Regarding the Inspection and Quarantine Requirements for the Prunus Domestica L. from Serbia to China

In accordance with the laws and regulations of our country and the regulations of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Water Resources of the Republic of Serbia on the inspection, quarantine and health requirements for the export of dried plums to China, from now on, the import of dried prunes from Serbia that meets the following requirements is allowed:

 

1. Basis for inspection and quarantine

(1) The Food Safety Law of the People's Republic of China and its implementing regulations, the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving China and its implementing regulations, and the Law of the People's Republic of China on the Inspection of Import and Export Commodities and its implementing regulations.

(2) Measures of the People's Republic of China for the Administration of Import and Export Food Safety.

(3) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Water Resources of the Republic of Serbia on Inspection, Quarantine and Sanitary Requirements for the Export of Serbian Dried Prunes to China.

 

2. Products that are allowed to be imported

Dried prunes allowed to be imported from Serbia refer to the prune pulp that can be eaten by human consumption by dehydration, rehydration, pitting, and preservation in Serbia from the ripe fruit of Prunus domestica L. grown in Serbia.

 

3. Food safety requirements

Dried plum products exported from Serbia to China should comply with China's food safety laws and regulations and national food safety standards.

 

4. Plant quarantine requirements

(1) Dried plums exported from Serbia to China shall not carry the following quarantine pests of concern to China: Carpophilus sexpustulatus Fabricius, Ptinus tectus Boieldieu, Tribolium destructor Uyttenboogaart, Monilinia fructicola (G. Winter) Honey.

(2) Dried plums exported from Serbia to China shall not contain live insects, insect eggs, soil, and shall not be mixed with impurities such as weed seeds, plant residues, metal foreign bodies, and gravel.

 

5. The requirements of the manufacturer

Serbian dried plum producers shall ensure that their dried plums exported to China comply with China's relevant laws and regulations on food safety and plant quarantine as well as China's national food safety standards. The production, processing and storage units of dried plums exported to China are recommended by Serbia and registered in China.

 

6. The processing process requirements

The whole process of planting, production, processing, storage, transportation and export of dried plums exported from Serbia to China should meet the relevant food safety and phytosanitary requirements of China and Serbia, and should not be polluted by pathogenic microorganisms or toxic and harmful substances.

 

7. Packaging and labeling requirements

Dried plums exported from Serbia to China should be packaged in new, clean, hygienic and breathable materials that meet food safety and phytosanitary requirements. Each package should be marked in Chinese or English with "This product is exported to the People's Republic of China", as well as the name, place of origin, name of the production and processing enterprise and its registration number in China, name and address of the exporter and other traceable information in Chinese or English. The above information can be affixed to the packaging in the form of a label.

 

8. Transportation requirements

Before the shipment of dried plums exported from Serbia to China, the means of transport should be inspected by Serbia. The means of transport shall comply with sanitary requirements and shall not be mixed with quarantine pests or other restricted quarantine substances, such as weed seeds, live insects, plant residues, soil and other impurities.

 

9. Certificate requirements

After official inspection and quarantine, Serbia shall issue a phytosanitary certificate for dried plums approved for export to China. The name of the dried plum production and processing enterprise, the registration number in China and "the dried plum certified by the plant quarantine certificate shall be indicated in the declaration column of the certificate, which complies with the provisions of the Protocol on Inspection, Quarantine and Sanitary Requirements for the Export of Serbian Dried Plums to China signed by China and Serbia in Belgrade on May 8, 2024." The shipment did not contain quarantine pests of concern to China, such as Carpophilus sexpustulatus Fabricius, Ptinus tectus Boieldieu, Tribolium destructor Uyttenboogaart, Monilinia fructicola (G. Winter) Honey. ”

 

10. Other requirements

Dried plums exported from Serbia to China should come from enterprises that have obtained Chinese registration. The list of registered Serbian dried plum enterprises can be found on the website of the General Administration of Customs.
