Regarding the Inspection and Quarantine Requirements for Export of Almonds from Uzbekistan to China

In accordance with the regulations of the Chinese Customs and the Ministry of Agriculture of Uzbekistan on the inspection and quarantine requirements for almonds imported into China, effective immediately, the import of Uzbek almonds that meet the following requirements is permitted.

 

I. Inspection and Quarantine Basis

(1) The Food Safety Law of the People's Republic of China and its implementing regulations, the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations, and the Law of the People's Republic of China on Import and Export Commodity Inspection and its implementing regulations.

(2) The Measures for the Administration of Import and Export Food Safety of the People's Republic of China and the Regulations on the Registration and Administration of Overseas Manufacturers of Imported Foods of the People's Republic of China.

(3) The Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Uzbekistan on the Inspection and Quarantine Requirements for Almonds Imported into China.

 

II. Permitted Import Products

Uzbek almonds permitted for import are nuts for human consumption that are made from almonds (Prunus dulcis (Mill.) D. A. Webb) grown in Uzbekistan and are selected, cleaned, dried, or otherwise processed in Uzbekistan.

 

III. Food Safety Requirements

Almonds imported into China must comply with Chinese food safety and plant quarantine laws and regulations, national food safety standards, and the provisions of the Protocol.

 

IV. Plant Quarantine Requirements

(1) Almonds imported into China must not contain the following quarantine pests of concern to Chinese Customs: Cydia pomonella, Lobesia botrana, Mercetaspis halli, Eurytoma amygdali Enderlein, Verticillium dahlia.

(2) Almonds imported into China must not contain live insects or other foreign matter added or mixed.

(3) If, during quarantine and oversight by the Uzbek Ministry of Agriculture, almonds imported into China are found to contain any of the above-listed pests, the Ministry shall immediately suspend the import of almonds from the relevant production, processing, and storage enterprises, implement comprehensive prevention and control measures, and notify Chinese Customs. Upon assessment by Chinese Customs that compliance with the requirements is met, almond imports from the relevant enterprises may resume.

 

V. Enterprise Requirements

The Uzbek Ministry of Agriculture shall inspect almond production, processing, and storage facilities imported into China in accordance with the relevant requirements for registration of overseas production enterprises of imported food by Chinese Customs and recommend those that meet the requirements for registration with Chinese Customs. Only after an enterprise obtains registration in China may its products be imported into China. The list of registered Uzbek almond exporters to China can be found on the China Customs website.

 

VI. Raw Material Requirements

Raw almonds exported to China must come from growers that have been confirmed by the Uzbek Ministry of Agriculture to meet relevant plant quarantine and food safety requirements and have been registered.

 

VII. Processing Requirements

(1) Almonds exported to China must be dehydrated using heat-processing machinery such as ovens or dryers, and moldy or damaged kernels must be removed during processing.

(2) The Uzbek Ministry of Agriculture shall provide guidance and supervision for the cultivation, production, processing, storage, transportation, and export of raw almonds exported to China, ensuring compliance with relevant safety and sanitation requirements of both countries and preventing contamination by pathogenic microorganisms or toxic and hazardous substances.

(3) The Uzbek Ministry of Agriculture shall implement an annual food safety risk monitoring plan for almonds exported to China using internationally recognized methods. Monitoring and trapping of quarantine pests of concern to Chinese Customs shall be conducted during the cultivation, production, processing, and storage of raw almonds exported to China. Upon request from China Customs, the Ministry of Agriculture of Uzbekistan shall provide China Customs with all of the aforementioned annual monitoring results.

(4) If, during the inspection and supervision process, the Ministry of Agriculture of Uzbekistan discovers that almonds intended for export to China do not meet China's national food safety standards, the corresponding products shall not be imported into China.

 

VIII. Packaging and Labeling Requirements

Almonds exported to China must be packaged using clean, hygienic, and new materials that meet food safety and plant quarantine requirements, and prevent spillage during transportation. Each package must be labeled "本产品输往中华人民共和国/This product is exported to the People's Republic of China" in Chinese or English, along with traceability information such as the product name, place of origin, name of the manufacturer and processor, its registration number in China, and the name and address of the exporter. This information may be affixed to the packaging in the form of a label.

 

IX. Transportation Requirements

Prior to shipment, the Ministry of Agriculture of Uzbekistan shall inspect the means of transport carrying almonds to China. The means of transport must comply with sanitary and epidemic prevention requirements and must not contain quarantine pests or other regulated quarantine items, such as weed seeds, live insects, plant debris, soil, or other foreign matter.

 

X. Certificate Requirements

Prior to export, the Uzbek Ministry of Agriculture shall issue a phytosanitary certificate for almonds imported to China that have undergone inspection and quarantine and meet the requirements of the Protocol.

The certificate's additional declaration section shall indicate the name of the almond producer and processor, its registration number in China, and "The almonds certified by this phytosanitary certificate comply with the provisions of the Protocol on Inspection and Quarantine Requirements for almonds Exported from Uzbekistan to China signed by Uzbekistan and China on September 2nd, 2025. The goods are free from any quarantine pests of concern to the Chinese Side, such as Cydia pomonella, Lobesia botrana, Mercetaspis halli, Eurytoma amygdali Enderlein, and Verticillium dahlia."

The content and format of the phytosanitary certificate shall be confirmed in advance by both parties.

 

XI. Entry Inspection and Quarantine and Handling of Non-compliance

(1) Entry Inspection and Quarantine. Upon arrival at the Chinese port of entry, almonds imported to China will undergo inspection and quarantine. Only those that pass the inspection will be permitted entry.

(2) Handling of Non-compliance. If Chinese Customs discovers violations of Chinese food safety and phytosanitary laws and regulations, national food safety standards, or the Protocol in almonds imported to China, they will be handled in accordance with relevant Chinese laws and regulations and will be notified of the violations and measures taken by the Uzbek Ministry of Agriculture.
