Regarding the Inspection and Quarantine Requirements for Barley from Denmark to China

According to the provisions of the Chinese Customs and the Danish Ministry of Food, Agriculture and Fisheries on the plant quarantine requirements for the export of Danish barley to China, Danish barley that meets the following relevant requirements is allowed to be imported:

 

I. Inspection and quarantine basis

(I) "Biosafety Law of the People's Republic of China";

(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;

(III) "Food Safety Law of the People's Republic of China" and its implementing regulations;

(IV) "Regulations on Supervision and Administration of Entry and Exit Grain Inspection and Quarantine";

(V) "Protocol on Plant Quarantine Requirements for the Export of Danish Barley to China between the General Administration of Customs of the People's Republic of China and the Danish Ministry of Food, Agriculture and Fisheries".

 

II. Names of commodities allowed to enter the country

Barley (scientific name Hordeum vulgare, English name Barley) refers to barley produced in Denmark and exported to China for malt processing, not for planting purposes.

 

III. Enterprise registration

The Danish Ministry of Food, Agriculture and Fisheries implements registration for the production, processing and storage enterprises of barley exported to China to ensure that they meet the entry plant quarantine requirements of China, and recommends the registered production, processing and storage enterprises to the Chinese Customs. China Customs will review the enterprises recommended by the Danish Ministry of Food, Agriculture and Fisheries, and register them after passing the review and publish them on the website.

 

IV. Pests of concern

Barley exported to China must not carry the following pests:

1. Cephus pygmeus

2. Mayetiola destructor

3. Oscinella frit

4. Pseudocercosporella herpotrichoides

5. Tilletia controversa

6. Globodera rostochiensis

7. Heterodera schachtii

8. Punctodera punctata

9. Arabis mosaic virus, ArMV

10. Aethusa cynapium

11. Amsinckia micrantha

12. Apera spica-venti

13. Bromus sterilis

14. Chenopodium murale

15. Erodium cicutarium

16. Fumaria officinalis

17. Galeopsis tetrahit

18. Myosotis arvensis

19. Sinapis arvensis

20. Viola arvensis

 

V. Pre-shipment requirements

(I) Production requirements.

1. The Danish Ministry of Food, Agriculture and Fisheries shall adopt integrated prevention and control measures to reduce the occurrence of pests of concern to the Chinese Customs in barley-producing areas. According to the requirements of the Chinese Customs, the Danish Ministry of Food, Agriculture and Fisheries shall provide relevant information.

2. The Danish Ministry of Food, Agriculture and Fisheries should ensure the use of certified barley seeds and cooperate with good agricultural practices to reduce the risk of diseases and dangerous weed seeds transmitted through seeds.

(II) Processing, storage and transportation requirements.

The Danish Ministry of Food, Agriculture and Fisheries should take appropriate screening and cleaning measures before storage, transportation or loading to prevent barley from carrying soil, impurities and dangerous weed seeds.

(III) Product requirements.

Barley exported to China should comply with the provisions of China's laws and regulations on plant quarantine for entry, and should not carry harmful organisms, living insects, soil, branches and leaves and other plant residues that are of concern to China Customs, and other grains and foreign impurities should not be deliberately added or mixed.

(IV) Pre-export inspection and quarantine and certificate requirements.

1. Before export, the Danish Ministry of Food, Agriculture and Fisheries will conduct inspection and quarantine on barley exported to China. For goods that meet the requirements, the Danish Ministry of Food, Agriculture and Fisheries shall issue a phytosanitary certificate in accordance with the International Standard for Phytosanitary Measures No. 12 "Guidelines for Phytosanitary Certificates" and indicate in the additional statement "The consignment is in compliance with requirements described in the Protocol of Phytosanitary Requirements for the export of malting barley from Denmark to China and is free from the pests concerned by China". At the same time, the name and registration number of the production, processing and storage enterprise of the batch of goods, as well as the number of the means of transport shall also be indicated.

2. If live insects are found, effective quarantine treatment shall be carried out before export. The method, time, temperature and agent of quarantine treatment and other treatment index information shall be indicated in the phytosanitary certificate.

 

VI. Entry Inspection and Quarantine

(I) Supervision requirements.

1. Barley exported to China shall enter the country from ports with designated supervision sites for imported grains, be produced and processed in designated processing plants, and shall not enter the circulation market directly without processing, and it is strictly prohibited to use it as seeds.

2. The loading, unloading, transportation, storage and processing of barley imported into China shall comply with relevant Chinese health and plant quarantine requirements.

(II) Document verification.

1. Verify whether the "Entry Animal and Plant Quarantine Permit" is attached.

2. Verify whether it comes from a registered enterprise.

3. Verify whether the plant quarantine certificate is authentic and valid.

(III) Cargo inspection.

In accordance with relevant laws, administrative regulations, rules and regulations, and in combination with Articles 4 and 5 of this Announcement, inspection and quarantine of imported barley shall be carried out, and entry shall be allowed after passing the inspection.

 

VII. Handling of non-compliance

1. If there is no valid plant quarantine certificate, it shall be returned or destroyed.

2. If it comes from an unregistered enterprise, it shall be returned or destroyed.

3. If wheat basal rot fungus or wheat dwarf bunt fungus is found, it shall be returned or destroyed, and the export of Danish barley to China shall be suspended.

4. If other pests of concern to the Chinese Customs are found, they will be allowed to enter the country after passing the pest control treatment; if there is no effective treatment method, they will be returned or destroyed. If other quarantine pests are found, they will be handled in accordance with the relevant provisions of the "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations.

5. If it is found that it does not meet the safety and health standards and requirements of China, it will be handled in accordance with relevant laws and regulations.

If the above non-compliance is found, the Chinese Customs will notify the Danish Ministry of Food, Agriculture and Fisheries and take measures such as suspending the relevant enterprises' qualifications to export to China, or suspending the relevant production areas or Danish barley exports to China, depending on the severity, until the Danish Ministry of Food, Agriculture and Fisheries takes effective improvement measures.

 

This announcement will take effect from August 20, 2025.
