Regarding the Inspection and Quarantine Requirements for Export of Almonds from Türkiye to China
According to the regulations of the Chinese Customs and the Turkish Ministry of Agriculture and Forestry concerning the inspection and quarantine requirements for the export of almonds to China, effective immediately, the import of Turkish almonds meeting the following requirements is permitted.
I. Inspection and Quarantine Basis
(1) The Food Safety Law of the People's Republic of China and its implementing regulations;
(2) The Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China and its implementing regulations;
(3) The Import and Export Commodity Inspection Law of the People's Republic of China and its implementing regulations;
(4) The Measures for the Administration of Food Safety of Imported and Exported Goods of the People's Republic of China;
(5) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Forestry of the Republic of Turkey on Inspection and Quarantine Requirements for the Export of Turkish Almonds to China.
II. Permitted Imported Products
Permitted imported almonds refer to nuts (whether shelled or unshelled) made from the mature fruits of almonds (Prunus dulcis) grown in Turkey, processed in Turkey through selection, drying, and other techniques, intended for human consumption.
III. Food Safety Requirements
Turkish almonds must comply with the provisions of Chinese food safety and plant quarantine laws and regulations, national food safety standards, and the Protocol.
IV. Phytosanitary Requirements
(1) Almonds exported to China must not carry the following quarantine pests of concern to Chinese Customs: *Trogoderma granarium*, *Ectomyelois ceratoniae*, and *Callosobruchus maculatus*.
(2) Almonds exported to China must be dehydrated using drying equipment such as ovens or desiccators. They must not contain live insects, insect eggs, soil, weed seeds, plant debris, metallic foreign objects, or sand and gravel. Moldy kernels and shell residues must be removed during processing.
V. Enterprise Requirements
The Turkish Ministry of Agriculture and Forestry shall inspect Turkish almond production, processing, and storage units exporting to China in accordance with the relevant requirements for the registration of overseas production enterprises of imported food by Chinese Customs, and recommend enterprises that meet the requirements of Chinese Customs to Chinese Customs. Chinese Customs will register qualified enterprises. Only after obtaining registration in China can the enterprise's products be exported to China. The list of registered Turkish almond exporters to China can be found on the official website of China Customs.
VI. Raw Material Requirements
Almond raw materials exported to China must come from planting enterprises that have been confirmed and registered by the Turkish Ministry of Agriculture and Forestry as meeting relevant phytosanitary and food safety requirements.
VII. Processing Requirements
The Turkish Ministry of Agriculture and Forestry shall guide and supervise the planting, production, processing, storage, transportation, and export of almond raw materials for export to China to ensure compliance with relevant food safety and phytosanitary requirements of both China and Turkey, and to prevent contamination by pathogenic microorganisms or toxic and harmful substances.
VIII. Packaging and Labeling Requirements
Almonds exported to China should be packaged using clean, hygienic, breathable, new materials that meet food safety and phytosanitary requirements, and leakage should be prevented during transportation. Each package should be labeled with "本产品输往中华人民共和国/This product is exported to the People's Republic of China" in Chinese or English, along with the product name, place of origin, production and processing enterprise and its registration number in China, exporter's name and address, and other traceable information. This information can be affixed to the packaging as a label.
IX. Transportation Requirements
Prior to shipment, the Turkish Ministry of Agriculture and Forestry shall inspect the means of transport for almond kernels destined for China. The means of transport shall meet sanitary requirements and shall not carry quarantine pests or other restricted quarantine materials, such as weed seeds, live insects, plant debris, soil, or other foreign impurities.
X. Certificate Requirements
Prior to export, the Turkish Ministry of Agriculture and Forestry shall issue a phytosanitary certificate for almond kernels destined for China that have passed inspection and quarantine and meet the requirements of the Protocol. The certificate's supplementary declaration section shall indicate the name of the almond kernel production and processing enterprise, its registration number in China, and "The almonds certified by this phytosanitary certificate comply with the provisions of the Protocol on Inspection and Quarantine Requirements for almonds Exported from Türkiye to China signed by China and Türkiye on October 15th, 2025. The goods are free from any quarantine pests of concern to the China Participant, such as Trogoderma granarium, Ectomyelois ceratoniae and Callosobruchus maculatus.".
XI. Entry Inspection and Quarantine and Handling of Non-Compliant Products
(1) Entry Inspection and Quarantine
After almond kernels arrive at the Chinese port of entry, Chinese Customs will conduct inspection and quarantine supervision. Those that pass inspection will be allowed entry.
(2) Handling of Non-Compliant Products If Chinese customs discovers any violations of Chinese food safety and phytosanitary laws and regulations, national food safety standards, or the provisions of the Protocol in imported almonds, Chinese customs will handle the matter in accordance with relevant Chinese laws and regulations.
