
1. Born, raised, or raised in Kazakhstan for more than 6 months.
2. Slaughtered in slaughterhouses officially approved and supervised by Kazakhstan.
3. After ante-slaughter and post-slaughter inspections by official veterinarians or recognized veterinarians, there are no clinical symptoms of any animal infectious diseases.
(III) Processing requirements.
1. Dry at a temperature of at least 20°C for at least 42 days.
2. Before shipment, dry or wet salt with 2% sodium carbonate (Na2CO3) for at least 14 days.
3. Processing shall be carried out in accordance with the relevant requirements of the WOAH Terrestrial Animal Health Code. The processing technology shall be listed in the veterinary health certificate.
V. Packaging requirements
1. The packaging and carrying containers of cowhide shall not be easily damaged and leak-proof, and no animal or plant packaging shall be used.
2. The cowhide exported to China shall not be rotten or deteriorated, and shall not carry quarantine pests, animal excrement, other animal tissues, soil, etc.
VI. Storage and transportation requirements
Effective measures shall be taken to prevent cross contamination and maggot breeding during the processing, storage and transportation of cowhide.
VII. Pre-export inspection and certificate requirements
The Ministry of Agriculture of Kazakhstan is responsible for veterinary health control and quarantine supervision of cowhide exported from Kazakhstan to China, and issues veterinary health certificates to prove that it meets the requirements of the relevant protocols.
VIII. Entry inspection and quarantine requirements
(I) Certificate verification
1. Check whether it comes from a registered enterprise.
2. Check whether the health certificate is authentic and valid.
(II) Cargo inspection.
In accordance with relevant laws, administrative regulations, rules, etc., and in combination with the requirements of this announcement, China Customs will conduct inspection and quarantine on Kazakhstan's cowhide imported into China. If it passes the inspection and quarantine, it will be allowed to enter the country.
(III) Handling of unqualified situations.
1. If there is no valid health certificate, it will be returned or destroyed.
2. If the goods and certificates do not match, they will be returned or destroyed.
3. If it is found that it is prohibited from entering the country by laws and regulations, contains prohibited objects, or is seriously corrupt and deteriorated, it will be returned or destroyed.
4. If animal excrement, quarantine pests or other animal tissues are found, and it is impossible to carry out effective quarantine and pest control, it will be returned or destroyed.
5. If loose packages or broken containers are found, the owner or agent is responsible for sorting them out. If the packaging is damaged and there is a risk of spreading animal and plant diseases, the contaminated sites, items and utensils shall be quarantined and disinfected.
6. If the inspection and quarantine fails and the circumstances are serious, the registration of the relevant enterprise may be revoked.
