Regarding the Inspection and Quarantine Requirements for Cashew Nuts from Gambia to China

According to the regulations of the Chinese Customs and the Gambia Food Safety and Quality Authority on the inspection, quarantine and sanitation requirements for the export of Gambian cashew nuts to China, Gambian cashew nuts that meet the following requirements are allowed to be imported from now on.

 

I. Inspection and quarantine basis

(I) "Food Safety Law of the People's Republic of China" and its implementing regulations;

(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;

(III) "Import and Export Commodity Inspection Law of the People's Republic of China" and its implementing regulations;

(IV) "Administrative Measures for Import and Export Food Safety of the People's Republic of China";

(V) "Protocol on Inspection, Quarantine and Sanitation Requirements for the Export of Gambian Cashew Nuts to China between the General Administration of Customs of the People's Republic of China and the Food Safety and Quality Authority of the Republic of Gambia".

 

II. Products allowed to be imported

Gambian cashew nuts allowed to be imported refer to cashew nuts (Anacardium occidentale L.) grown in the Gambia as raw materials, which are made in the Gambia through drying, selection and other processing techniques, and are shelled or shelled cashew nuts for human consumption.

 

III. Food safety requirements

Gambian cashews exported to China should comply with relevant Chinese laws and regulations on food safety and plant quarantine, national food safety standards and the provisions of the Protocol.

 

IV. Plant quarantine requirements

(i) Gambian cashews exported to China must not contain the following quarantine pests of concern to the Chinese Customs: Silvanolomus pullus Reitter, Trogoderma granarium Everts, Helopeltis bergrothi Reuter, Planococcus minor Maskell, Bactrocera invadens Drew, Phomopsis anacardii Early & Punith.

(ii) Gambian cashews exported to China must not contain live insects, eggs, soil, and must not be mixed with weed seeds, plant residues, metal foreign matter, gravel and other impurities.

 

V. Requirements for production enterprises

The Gambian Food Safety and Quality Administration should inspect the production, processing and storage units of cashews exported to China in accordance with the relevant requirements of the Chinese Customs for the registration of overseas production enterprises for imported food, and recommend enterprises that meet the requirements to the Chinese Customs for registration. After the enterprise obtains registration, its products can be exported to China.

 

VI. Raw material requirements

The raw materials of Gambian cashews exported to China should come from cashew nut planting and production enterprises that have been confirmed by the Gambia Food Safety and Quality Authority to meet the relevant plant quarantine and food safety requirements.

 

VII. Processing process requirements

The planting, production, processing, storage, transportation, and export of raw materials for Gambian cashews exported to China should comply with the relevant food safety and plant health requirements of China and Gambia, and should not be contaminated by pathogenic microorganisms or toxic and harmful substances.

 

VIII. Packaging and labeling requirements

Gambian cashews exported to China should be packaged with new, clean, sanitary, and breathable materials that meet the requirements of food safety and plant quarantine, and prevent leakage during transportation. Each package should be marked with "本产品输往中华人民共和国" or "Exported to the People's Republic of China" in Chinese or English, as well as the name of the cashew, place of origin, name of the production and processing enterprise, its registration number in China, name and address of the exporter, and other traceable information in Chinese or English. The above information can be affixed to the package in the form of a label.

 

IX. Transportation requirements

Before shipping Gambian cashews exported to China, the Gambia Food Safety and Quality Authority should inspect the means of transportation for cashews exported to China. The means of transport shall meet the sanitary requirements and shall not carry quarantine pests or other regulated quarantine items, such as weed seeds, live insects, plant residues, soil and other impurities.

 

X. Certificate requirements

Before export, the Gambia Food Safety and Quality Authority shall issue a plant quarantine certificate for cashew nuts exported to China that have been inspected and quarantined and meet the requirements of the Protocol. The additional declaration column of the phytosanitary certificate for cashew nuts exported to China should indicate the name of the cashew nut production and processing enterprise, its registration number in China, and "The cashew nuts certified by this phytosanitary certificate comply with the provisions of the Protocol on Inspection and Quarantine Requirements for Cashew Nuts Exported from the Republic of Gambia to China signed by China and Gambia in Changsha on June 12, 2025. This batch of goods does not contain: Silvanolomus pullus Reitter, Trogoderma granarium Everts, Helopeltis bergrothi Reuter, Planococcus minor Maskell, Bactrocera invadens Drew, Phomopsis anacardii Early & Punith and other quarantine pests of concern to the Chinese Customs." For goods with live insects, fumigation treatment should be carried out before export, and the fumigation treatment indicators should be indicated on the phytosanitary certificate.

 

XI Other requirements

Gambian cashew nuts exported to China should come from enterprises registered with the Chinese Customs. The list of registered Gambian cashew nut enterprises exporting to China can be found on the Chinese Customs website.
