Regarding the Inspection and Quarantine Requirements for pecan from Brazil to China

According to the laws and regulations of our country and the provisions on the inspection, quarantine, and hygiene requirements for Brazilian pecans exported to China agreed upon by the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Livestock of the Federative Republic of Brazil, from the date of this announcement, the import of Brazilian pecans that meet the following requirements is permitted:

 

Inspection and Quarantine Basis

(1) "Food Safety Law of the People's Republic of China" and its implementation regulations, "Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine" and its implementation regulations, "Law of the People's Republic of China on Import and Export Commodity Inspection" and its implementation regulations.

(2) "Measures for the Administration of Import and Export Food Safety of the People's Republic of China".

(3) "Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Livestock of the Federative Republic of Brazil on the Quarantine and Health Requirements for Brazilian Pecans Exported to China".

 

Permitted Import Products

The permitted import of Brazilian pecans refers to the mature fruits of the pecan [Carya illinoinensis (Wangenh.) K. Koch] grown in Brazil, processed within Brazil through selection, shelling, drying, and other processing techniques for human consumption.

 

Food Safety Requirements

Brazilian pecans exported to China must comply with Chinese food safety laws and regulations and national food safety standards.

 

Plant Quarantine Requirements

Brazilian pecans exported to China must be free from live insects, insect eggs, soil, weed seeds, plant residues, gravel, and metallic impurities.

 

Production Enterprise Requirements

Brazilian pecan production enterprises must ensure that their exported pecans comply with relevant Chinese food safety and plant quarantine laws and regulations and Chinese national food safety standards. The production, processing, and storage units of pecans exported to China must be recommended by the Ministry of Agriculture and Livestock of the Federative Republic of Brazil (hereinafter referred to as the Brazilian side) and registered by the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side).

 

Processing Requirements

The entire process of raw material planting, production, processing, storage, transportation, and export of Brazilian pecans exported to China must comply with the relevant safety and hygiene requirements of both China and Brazil, preventing contamination by pathogenic microorganisms or toxic and hazardous substances.

 

Packaging and Labeling Requirements

Brazilian pecans exported to China must be packaged in new, clean, hygienic, and breathable materials that meet food safety and plant quarantine requirements and prevent spillage during transportation. Each package must be labeled with "This product is destined for the People's Republic of China" and traceable information such as the name, place of origin, name of the production and processing enterprise, its registration number in China, the name and address of the exporter, in Chinese or English. The above information can be affixed to the packaging in the form of a label.

 

Transportation Requirements

Before loading, the Brazilian side must inspect the transportation vehicles for pecans exported to China. The transportation vehicles must meet hygiene and epidemic prevention requirements and must not mix in quarantine pests or other restricted quarantine items, such as weed seeds, live insects, plant residues, soil, and other foreign impurities.

 

Certificate Requirements

After official inspection and quarantine, the Brazilian side must issue a phytosanitary certificate for the approved pecans exported to China. The additional declaration column of the certificate must specify the name of the pecan production and processing enterprise, its registration number in China, and state that "the pecans certified by this phytosanitary certificate comply with the provisions of the protocol on quarantine and health requirements for Brazilian pecans exported to China signed between China and Brazil."

 

Other Requirements

Brazilian pecans exported to China must come from enterprises registered with the Chinese side. The list of registered Brazilian pecan enterprises exporting to China can be found on the website of the General Administration of Customs.
