Regarding the Inspection and Quarantine Requirements for cashews from Guinea-Bissau to China

According to the regulations of GACC and the Ministry of Agriculture and Rural Development of the Republic of Guinea-Bissau on the inspection and quarantine requirements for cashew nuts exported to China, from now on, Guinea-Bissau cashew nuts that meet the following requirements are allowed to be imported:

 

I. Inspection and quarantine basis

(1) "Food Safety Law of the People's Republic of China" and its implementing regulations, "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations, "Import and Export Commodity Inspection Law of the People's Republic of China" and its implementing regulations.

(2) "Measures for the Administration of Import and Export Food Safety of the People's Republic of China".

(3) "Protocol on Inspection and Quarantine Requirements for Cashew Nuts Exported from Guinea-Bissau between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Republic of Guinea-Bissau".

 

II. Products allowed to be imported

Guinea-Bissau cashew nuts allowed to be imported refer to cashew nuts (Anacardium occidentale Linn.) grown in Guinea-Bissau as raw materials, which are made in Guinea-Bissau through selection, drying and other processing techniques for human consumption, in shell or shelled nuts.

 

III. Food safety requirements

Cashew nuts exported from Guinea-Bissau to China should comply with China's food safety laws and regulations and national food safety standards.

 

IV. Plant quarantine requirements

(1) Cashew nuts exported from Guinea-Bissau to China shall not contain the following quarantine pests of concern to GACC: Silvanolomus pullus Reitter, Trogoderma granarium Everts, Selenaspidus articulatus Morgan, Planococcoides njalensis Laing, Phenacoccus solenopsis Tinsley, Euplatypus parallelus Fabricius, Phomopsis anacardii Early&Punith, Lasiodiplodia theobromae.

(2) Cashew nuts exported from Guinea-Bissau to China shall not be mixed with quarantine pests or other regulated quarantine items, such as weed seeds, live insects, plant residues, soil, and other foreign impurities such as metal foreign bodies.

(3) Cashew nuts from Guinea-Bissau should be fumigated against pests of concern to GACC before export to ensure that there are no live insects in the cashew nuts, especially storage pests.

 

V. Requirements for manufacturers

Guinea-Bissau cashew manufacturers should ensure that their cashews exported to China comply with China's food safety and plant quarantine laws and regulations and China's national food safety standards. The production, processing and storage units of cashews exported to China are recommended by the Ministry of Agriculture and Rural Development of Guinea-Bissau and registered by GACC.

 

VI. Processing process requirements

The entire process of raw material planting, production, processing, storage, transportation and export of cashews exported from Guinea-Bissau to China should comply with the relevant food safety and plant health requirements of China and Guinea-Bissau to prevent contamination by pathogenic microorganisms or toxic and harmful substances.

 

VII. Packaging and labeling requirements

Guinea-Bissau cashews exported to China should be packaged with clean, hygienic new materials that meet China's relevant plant quarantine requirements, and prevent leakage during transportation. Each package should be marked with "本产品输往中华人民共和国", as well as traceable information in Chinese or English such as product name, place of origin, name of the production and processing enterprise and its registration number in China, name and address of the exporter. The above information can be affixed to the package in the form of a label.

 

VIII. Transportation requirements

Before shipping cashew nuts from Guinea-Bissau to China, the means of transport shall be inspected by the Ministry of Agriculture and Rural Development of Guinea-Bissau. The means of transport shall comply with the requirements of sanitary and epidemic prevention, and shall not be mixed with toxic and harmful items for transportation, and shall not be mixed with quarantine pests or other restricted quarantine items, such as weed seeds, live insects, plant residues, soil and other foreign impurities.

 

IX. Certificate requirements

After official inspection and quarantine, the Ministry of Agriculture and Rural Development of Guinea-Bissau shall issue a phytosanitary certificate for cashew nuts approved for export to China. The additional declaration column of the phytosanitary certificate shall indicate the name of the cashew production and processing enterprise, its registration number in China, and "The cashew nuts certified by this phytosanitary certificate comply with the provisions of the protocol on inspection and quarantine requirements for cashew nuts exported from Guinea-Bissau to China signed by China and Guinea-Bissau in Beijing on July 10, 2024, and do not carry quarantine pests of concern to GACC." Information such as the name of the fumigant, dosage, treatment temperature and duration shall be indicated in the phytosanitary certificate.

 

X. Other requirements

Cashew nuts exported from Guinea-Bissau to China should come from companies registered with GACC. The list of registered Guinea-Bissau cashew nut companies exporting to China can be found on the GACC website.
