Regarding the Inspection and Quarantine Requirements for Dried Nuts from Rwanda to China
According to the regulations of the Chinese Customs and the Ministry of Agriculture and Animal Resources of Rwanda on the inspection, quarantine and sanitation requirements for the export of Rwandan dry nuts to China, from now on, the import of Rwandan dry nuts that meet the following requirements is allowed.
I. Inspection and quarantine basis
(I) "Food Safety Law of the People's Republic of China" and its implementing regulations;
(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;
(III) "Law of the People's Republic of China on Import and Export Commodity Inspection" and its implementing regulations;
(IV) "Administrative Measures for Import and Export Food Safety of the People's Republic of China";
(V) "Protocol on Inspection, Quarantine and Sanitation Requirements for the Export of Rwandan Dry Nuts to China between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Animal Resources of the Republic of Rwanda".
II. Products allowed for import
Rwandan dried nuts allowed for import refer to four types of dried nuts, including macadamia (Macadamia ternifolia), dried pineapple (Ananas comosus), dried mango (Mangifera indica), and dried banana (Musa nana), which are made from mature fruits of plants grown in Rwanda and are edible by humans after selection, shelling (peeling, pitting), dehydration and drying in Rwanda.
III. Food safety requirements
Rwandan dried nuts exported to China should comply with China's food safety and plant quarantine laws and regulations, national food safety standards and the provisions of the Protocol.
IV. Plant quarantine requirements
(i) Macadamia nuts exported from Rwanda to China must not contain the following quarantine pests of concern to the Chinese Customs: Thaumatotibia leucotrata, Callosobruchus maculatus, Prostephanus truncatus, Trogoderma granarium.
(II) Dried pineapples exported from Rwanda to China must not contain the following quarantine pests of concern to the Chinese Customs: Four-striped bean weevil (Callosobruchus maculatus), Large grain borer (Prostephanus truncatus), Grain spot borer (Trogoderma granarium), Dried fruit borer (Cadra cautella), Robinia pod borer (Ectomyelois ceratoniae), Cassava moth borer (Pyralis manihotalis), Broad-nosed grain weevil (Caulophilus oryzae), Brown flour beetle (Tribolium destructor), Kidney spot borer (Trogoderma inclusum).
(III) Dried mangoes exported from Rwanda to China must not contain the following quarantine pests of concern to the Chinese Customs: Trogoderma granarium, Verticillium dahliae, Aleurodicus dispersus, Cadra calidella, Tribolium destructor, Xanthomonas campestris pv. mangiferaeindicae.
(IV) Dried bananas exported from Rwanda to China must not contain the following quarantine pests of concern to the Chinese Customs: Trogoderma granarium, Callosobruchus maculatus, Prostephanus truncatus, Cadra cautella, Ectomyelois ceratoniae, Pyralis manihotalis, Ptinus clavipes, Caulophilus oryzae, Tribolium destructor, Trogoderma inclusum, Lasiodiplodia theobromae.
(V) Dried nuts exported from Rwanda to China must not contain live insects, insect eggs, soil, or be mixed with weed seeds, plant residues, metal foreign matter, gravel and other impurities.
(VI) Rwanda’s dried nuts exported to China should be fumigated and vacuum packed before export to ensure that there are no live insects in the dried nuts, especially storage pests.
V. Enterprise requirements
The Ministry of Agriculture and Animal Resources of Rwanda should inspect the production, processing and storage units of dried nuts exported to China in accordance with the relevant requirements of the Chinese Customs for the registration of overseas manufacturers of imported food, and recommend the enterprises that meet the requirements to the Chinese Customs for registration. Only after the enterprise obtains the registration of the Chinese Customs, its products can be exported to China.
VI. Raw material requirements
The raw materials of dried nuts exported to China should come from dried nut planting and production enterprises that have been confirmed by the Ministry of Agriculture and Animal Resources of Rwanda to meet the relevant plant quarantine and food safety requirements.
VII. Processing process requirements
The Ministry of Agriculture and Animal Resources of Rwanda should guide and supervise the planting, production, processing, storage, transportation and export of raw materials of dried nuts exported to China to ensure that they meet the relevant food safety and plant health requirements of China and Rwanda and are not contaminated by pathogenic microorganisms or toxic and harmful substances.
VIII. Packaging and labeling requirements
Dried nuts exported to China should be packaged with new, clean, sanitary and breathable materials that meet food safety and plant quarantine requirements, and prevent leakage during transportation. Each package should be marked in Chinese or English with "本产品输往中华人民共和国/This product will be exported to the People's Republic of China", as well as the name of the dried nuts, place of origin, name of the production and processing enterprise and its registration number in China, name and address of the exporter and other traceable information in Chinese or English. The above information can be affixed to the package in the form of a label.
IX. Transportation requirements
Before shipment, the Ministry of Agriculture and Animal Resources of Rwanda shall inspect the means of transport for the export of dried nuts to China. The means of transport shall meet the hygienic requirements and shall not carry quarantine pests or other regulated quarantine items, such as weed seeds, live insects, plant residues, soil and other impurities.
X. Certificate requirements
Before export, the Ministry of Agriculture and Animal Resources of Rwanda shall issue a plant quarantine certificate for the dried nuts exported to China that have been inspected and quarantined and meet the requirements of the protocol.
The additional declaration column of the phytosanitary certificate for macadamia nuts exported to China should indicate the name of the macadamia nut production and processing enterprise, its registration number in China, and "The macadamia nuts certified by this phytosanitary certificate comply with the provisions of the Protocol on Inspection, Quarantine and Sanitary Requirements for the Export of Dried Nuts from Rwanda to China signed by China and Rwanda on May 20, 2025. This batch of goods does not contain Thaumatotibia leucotrata, Callosobruchus maculatus, Prostephanus truncatus, Trogoderma granarium) and other quarantine pests of concern to the Chinese Customs. "

This batch of goods does not contain: Four-striped Bean Weevil (Callosobruchus maculatus), Large Grain Borer (Prostephanus truncatus), Grain Spotted Skin Beetle (Trogoderma granarium), Dried Fruit Spotted Moth (Cadra cautella), Locust Pod Borer (Ectomyelois ceratoniae), Cassava Striped Moth (Pyralis manihotalis), Broad-nosed Grain Weevil (Caulophilus oryzae), Brown Float Beetle (Tribolium destructor), Kidney Spotted Skin Beetle (Trogoderma inclusum and other quarantine pests of concern to the Chinese Customs. "

This batch of goods does not contain: Trogoderma granarium, Verticillium dahliae, Aleurodicus dispersus, Cadra calidella, Tribolium destructor, Xanthomonas campestris pv. mangiferaeindicae and other quarantine pests of concern to the Chinese Customs. "

This batch of goods does not contain: Trogoderma granarium, Callosobruchus maculatus, Prostephanus truncatus, Cadra cautella, Ectomyelois ceratoniae, Pyralis manihotalis, Ptinus clavipes, Caulophilus oryzae, Tribolium destructor), Trogoderma inclusum, Lasiodiplodia theobromae and other quarantine pests of concern to China Customs. "
The quarantine treatment methods (such as drugs, temperature, time and other technical requirements) should be indicated in the plant quarantine certificate.
XI. Entry inspection and quarantine and unqualified treatment
(I) Entry inspection and quarantine.
After the dried nuts exported to China arrive at the Chinese entry port, China Customs will implement inspection and quarantine supervision and allow entry after passing the inspection.
(II) Unqualified treatment.
If China Customs finds that Rwanda's dried nuts exported to China violate China's food safety and plant quarantine laws and regulations, national food safety standards and the provisions of the protocol, China Customs will deal with them in accordance with relevant Chinese laws and regulations, and notify the Rwandan Ministry of Agriculture and Animal Resources of the violations and the measures taken.
XII. Other requirements
Rwanda's dried nuts exported to China should come from enterprises registered with China Customs. The list of registered Rwandan companies exporting dried nuts to China can be found on the website of the General Administration of Customs.
