Regarding the Inspection and Quarantine Requirements for Pigeon Pea from Mozambique to China

According to the provisions of the Chinese Customs and the Ministry of Agriculture and Rural Development of Mozambique on the plant quarantine requirements for the export of pigeon peas to China, from now on, the import of Mozambican pigeon peas that meet the following relevant requirements is allowed:

 

I. Inspection and quarantine basis

(I) "Biosafety Law of the People's Republic of China";

(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;

(III) "Food Safety Law of the People's Republic of China" and its implementing regulations;

(IV) "Law of the People's Republic of China on Import and Export Commodity Inspection" and its implementing regulations;

(V) "Regulations on the Supervision and Administration of Entry and Exit Grain Inspection and Quarantine";

(VI) "Regulations on the Administration of Import and Export Food Safety of the People's Republic of China";

(VII) "Protocol on Plant Quarantine Requirements for the Export of Mozambican Pigeon Peas to China between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Republic of Mozambique".

 

II. Names of commodities allowed to enter the country

The pigeon pea (Cajanus Cajan) in this announcement refers to the seeds of non-seed pigeon peas grown and processed in Mozambique for consumption or food processing.

 

III. Permitted origin

The whole territory of Mozambique.

 

IV. Enterprise Registration

The Ministry of Agriculture and Rural Development of Mozambique shall review pigeon bean processing enterprises exported to China and recommend qualified processing enterprises to the Chinese Customs. After inspection or review by the Chinese Customs, the enterprises shall be registered and the list of relevant enterprises shall be published on the website.

 

V. Pests of Concern

Mozambique pigeon beans exported to China shall not carry the following quarantine pests:

1. Prostephanus truncatus

2. Trogoderma granarium

3. Bruchidius atrolineatus

4. Callosobruchus spp. (maculatus and non-Chinese)

5. Verticillium dahliae

6. Pseudomonas savastanoi pv. phaseolicola

7. Cowpea mild mottle virus

8. Sorghum halepense

 

VI. Pre-shipment requirements

(I) Production requirements.

The Ministry of Agriculture and Rural Development of Mozambique should guide pigeon pea producers to establish an integrated pest management system (IPM) and a food safety management system. Internationally recognized survey and monitoring methods should be adopted to conduct epidemic monitoring and pesticide use surveys for quarantine pests of concern to Chinese customs during the growth and storage period of pigeon peas.

(II) Packaging and transportation requirements.

Pigeon peas exported to China are transported in packages and packaged with new materials that meet the requirements of Chinese customs. Each package should be marked in English with the words "This product is exported to the People's Republic of China" and the product name, origin, processing enterprise and its registration number, name and address of the exporter, etc.

(III) Product requirements.

Pigeon peas exported to China should comply with the requirements of Chinese plant quarantine laws and regulations and national food safety standards. They must not contain quarantine pests of concern to Chinese customs, soil, live insects, insect eggs, and impurities such as weed seeds, plant residues and gravel.

(IV) Pre-export inspection and quarantine and certificate requirements.

Before export, the Ministry of Agriculture and Rural Development of Mozambique shall conduct inspection and quarantine on pigeon pea. For goods that meet the requirements, the Ministry of Agriculture and Rural Development of Mozambique shall issue a phytosanitary certificate in accordance with the International Standard for Phytosanitary Measures (ISPM) No. 12, "Guidelines for Phytosanitary Certificates", and indicate in English in the additional statement "This consignment meets requirements of the Protocol of Inspection and Quarantine Requirements for pigeon pea exported from Mozambique to China, and is free of any quarantine pest concerned by China.", and indicate the processing enterprise of the batch of goods and its registration number and other information.

If live insects are found in pigeon peas exported to China, effective quarantine treatment shall be carried out before export, and the method, time, temperature, and agent of quarantine treatment shall be indicated in the phytosanitary certificate.

 

VII. Entry Inspection and Quarantine

When pigeon peas exported to China arrive at the Chinese entry port, the Chinese Customs shall implement inspection and quarantine in accordance with the following requirements.

(I) Certificate verification.

1. Verify whether the "Entry Animal and Plant Quarantine Permit" has been obtained.

2. Verify whether it comes from a registered enterprise.

3. Verify whether the attached plant quarantine certificate is authentic and valid.

(II) Cargo inspection.

1. According to relevant laws, administrative regulations, rules and other provisions, combined with the requirements of this announcement, inspection and quarantine shall be carried out on the imported pigeon peas. If it passes the inspection and quarantine, it shall be allowed to enter the country.

2. Pigeon peas shall be inspected and quarantined at the supervision site designated by the Chinese Customs.

(III) Disqualified treatment.

1. If there is no valid plant quarantine certificate, it shall be returned or destroyed.

2. If live quarantine pests or other live pests are found, if there is an effective treatment method, pest control shall be carried out; if there is no effective treatment method, it shall be returned or destroyed.

3. If it is found that it does not meet the food safety requirements of China, it shall be handled in accordance with relevant laws and regulations.

4. If it is found to contain impurities such as soil, plant residues and gravel, it shall be harmlessly treated, returned or destroyed in accordance with relevant laws and regulations.

If the above violations are found, China Customs will notify the Ministry of Agriculture and Rural Development of Mozambique and take measures to suspend the export of relevant enterprises according to the severity of the violations, until the export of Mozambican pigeon beans to China is suspended.
