Regarding the Inspection and Quarantine Requirements for Rye Flour from Russia to China
According to the regulations of China Customs and the Russian Veterinary and Phytosanitary Supervision Bureau on the inspection and quarantine requirements for Russian rye flour exported to China, from now on, Russian rye flour that meets the following relevant requirements is allowed to be imported:
I. Inspection and quarantine basis
(I) "Food Safety Law of the People's Republic of China" and its implementing regulations;
(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;
(III) "Law of the People's Republic of China on Import and Export Commodity Inspection" and its implementing regulations;
(IV) "Administrative Measures for Import and Export Food Safety of the People's Republic of China";
(V) "Protocol on Inspection and Quarantine Requirements for Russian Rye Flour Exported to China between the General Administration of Customs of the People's Republic of China and the Russian Federal Veterinary and Phytosanitary Supervision Bureau".
II. Permitted import products
Russian rye flour exported to China refers to fine or coarse powder products obtained from rye (Secale cereale L.) grown in the Russian Federation and processed in Russia for consumption or food processing only.
III. Requirements for manufacturers
Russian rye flour manufacturers exported to China should ensure that their rye flour complies with China's food safety and plant quarantine laws and regulations as well as China's national food safety standards. The production, processing and storage enterprises of rye flour exported from Russia to China shall be inspected, recommended and guaranteed by the Russian Veterinary and Phytosanitary Supervision Bureau and registered with the Chinese Customs.
IV. Plant quarantine requirements
(I) Rye flour exported from Russia to China shall comply with China's plant quarantine laws and regulations.
(II) Rye flour exported from Russia to China shall not carry the following quarantine pests of concern to China: Tilletia controversa J.G. Kühn and Ptinus tectus Boieldieu. It shall not carry live insects and other impurities added intentionally or unintentionally.
V. Food safety requirements
(I) Rye flour exported from Russia to China shall comply with China's food safety laws and regulations and national food safety standards.
(II) The entire process of rye flour exported from Russia to China, from raw material planting, production, processing, storage, transportation to export, shall comply with the relevant safety and hygiene requirements of China and Russia to prevent contamination by pathogenic microorganisms or toxic and harmful substances.
VI. Raw material requirements
(I) The rye raw materials for rye flour exported from Russia to China should be produced in areas where Tilletia controversa J.G. Kühn and Ptinus tectus Boieldieu do not occur.
(II) Russia should implement an annual food safety risk monitoring plan for rye flour exported to China, monitor Tilletia controversa J.G. Kühn in rye-producing areas, monitor and trap Ptinus tectus Boieldieu in rye flour production, processing and storage units, and rye raw materials carrying Tilletia controversa J.G. Kühn and Ptinus tectus Boieldieu shall not be used to produce rye flour exported to China.
VII. Packaging requirements
Russian rye flour exported to China should be packaged with clean, breathable, new materials that comply with the food safety and plant quarantine requirements of Chinese laws and regulations, and should be ensured to prevent leakage during transportation. Each package should be marked with "本产品输往中华人民共和国"(Exported to the People’s Republic of China) and traceable information in Chinese or English, such as the name of the rye flour, origin, production and processing enterprise and its registration number in China, and the name and address of the exporter. The above information can be affixed to the package in the form of a label.
VIII. Quarantine requirements for means of transport
Before shipping Russian rye flour to China, the means of transport should be inspected. The means of transport should comply with the health and epidemic prevention requirements of both parties and should not be mixed with quarantine pests or other regulated quarantine objects of concern to China, such as weed seeds, live insects, other grains, plant residues, soil and other foreign impurities.
IX. Requirements for plant quarantine certificates
Each batch of rye flour exported to China that complies with China's food safety and plant quarantine laws and regulations, national food safety standards and the provisions of the protocol should be accompanied by a plant quarantine certificate that complies with the requirements of the International Plant Protection Convention and International Standards for Phytosanitary Measures No. 12. The additional declaration column of the certificate should indicate the name of the rye flour production and processing enterprise, the registration number in China and "该植物检疫证书所证明的黑麦粉符合中华人民共和国海关总署与俄罗斯联邦兽医和植物检疫监督局于2025年5月8日签署的关于俄罗斯黑麦粉输华检验检疫要求议定书的规定。黑麦粉不带有小麦矮腥黑穗病菌(Tilletia controversa J.G.Kühn)、澳洲蛛甲(Ptinus tectus Boieldieu)等中方关注的检疫性有害生物。"(The rye flour certified by this phytosanitary certificate complies with the provisions of the protocol on inspection and quarantine requirements for Russian rye flour exported to China signed by the General Administration of Customs of the People's Republic of China and the Federal Service for Veterinary and Phytosanitary Supervision of the Russian Federation on May 8, 2025. Rye flour does not contain quarantine pests of concern to China, such as Tilletia controversa J.G.Kühn and Ptinus tectus Boieldieu.).
X. Others
Russian rye flour exported to China should come from enterprises registered with the General Administration of Customs of the People's Republic of China. The list of registered Russian rye flour exporting enterprises to China can be found on the website of the General Administration of Customs.
