Regarding the Inspection and Quarantine Requirements for Silkworm Cocoon from Laos to China
I. Inspection and quarantine basis
(I) "China Biosafety Law";
(II) "China Entry and Exit Animal and Plant Quarantine Law" and its implementing regulations;
(III) "Inspection and Quarantine Supervision and Management Measures for Entry and Exit Non-food Animal Products";
(IV) "Protocol on Quarantine and Sanitation Requirements for the Export of Hot-Processed Silkworm Cocoons from Laos to China between the Chinese Customs and the Ministry of Agriculture and Forestry of Laos".
II. Scope of imported products
The silkworm cocoons in this announcement refer to hot-processed silkworm cocoons produced in Laos and subjected to dry heat treatment at 100℃ for no less than 2 hours.
III. Requirements for production enterprises
(I) The production, processing and storage enterprises of hot-processed silkworm cocoons exported to China shall be approved by the Ministry of Agriculture and Forestry of Laos and produced under the effective supervision of the Ministry of Agriculture and Forestry of Laos.
(II) Recommended by the Ministry of Agriculture and Forestry of Laos to the Chinese Customs, approved and registered after review.
IV. Requirements for imported products
(I) Hygiene requirements at the origin of the product.
The source farm should not have suffered from nematicidal disease, silkworm polyhedrosis and white muscardine disease within 6 months before supplying silkworms to processing enterprises.
(II) Requirements for animal sources of the product.
The silkworms used in cocoon processing are healthy animals.
(III) Production and processing requirements.
1. The hot-processed cocoons exported to China should be dry-heat treated at 100℃ for no less than 2 hours.
2. Measures should be taken to prevent contamination during the hot-processing of cocoons.
V. Packaging and labeling requirements
(I) The hot-processed cocoons exported to China should be packaged with brand new materials.
(II) The outer packaging should be sealed and marked under the supervision of the Ministry of Agriculture and Forestry of Laos.
VI. Storage and transportation requirements
(I) Hot-processed cocoons should be stored in independent warehouses to avoid contamination.
(II) The means of transportation should be cleaned and kept in good sanitary condition.
VII. Pre-export inspection and certificate requirements
The Ministry of Agriculture and Forestry of Laos shall conduct inspection and quarantine on heat-processed silk cocoons in accordance with the laws, regulations and relevant protocols of Laos, and issue health certificates to prove that they meet the requirements of the relevant protocols.
VIII. Entry inspection and quarantine requirements
When heat-processed silk cocoons arrive at the Chinese entry port, the Chinese Customs shall conduct quarantine in accordance with the following requirements.
(I) Certificate verification.
1. Verify whether they come from registered enterprises.
2. Verify whether the health certificate is authentic and valid.
(II) Goods inspection.
In accordance with relevant laws, administrative regulations, rules and other provisions, and in combination with the requirements of this announcement, the Chinese Customs shall conduct inspection and quarantine on heat-processed silk cocoons exported from Laos to China. Those who pass the inspection and quarantine shall be allowed to enter the country.
(III) Handling of unqualified situations.
1. If there is no valid health certificate, they shall be returned or destroyed.
2. If the goods and certificates do not match, they shall be returned or destroyed.
3. If soil, animal carcasses, animal excrement, quarantine pests or other prohibited items are found to be carried or contaminated, and effective quarantine treatment cannot be carried out, they shall be returned or destroyed.
4. If loose packages or broken containers are found, the owner or agent shall be responsible for sorting them out. If the packaging is damaged and there is a risk of spreading animal and plant diseases, the contaminated sites, items and utensils shall be disinfected.
5. If the inspection and quarantine are unqualified, the registration of the relevant enterprise may be revoked if the circumstances are serious.
