Regarding the Inspection and Quarantine Requirements for the Semi-finished Products of Bovine Chewing Gum for Pet Food Processing from Cambodia to China
1. Basis for inspection and quarantine
(1) "Biosecurity Law of the People's Republic of China";
(2) the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country and its implementing regulations;
(3) the import and export of feed and feed additives inspection and quarantine supervision and management measures;
(4) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia on the Quarantine and Sanitary Requirements for the Export of Cambodian Semi-finished Products of Bovine Chewing Gum to China.
2. Scope of goods allowed to be imported
The semi-finished bovine chewing gum in this announcement refers to the semi-finished bovine chewing gum for pet food processing made of raw cowhide after dehairing, degreasing, deashing and softening, washing and drying.
3. Requirements of production enterprises
Cambodian production and processing enterprises of semi-finished bovine chewing products exported to China shall meet the following requirements:
(1) The site selection, layout, production and processing shall comply with the relevant laws and regulations of Cambodia and meet the relevant animal health and epidemic prevention requirements.
(2) Implement a health management system based on the principle of Hazard Analysis and Critical Control Points (HACCP), establish and effectively operate a veterinary health and epidemic prevention system and a product safety traceability system, meet the traceability requirements of the whole process from raw materials to export products, and be approved by the Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia, and accept its supervision and inspection.
(3) Cambodia shall be recommended to the General Administration of Customs of the People's Republic of China to obtain registration in China before exporting semi-finished products of bovine chewing gum to China, and the registration shall be valid for 5 years, and an application for extension of registration shall be submitted to China 6 months before the expiration of the validity period.
4. Raw material requirements
The raw cowhide raw materials of semi-finished bovine skin chewing gum exported to China should meet the following requirements:
(1) The source animal was born and bred in Cambodia.
(2) No foot-and-mouth disease, bovine nodular skin disease and hemorrhagic sepsis have been reported in the area where the source animal is raised within 6 months before cattle slaughter.
(3) The source animal has not been restricted from movement or culled due to the extinguishing of the epidemic.
(4) The source animal is slaughtered in an approved slaughterhouse in Cambodia, and after pre-slaughter and post-slaughter inspection, there are no symptoms of any infectious disease.
(5) If the hides are imported from a third country, the raw hides from that country shall have been approved by China for quarantine, and the imported raw materials shall pass the quarantine in Cambodia before they can be put into use.
5. Production and processing requirements
5.1 The processing technology includes at least the following procedures:
(1) Soak in an alkaline solution with a pH value of 14 for 48 hours;
(2) Soak in hydrogen peroxide with a concentration of 18% or sulfuric acid with a concentration of 5% for 1 hour;
(3) Dry and heat for 2 hours at 75-85°C.
5.2 The solvents, additives and other inputs used in production and processing do not contain toxic and harmful substances that endanger animal health, or do not contain toxic and harmful substances that endanger animal health after process treatment.
6. Packaging, labeling, storage and transportation requirements
(1) The semi-finished products of bovine chewing gum exported to China must be packaged with new, clean, good sealing and moisture-proof performance, and not easy to break.
(2) The outer packaging of semi-finished products exported to China shall be labeled in Chinese, and the label shall meet the requirements of China's "Regulations on Pet Feed Labeling". The outer packaging shall indicate the name, address and registration number of the production and processing enterprise, and mark the words "exported to the People's Republic of China" and "not for human consumption" or "only for pet food processing" and other Chinese words.
(3) Effective measures have been taken to avoid contamination during the production, storage and transportation of semi-finished products of bovine hides chewing gum exported to China.
7. Product requirements
7.1 Before exporting semi-finished products of bovine hide, 5 samples shall be randomly selected according to the production batch for testing, and the test results shall meet the following requirements:
(1) Salmonella: not detected in 25 g sample, n=5, c=0, m=0, m=0.
(2) Enterobacteriaceae: n = 5, c = 2, m = 10, M = 300 in 1 g sample.

c = number of samples with the number of bacteria between m and m. If the number of bacteria in the other sample is m or less, the sample is still considered acceptable;
m = threshold for the number of bacteria, CFU/g; If the number of bacteria in all samples does not exceed m, the results are considered to meet the requirements;
M = maximum number of bacteria, CFU/g; If the number of bacteria in a single sample or multiple samples is M or more, the result is considered non-compliant.
7.2 They shall not carry or enclose items prohibited from entering the country as stipulated by Chinese laws and regulations, and shall not contain toxic and harmful substances that endanger animal health, and shall comply with the relevant safety and health standards of China and Cambodia.
8. Pre-export inspection and certificate requirements
The semi-finished products of bovine chewing gum exported to China shall be inspected and quarantined by Cambodia, and a health certificate shall be issued to prove that the product meets the requirements of the relevant protocols of both sides. Each batch of bovine chewing gum semi-finished products must be accompanied by a health certificate written in English, Cambodian or Chinese.
9. Examination and approval of entry quarantine
Importing enterprises shall apply for the Quarantine Permit for Imported Animals and Plants in accordance with the relevant regulations.
10. Entry inspection and quarantine
When the semi-finished products of bovine chewing gum exported to China arrive at the port of entry in China, China Customs shall implement quarantine in accordance with the following requirements.
10.1 Verification of certificates.
(1) Check whether the "Quarantine Permit for Imported Animals and Plants" is attached.
(2) Check whether it is from a registered enterprise.
(3) Check whether the health certificate is true and valid.
10.2 Cargo inspection.
In accordance with the relevant laws, administrative regulations, rules and other provisions, and in combination with the requirements of this announcement, China Customs shall carry out inspection and quarantine on the semi-finished products of bovine chewing gum exported from Cambodia to China. Those who pass the inspection and quarantine shall be allowed to enter the country.
10.3 Handling of unqualified situations.
(1) If there is no valid health certificate, it will be returned or destroyed.
(2) If it comes from a non-registered Cambodian production enterprise, it will be returned or destroyed.
(3) If the cargo certificate does not match, it will be returned or destroyed.
(4) Where soil, animal carcasses, animal excrement, or quarantine pests are found and cannot be effectively quarantined, they shall be returned or destroyed.
(5) If the label does not meet the standard and cannot be corrected, it will be returned or destroyed.
(6) If it is found that the safety and health items do not meet the health standards of Chinese pet feed, they will be decontaminated, returned or destroyed.
(7) If it is found that the bulk package or container is broken, the owner or agent shall be responsible for tidying up. If the packaging is damaged and there is a risk of spreading animal and plant diseases, the contaminated sites, articles and appliances shall be quarantined.
