Regarding the Inspection and Quarantine Requirements for grapes from Peru to China

According to the regulations of the Chinese Customs and the Ministry of Agricultural Development and Irrigation of the Republic of Peru on the plant quarantine requirements for the export of fresh grapes from Peru to China, from now on, the import of fresh grapes from Peru that meet the following relevant requirements is allowed.

 

1. Inspection and quarantine basis

(I) "Biosafety Law of the People's Republic of China";

(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;

(III) "Food Safety Law of the People's Republic of China" and its implementing regulations;

(IV) "Regulations on Supervision and Administration of Inspection and Quarantine of Imported Fruits";

(V) "Protocol on Plant Quarantine Requirements for the Export of Fresh Grapes from Peru to China between the General Administration of Customs of the People's Republic of China and the Ministry of Agricultural Development and Irrigation of the Republic of Peru".

 

2. Names of commodities allowed for entry

Fresh grapes, scientific name Vitis vinifera, English name Grape.

 

3. Permitted origin

Peruvian grape producing areas.

 

4. Approved orchards, packaging plants, cold storage and cold treatment facilities

Orchards, packaging plants, cold storage and cold treatment facilities exported to China must be reviewed and approved by the Ministry of Agricultural Development and Irrigation of the Republic of Peru, and approved for registration by the Chinese Customs. Registration information includes name, address and registration number. Before the export season each year, the Ministry of Agricultural Development and Irrigation of Peru shall provide a list of enterprises to the Chinese Customs, which shall be published on the website of the Chinese Customs after approval and registration.

 

5. List of quarantine pests of concern to the Chinese Customs

(1) Ceratitis capitata

(2) Anastrepha fraterculus

(3) Anastrepha oblique

(4) Eriophyes vitis

(5) Frankliniella occidentalis

(6) Monilinia fructicola

 

6. Pre-export management

(I) Orchard management.

1. Grape orchards exported to China shall adopt effective monitoring, prevention and integrated pest control measures under the supervision of the Ministry of Agricultural Development and Irrigation of Peru to avoid and control the occurrence of quarantine pests of concern to the Chinese Customs and maintain the sanitary conditions of the orchards. At the request of China Customs, the Ministry of Agricultural Development and Irrigation of Peru will provide China Customs with the relevant procedures and results of pest monitoring, prevention and integrated management measures.

2. Growers should take effective pest monitoring and integrated control measures under the supervision of the Ministry of Agricultural Development and Irrigation of Peru to avoid and minimize the occurrence of quarantine pests of concern to China Customs. Plant quarantine measures for orchards exported to China must be implemented under the guidance of technicians with plant quarantine knowledge such as pest control and monitoring.

3. For grape gall mites and alfalfa thrips, visual inspection and monitoring should be carried out every week from flowering to harvest to check whether they occur on fruits, stems, branches and leaves. In addition to visual inspection, a variety of physical or chemical methods should be used to monitor pests on branches and stems, and effective prevention and control should be carried out once they are found.

4. For Mediterranean fruit flies, South American anastre and West Indian anastre, orchards exported to China should conduct pest monitoring every 15 days throughout the growing season, focusing on checking whether there are insect holes on the surface of the fruit. If there are insect holes, the fruit should be dissected in time to check for eggs, larvae and damage. In addition, it is necessary to use light traps, sex pheromone traps and other methods to monitor pests in orchards. Once the Mediterranean fruit fly, South American fruit fly and West Indian fruit fly are found, appropriate physical, chemical or biological control measures should be taken immediately to eradicate them.

5. For the American and Australian stone fruit brown rot fungus, orchards exported to China should regularly carry out monitoring and control during the growing season, and implement appropriate farm farming and cultivation techniques to prevent the occurrence of the fungus. Prevention and control measures should also be taken before harvest, or fungicides should be sprayed for prevention and control.

6. Pest monitoring and control should be carried out under the guidance of professional technicians. Technicians should receive training from the Ministry of Agricultural Development and Irrigation of Peru or its authorized agencies.

7. All registered orchards should keep records of pest monitoring and control and provide them to the Chinese Customs when necessary. The control records should include information such as the name, active ingredients, dosage and time of the chemical agents used during the growing season.

(II) Packaging plant management.

1. The processing, packaging, storage and shipment of grapes must be carried out under the quarantine supervision of the Ministry of Agricultural Development and Irrigation of Peru.

2. Before packaging, grapes must be selected, sorted and handled to ensure that they are free of insects, mites, rotten fruits, branches, leaves, roots and soil.

3. Packaged grapes should be stored separately to avoid reinfection by pests.

4. The Ministry of Agricultural Development and Irrigation of Peru should carry out quarantine fruit fly monitoring and investigation work on Mediterranean fruit flies, South American fruit flies and West Indian fruit flies, which are of concern to the Chinese Customs, at the grape production season in the packaging factories exported to China.

(III) Packaging requirements.

1. The name of the fruit, the exporting country, the place of origin (province), the name of the orchard and the packaging factory or the corresponding registration number should be marked in English on the grape packaging box, and "Exported to the People's Republic of China" should be marked in English.

2. Grape packaging materials should be clean and hygienic, unused, and meet the relevant plant quarantine requirements of China. If wooden packaging is used, it must comply with the requirements of International Standard for Phytosanitary Measures No. 15 (ISPM 15).

3. Before packing, the container should be inspected to ensure that it has good sanitary conditions, and relevant records should be kept for inspection by the Ministry of Agricultural Development and Irrigation of Peru.

(IV) Inspection and quarantine before export.

1. Grapes exported to China must be cold treated for quarantine fruit flies of concern to Chinese customs. The cold treatment operation should be carried out under the supervision of officials of the Ministry of Agricultural Development and Irrigation of Peru in accordance with the pre-export cold treatment operation procedures or the cold treatment operation procedures during transportation. The cold treatment indicator is that the core temperature of the flesh is 1.5°C or below for at least 19 consecutive days.

2. The Ministry of Agricultural Development and Irrigation of Peru should inspect and quarantine each batch of grapes exported to China at a rate of 1%.

3. If live quarantine pests of concern to Chinese customs are found, the entire batch of goods shall not be exported to China. Officials of the Ministry of Agricultural Development and Irrigation of Peru should find out the reasons and take improvement measures. At the same time, keep the records of seizures and provide them to Chinese customs upon request.

(V) Requirements for plant quarantine certificates.

1. If the quarantine is qualified, officials of the Ministry of Agricultural Development and Irrigation of Peru shall issue a plant quarantine certificate and indicate in the additional statement: "The consignment is in compliance with requirements described in the Protocol of Phytosanitary Requirements for Export of Fresh Grapes from Peru to China, and is free from the quarantine pests of concern to China."

2. For cold treatment before export, the temperature, duration and name or number of the treatment facility shall be indicated on the plant quarantine certificate. For cold treatment during transportation, the temperature, treatment time, container number and seal number of the cold treatment shall be indicated on the plant quarantine certificate.

3. The Ministry of Agricultural Development and Irrigation of Peru shall provide a sample of the plant quarantine certificate to the Chinese Customs before the trade is carried out so that the Chinese Customs can record and verify it.

 

7. Entry Inspection and Quarantine and Disqualified Treatment

When grapes arrive at the Chinese entry port, the Chinese Customs shall implement inspection and quarantine in accordance with the following requirements:

(I) Verification of relevant certificates and labels.

1. Verify whether the imported grapes have obtained the "Entry Animal and Plant Quarantine Permit".

2. Check whether the plant quarantine certificate complies with the provisions of Article 6, Item (V) of this Announcement.

3. Check whether the markings on the packaging boxes and pallets comply with the provisions of Article 6, Item (C) of this Announcement.

(II) Entry inspection and quarantine.

1. Peruvian grapes should enter the country from ports where Chinese customs allows the import of fruits.

2. For goods that are cold-treated before export, a cold-treatment result report signed and confirmed by the Ministry of Agricultural Development and Irrigation of Peru and a fruit temperature probe calibration record form must be provided; for goods that are cold-treated during transportation, a cold-treatment report, fruit temperature probe calibration record, etc. must be provided.

3. According to relevant laws, administrative regulations, rules, etc., imported grapes shall be inspected and quarantined. If they pass the inspection and quarantine, they shall be allowed to enter the country.

(III) Disqualified treatment.

1. If the cold treatment is deemed invalid, the batch of goods shall be treated by cold treatment at the port (if it is confirmed to be a refrigerated container, it can still be carried out in this container), return or destruction.

2. If it is found that the grapes come from unapproved orchards or packaging plants, the batch of grapes will not be allowed to enter the country.

3. If live pests of concern to China Customs are found, the batch of goods will be returned, destroyed or quarantined.

4. If live insects of Mediterranean fruit flies, South American anastre or West Indian anastre are found, China Customs will notify the Ministry of Agricultural Development and Irrigation of Peru to suspend the export of Peruvian grapes to China; if grape gall mites, alfalfa thrips or American-Australian stone fruit brown rot fungi are found, China Customs will notify the Ministry of Agricultural Development and Irrigation of Peru to suspend the export of grapes from the relevant orchards or packaging plants to China. The Ministry of Agricultural Development and Irrigation of Peru should conduct an investigation, find out the reasons and implement corresponding improvement measures. China Customs will decide whether to cancel the suspension measures taken based on the evaluation results of the improvement measures taken by the Ministry of Agricultural Development and Irrigation of Peru.

5. If other quarantine pests of concern to China Customs or pests that have not been reported in Peru are found, the batch of goods will be returned, destroyed or quarantined. The Ministry of Agricultural Development and Irrigation of Peru will conduct an investigation to find out the reasons and implement corresponding improvement measures.

Pre-export cold treatment operation procedures

 

1. Cold treatment facilities or self-refrigerated containers

(I) Pre-shipment cold treatment can only be carried out in cold treatment facilities or self-refrigerated containers approved by the Ministry of Agricultural Development and Irrigation of Peru and China Customs.

(II) Officials of the Ministry of Agricultural Development and Irrigation of Peru are responsible for ensuring that the cold treatment facilities or self-refrigerated containers used by exporters meet appropriate standards and have refrigeration equipment that can enable the fruit to reach and maintain the required temperature.

(III) Officials of the Ministry of Agricultural Development and Irrigation of Peru must retain registration documents approved for pre-shipment treatment facilities for grapes exported to China, which should include the following:

1. The location and construction plan of all facilities, including detailed contact information of the owner/operator;

2. The size and capacity of the facilities;

3. The type of insulation of walls, ceilings and floors;

4. The brand, style, type and capacity of the refrigeration compressor and evaporator/air circulation system;

5. The temperature range of the equipment, the specifications and details of the defrost cycle control and any integrated temperature recording equipment.

(IV) Before the start of each grape export season, the Ministry of Agricultural Development and Irrigation of Peru shall submit to the Chinese Customs a list of currently registered cold treatment facilities and its own refrigerated containers (only applicable to air cargo).

 

2. Recorder Type

Officials of the Ministry of Agricultural Development and Irrigation of Peru shall ensure that the temperature probes and temperature recorders meet the following conditions:

(I) The probe temperature should be between -3.0°C and +3.0°C, with an accuracy of ±0.15°C;

(II) It can accommodate the required number of probes;

(III) It can record and store the data of the processing process until the data information is checked by officials of the Ministry of Agricultural Development and Irrigation of Peru;

(IV) It can record all probes at least once an hour and achieve the accuracy required for the probes;

(V) It can print out the results that identify each probe, time and temperature and indicate the identification number of the recorder and container.

 

3. Temperature calibration

Calibration must be performed in a mixture of crushed ice and distilled water using a standard thermometer approved by officials of the Ministry of Agricultural Development and Irrigation of Peru:

(i) Any probe that reads outside 0°C ± 0.3°C must be replaced;

(ii) At the completion of the process, officials of the Ministry of Agricultural Development and Irrigation of Peru will verify the calibration value of the fruit temperature probe using the method mentioned above.

 

4. Insertion of temperature probes

(i) Grapes on pallets must be pre-cooled and loaded into the cold treatment room under the supervision of the Ministry of Agricultural Development and Irrigation of Peru or its authorized personnel. Pre-cooling can also be done by the exporter himself.

(ii) At least 2 probes (one at the air outlet and the other at the return air outlet) are used to measure the room temperature. At least the following 4 probes must be inserted to measure the temperature of the fresh fruit:

1. One located in the center of the cargo in the middle of the cold treatment room;

2. One located in the corner of the top layer of cargo in the middle of the cold treatment room;

3. One located in the middle of the cargo near the return air outlet;

4. One located in the corner of the top layer of cargo near the return air outlet.

(iii) The insertion of the probe and the connection to the recorder must be completed under the supervision and guidance of officials from the Ministry of Agricultural Development and Irrigation of Peru.

(iv) The recording can be started at any time, but the processing time can only be counted when all the fruit temperature probes reach the specified temperature.

(v) When only the minimum number of probes is used, if any probe fails for more than 4 consecutive hours, the treatment is invalid and must be restarted.

 

5. Step-by-step review of treatment results

(i) If the treatment record shows that the treatment parameters have met the requirements, officials from the Ministry of Agricultural Development and Irrigation of Peru can authorize the end of the treatment. If the probe has also passed the calibration in accordance with the provisions of Article 3, the treatment can be deemed to have been successfully completed.

(ii) The probe should be calibrated before the fruit is removed from the treatment room.

 

6. Confirmation of treatment results

(i) After completing the specified treatment time, the probe must be recalibrated according to the procedures specified in Article 3, and the calibration records must be retained and provided to China Customs for review when necessary.

(ii) If the probe calibration reading after the treatment is completed is higher than the calibration reading set at the beginning, the recorded reading of the probe (multiple probes) should be adjusted accordingly. If the adjustment results show that the specified treatment plan requirements are not met, the treatment will be judged as invalid. The officials of the Ministry of Agricultural Development and Irrigation of Peru and the exporter will determine whether to re-treat the batch of fruits.

(III) The printout of the temperature record must be accompanied by appropriate statistical data indicating that the required cold treatment has been completed.

(IV) Officials of the Ministry of Agricultural Development and Irrigation of Peru must confirm the relevant records and statistical values ​​before a treatment is successful, and provide records and statistical values ​​for review upon request from the Chinese Customs.

(V) If the treatment fails to meet the required cold treatment requirements, the recorder can be reconnected and the treatment can be continued if one of the following conditions is met:

1. Officials of the Ministry of Agricultural Development and Irrigation of Peru confirm that the conditions required by Article 6, paragraph (iii) are still met;

2. The time interval between the stop time and the restart time is within 24 hours.

In the above two cases, data collection can continue from the time the recorder is reconnected.

 

7. Loading into the container

(I) Before loading, the container must be inspected by officials of the Ministry of Agricultural Development and Irrigation of Peru to ensure that it is free of pests and covered at the entrance to prevent pests from entering.

(ii) Grapes need to be packed in an insect-proof building, or the entrance to the cold storage room and the box body must be surrounded by insect-proof materials.

 

8. Air cargo

Air cargo must be covered and wrapped with insect-proof nets.

 

9. Container sealing

(i) Officials of the Ministry of Agricultural Development and Irrigation of Peru will seal the container loaded with goods or the pallet wrapped with insect-proof nets with coded seals. The seal number must be indicated on the plant quarantine certificate.

(ii) The seal can only be opened by customs officers at the port of entry in China.

 

10. Storage of fruits not immediately packed

The treated fruits may be stored if not immediately packed, but they must be kept in a safe condition by officials of the Ministry of Agricultural Development and Irrigation of Peru:

(i) If the fruits are stored in a processing room, the door of the processing room must be closed;

(ii) If the fruits are transferred to another storage room, they must be transferred in a reliable manner approved by the Ministry of Agricultural Development and Irrigation of Peru, and no other fruits may be placed in the other storage room;

(iii) The subsequent packing process must be carried out under the supervision of officials of the Ministry of Agricultural Development and Irrigation of Peru in accordance with the provisions of Article 7.

 

11. Plant quarantine certificate

(i) The temperature, duration and name or registration number of the cold treatment before export must be written in the treatment column of the plant quarantine certificate.

(ii) When grapes enter the country, the plant quarantine certificate and the cold treatment result report (including temperature records and temperature statistics signed and confirmed by officials of the Ministry of Agricultural Development and Irrigation of Peru and fruit temperature probe calibration records) must be provided to the Chinese Customs.

 

 

Cold treatment operation procedures during transportation

 

I. Container type

The container must be a self-refrigerated (integrated) transport container with refrigeration equipment capable of reaching and maintaining the required temperature.

 

II. Recorder type

Officials of the Ministry of Agricultural Development and Irrigation of Peru should ensure that an appropriate combination of temperature probes and temperature recorders are used:

(i) The probe temperature should be between -3.0°C and +3.0°C, accurate to ±0.15°C;

(ii) There are a sufficient number of probes;

(iii) It is capable of recording and storing data on the treatment process;

(iv) The temperature of all probes should be recorded at least once an hour, and the record should meet the accuracy required by the probe;

(v) ​​The printed temperature record should correspond to the time and temperature recorded by each probe, and indicate the recorder and container number.

 

III. Temperature calibration

(i) Calibration must be performed in a mixture of crushed ice and distilled water using a standard thermometer approved by officials of the Ministry of Agricultural Development and Irrigation of Peru.

(ii) Any probe reading exceeding 0°C±0.3°C must be replaced.

(III) A "Fruit Temperature Probe Calibration Record" signed and confirmed by officials of the Ministry of Agricultural Development and Irrigation of Peru must be issued for each container, and the original copy must be attached to the plant quarantine certificate accompanying the goods.

(IV) When the fruit arrives at the Chinese entry port, the Chinese Customs will conduct a calibration inspection on the fruit temperature probe.

 

IV. Inserting the temperature probe

(I) The packaged fruit should be loaded into the transport container under the supervision of officials of the Ministry of Agricultural Development and Irrigation of Peru, and the packaging boxes should be stacked loosely to ensure sufficient airflow gaps.

(ii) Each container should be equipped with at least 3 fruit temperature probes and 2 box space temperature probes, with the specific locations as follows:

1. Fruit temperature probe No. 1 is installed in the center of the top layer of the first row of goods in the container;

2. Fruit temperature probe No. 2 is installed in the center 1.5 meters (40-foot container) or 1 meter (20-foot container) from the container door, and at half the height of the goods;

3. Fruit temperature probe No. 3 is installed on the left side 1.5 meters (40-foot container) or 1 meter (20-foot container) from the container door, and at half the height of the goods;

4. 2 space temperature probes are installed at the air inlet and return air outlet of the container respectively;

(iii) All probes must be installed under the supervision and guidance of officials from the Ministry of Agricultural Development and Irrigation of Peru.

(iv) Before packing, fruits must be stored (pre-cooled) in a cold storage room until the pulp temperature reaches 4°C or below.

 

V. Container Sealing

(i) Quarantine officials from the Ministry of Agricultural Development and Irrigation of Peru seal the container loaded with goods with coded seals.

(ii) The seal can only be opened by customs officers at the Chinese entry port.

 

VI. Verification of treatment results

(i) If the treatment record shows that the technical indicators meet the requirements, China Customs shall authorize the end of treatment. And if the probe meets the requirements of Article 3, the treatment shall be deemed qualified.

(ii) The probe needs to be calibrated before the fruit is removed from the treatment warehouse.

 

VII. Temperature records and confirmation

(i) Cold treatment during transportation refers to the cold treatment carried out during the transportation of the container carrying the fruit from Peru to the first port of arrival in China or after the port of entry.

(ii) The record can be started at any time, but the treatment time can only be officially calculated when all the fruit temperature probes reach the specified temperature.

(iii) Shipping companies should download the cold treatment temperature record and submit it to the Chinese Customs at the port of entry.

(iv) Some sea voyages may allow the cold treatment to be completed before the ship arrives at the Chinese port. It is allowed to download the treatment record en route and transmit it to the Chinese Customs for review.

(v) China Customs will verify whether the treatment record meets the relevant treatment requirements and determine whether the treatment is effective based on the calibration results of the probe.

 

VIII. Plant Quarantine Certificate

(i) The temperature, treatment time, container number and seal number of the cold treatment must be indicated in the plant quarantine certificate, with the note "in transit";

(ii) When grapes enter the country, the plant quarantine certificate, cold treatment report and fruit temperature probe calibration record must be provided to the Chinese Customs.
