Regarding the Inspection and Quarantine Requirements for Export of Dried Cassava from Ethiopia to China
According to the regulations on phytosanitary requirements for dried cassava jointly issued by the Chinese Customs and the Ethiopian Ministry of Agriculture, effective immediately, the import of Ethiopian dried cassava meeting the following requirements is permitted:
I. Inspection and Quarantine Basis
(1) The Biosafety Law of the People's Republic of China;
(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;
(3) The Law of the People's Republic of China on Import and Export Commodity Inspection and its implementing regulations;
(4) The Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Grain;
(5) The Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Federal Democratic Republic of Ethiopia on Phytosanitary Requirements for the Export of Ethiopian Dried Cassava to China.
II. Permitted Import Commodity Name
Dried cassava (Manihot esculenta Crantz) refers to cassava chips and cassava granules produced in Ethiopia, which are chopped and dried.
III. Permitted Place of Origin
The entire territory of Ethiopia.
IV. Enterprise Registration
Enterprises producing, processing, and storing dried cassava for export to China must be assessed and approved by the Ethiopian Ministry of Agriculture. The Ministry of Agriculture will recommend qualified enterprises to Chinese Customs, which will then register them after inspection or review. Chinese Customs will publish the list of relevant enterprises on its website and update it dynamically.
V. Quarantine Pests of Concern to Chinese Customs
Dried cassava exported to China must not carry the following quarantine pests:
1. Rigidoporus microporus
2. African cassava mosaic virus
3. Trogoderma granarium
4. Prostephanus truncatus
VI. Pre-shipment Requirements
(I) Production Requirements
1. The Ethiopian Ministry of Agriculture should organize relevant growers, processors, and exporters to take comprehensive prevention and control measures to minimize the occurrence of pests during the production of dried cassava.
2. The Ethiopian Ministry of Agriculture should supervise the harvesting, processing, and storage of dried cassava, urging enterprises to take measures such as soil removal, cleaning, sun-drying, and drying to ensure that the dried cassava exported to China is free of soil, plant disease residues, and other foreign impurities. When necessary, fumigation or other pest control treatments should be carried out to prevent the introduction of quarantine pests of concern to Chinese Customs.
(II) Packaging and Transportation Requirements.
Cassava chips exported to China must be transported in packaged form, and the packaging used must comply with China's import phytosanitary requirements. Each package must be clearly marked with "本产品输往中华人民共和国" in Chinese, along with the name and registration number of the production, processing, and storage company.
(III) Product Requirements.
Cassava chips exported to China must comply with China's import phytosanitary requirements, and must not contain live insects, soil, or quarantine pests of concern to Chinese customs. No other foreign impurities may be intentionally added or mixed in.
(IV) Pre-Export Quarantine and Certificate Requirements.
Before export, the Ethiopian Ministry of Agriculture shall conduct inspection and quarantine on cassava chips exported to China, and issue a phytosanitary certificate for compliant chips, noting "The consignment complies with the requirements of the Protocol of Phytosanitary Requirements for the export of dried cassava from Ethiopia to China and is free from quarantine pests of concern to China." in the supplementary declaration section. The certificate shall also specify the name and registration number of the production, processing, and storage company, as well as the container number. If pre-export quarantine treatment is carried out, the phytosanitary certificate shall specify the name of the pesticide, dosage, temperature, and time. VII. Import Inspection and Quarantine
(I) Regulatory Requirements
1. Dried cassava exported to China must enter through ports with designated supervision sites for imported grains and be processed in designated processing plants. Unprocessed dried cassava may not directly enter the market.
2. The loading, unloading, transportation, storage, and processing of dried cassava exported to China must comply with relevant Chinese sanitary and phytosanitary requirements.
(II) Document Verification
1. Verify whether an "Import Permit for Animals and Plants" is attached.
2. Verify whether it originates from a registered enterprise.
3. Verify the authenticity and validity of the phytosanitary certificate.
(III) Cargo Inspection
In accordance with relevant laws, administrative regulations, and rules, and in conjunction with Articles 5 and 6 of this announcement, imported dried cassava will be subject to inspection and quarantine. Only those that pass the inspection will be allowed entry.
VIII. Handling of Non-compliance
1. Goods without a valid phytosanitary certificate will be returned or destroyed.
2. Goods from unregistered enterprises will be returned or destroyed.
3. Goods found to contain live quarantine pests or other live harmful organisms will be treated for pest control, returned, or destroyed.
4. Goods found to contain soil or genetically modified components not approved by the Chinese government will be returned or destroyed.
5. Goods found to be non-compliant with China's import phytosanitary requirements and relevant safety and hygiene standards will be handled in accordance with relevant laws and regulations.
Upon discovering any of the above non-compliance, China will notify Egypt and, depending on the severity of the violation, suspend the export licenses of the relevant enterprises until China confirms that the problem has been effectively rectified.
