Regarding the Inspection and Quarantine Requirements for the pig-derived protein feed from France to China
1. Inspection and quarantine basis
(1) The Biosafety Law of the People's Republic of China;
(2) Law of the People's Republic of China on Quarantine of Animals and Plants at Entry and Exit and its Implementing Regulations;
(3) ‘Import and Export Feed and Feed Additives Inspection and Quarantine Supervision and Administration Measures’;
(4) ‘Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Food Sovereignty of the French Republic on the Quarantine and Health Requirements for the Importation into China of Protein Feed of French Pig Origin’.
2. Scope of Permitted Import Commodities
Pig-derived protein feed in this announcement includes meat meal, bone meal, meat and bone meal, blood meal, plasma protein powder, blood products such as spray-dried plasma powder and haemoglobin powder.
3. The requirements of production enterprises
The production and processing enterprises of pig-derived protein feed for export to China shall meet the following requirements:
(1) Approved by the Ministry of Agriculture and Food Sovereignty of the French Republic (hereinafter referred to as France) and produced under the effective supervision of France, and the products comply with the requirements of French laws and regulations and are allowed to be sold freely within France.
(2) Recommended by France to the General Administration of Customs of the People's Republic of China (hereinafter referred to as China), qualified and registered by China, registration is valid for five years, access to registered producers to change the situation in France should be timely notification and confirmation to China.
(3) the implementation of HACCP quality management system or the establishment of quality management system in accordance with the principles of HACCP, the development and effective implementation of product traceability and recall system.
4. Raw material requirements
Animal source raw materials used in the production of pig-derived protein feed for export to China shall meet the following requirements:
(1) The raw material source animals are born and raised in the EU region, slaughtered in the officially approved slaughterhouse, tested before and after slaughter, and free from any symptoms of infectious diseases that are not suitable for feed ingredients.
(2) The animals from which the ingredients are derived have not been subjected to movement restrictions or culled due to an animal disease.
(3) If imported, the raw materials shall come from countries that have been approved by China to allow the export of such raw materials to China.
(4) Ruminant raw materials shall not be used and effective measures shall be taken to prevent contamination of ruminant-derived ingredients.
(5) Ingredients for the production of pig-derived protein feeds shall be obtained from animals reared on farms free of foot-and-mouth disease, classical swine fever and swine vesicular disease.
(6) If the raw materials are sourced from pigs raised in France, they shall comply with the regionalised African swine fever management cooperation agreement signed by China and France; if they are sourced from outside France, they shall be sourced from African swine fever non-infected countries (regions).
5. Production and Processing Requirements
The production and processing of pig-derived protein feed for export to China shall meet the following requirements:
(1) Heat-treated at a centre temperature of not less than 90℃ for at least 15 minutes, or heat-treated by other equivalent processing methods approved by China in compliance with EU regulations; or animal origin raw materials heat-treated at not less than 90℃ or other equivalent heat-treated in compliance with EU regulations and approved by China.
(2) There is no addition of unknown types of animal origin raw materials and ruminant origin raw materials and other prohibited substances during production and processing.
(3) Effective measures are taken during and after production to avoid contamination.
6. Tackaging, labelling and storage and transport requirements
(1) France should use safe, clean, well-sealed, moisture-proof and unbreakable packaging materials for protein feed of pig origin exported to China.
(2) The outer package of French pig-derived protein feeds exported to China should be labelled, and the labels should conform to the relevant requirements of China, and marked with words such as ‘not for human consumption’ or ‘only for feed production’.
(3) Effective measures shall be taken during transport to avoid contamination.
7. Product Requirements
Before exporting pig-derived protein feed to China, random samples shall be taken by France in accordance with the approved monitoring plan to ensure that the exported goods meet the following requirements:
(1) Negative results (without ruminant-derived ingredients) for ruminant-derived ingredients tested by PCR method or other methods recognised by China in an accredited laboratory in France.The minimum detection limit for DNA detection of ruminant-derived ingredients by PCR method is 0.1%.
(2) Compliance with Salmonella and Enterobacteriaceae:
Salmonella: not detected in 25 g sample: n=5, c=0, m=0, M=0;
Enterobacteriaceae: in 1 g sample: n=5, c=2, m=10, M=3x102;
n-number of samples tested;
m-Threshold value for bacterial count; if the bacterial count does not exceed m in all samples, the result is satisfactory;
M-Maximum value of bacterial count; if the bacterial count in 1 or more samples is equal to or greater than M, the result is a fail;
c-Number of samples with bacterial counts between m and M. If the bacterial counts of other samples are less than or equal to m, the result is still considered acceptable.
(3) France implements safety and hygiene monitoring on pig-derived protein feed exported to China to ensure that the products comply with the requirements of Chinese safety and hygiene standards and relevant regulations, and do not contain toxic and hazardous substances hazardous to the health of human beings and animals.
8. Pre-export Inspection and Certificate Requirements
France is responsible for the quarantine supervision of pig-derived protein feed exported to China and issues veterinary health certificates for pig-derived protein feed exported to China that have passed quarantine, proving that the products meet the requirements of the relevant protocols of both sides. Each batch of goods shall be accompanied by the original health certificate.
9. Entry Quarantine Approval
Import enterprises shall apply for the Entry Animal and Plant Quarantine Licence in accordance with relevant regulations.
10. Entry inspection and quarantine
When the pig-derived protein feed for export to China arrives at the port of entry into China, the Chinese Customs shall implement quarantine in accordance with the following requirements.
10.1 Verification of certificates and documents.
10.1.1 Verify whether it is accompanied by ‘Entry Animal and Plant Quarantine Licence’.
10.1.2 Verify whether from the registered enterprises.
10.1.3 Verify whether the health certificate is true and effective.
10.2 cargo inspection.
China Customs in accordance with relevant laws, administrative regulations, rules and other provisions, combined with the requirements of this announcement, the French pig-derived protein feed imported into China to implement inspection and quarantine. If it passes inspection and quarantine, it will be allowed to enter the country.
10.3 Handling of unqualified cases.
10.3.1 No valid health certificate for return or destruction.
10.3.2 From non-registered French production enterprises, for the return or destruction.
10.3.3 The goods do not match the certificate, be returned or destroyed.
10.3.4 found soil, animal carcasses, animal excreta, quarantine pests, can not be effective quarantine treatment, for the return or destruction.
10.3.5 Labels do not meet the standard and can not be corrected, to be returned or destroyed.
10.3.6 If the safety and hygiene items are found to be not in conformity with the hygienic standard of Chinese feeds after testing, it shall be decontaminated, returned or destroyed.
10.3.7 If it is found that the loose packages or containers are broken, the cargo owner or agent shall be responsible for finishing them. If the package is broken and there is a risk of spreading animal and plant diseases, the contaminated site, articles and instruments shall be quarantined and treated.
