Regarding the Inspection and Quarantine Requirements for Mung Beans from Venezuela to China
According to the regulations of the Chinese Customs and the Ministry of Agriculture, Production and Land of Venezuela on the plant quarantine requirements for the export of Venezuelan mung beans to China, from now on, the import of Venezuelan mung beans that meet the following relevant requirements is allowed:
I. Inspection and quarantine basis
(I) "Law of the People's Republic of China on Biosafety";
(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;
(III) "Food Safety Law of the People's Republic of China" and its implementing regulations;
(IV) "Administrative Measures for Import and Export Food Safety of the People's Republic of China";
(V) "Protocol on Plant Quarantine Requirements for the Export of Venezuelan Mung Beans to China between the Chinese Customs and the Ministry of Agriculture, Production and Land of Venezuela".
II. Names of commodities allowed to enter the country
Mung beans (scientific name: Vigna radiata, English name: Mung Bean) in this announcement refer to non-seed mung beans grown, produced and processed in Venezuela for consumption or processing.
III. Permitted origin
The whole territory of Venezuela.
IV. Enterprise registration
The Ministry of Agriculture, Production and Land of Venezuela shall inspect the production, processing and storage enterprises of mung beans and recommend qualified enterprises to the Chinese Customs. China Customs will review and register the applicants after they pass the review, and publish the list of relevant enterprises on its official website.
V. Pests of concern
Mung beans exported to China must not carry the following pests:
1. Acanthospermum hispidum
2. Chenopodium murale
3. Sorghum halepense
4. Cowpea severe mosaic virus
5. Southern bean mosaic virus
6. Callosobruchus maculatus
7. Zabrotes subfasciatus
8. Curtobacterium flaccumfaciens pv. flaccumfaciens
9. Pseudomonas savastanoi pv. Phaseolicola
VI. Pre-shipment requirements
(I) Production requirements.
1. The Ministry of Agriculture, Production and Land of Venezuela shall, in accordance with relevant international plant quarantine measures, conduct epidemic investigation and integrated prevention and control management of pests of concern to China Customs during the planting, production, processing and storage of mung beans. Pest epidemic investigation and integrated prevention and control shall be completed under the guidance of technical personnel. Technical personnel must pass the training of the training institutions authorized by the Ministry of Agriculture, Production and Land of Venezuela. In the work of pest control, pesticides prohibited by China Customs shall not be used.
The Ministry of Agriculture, Production and Land of Venezuela shall provide investigation reports and integrated prevention and control records of pest occurrence according to the needs of China Customs.
2. During the production and processing of mung beans, measures shall be taken to remove moldy beans, worm-eaten beans, foreign objects, live insects, eggs, soil, weed seeds, plant residues, gravel and other impurities.
3. Mung beans shall be stored separately from other products.
(II) Packaging and transportation requirements.
1. Mung beans exported to China shall be packaged with clean, new materials that meet plant quarantine requirements. Each package should be marked with the words "本产品输往中华人民共和国/This product will be exported to the People's Republic of China" in Chinese and English, as well as the product name, processing company name and registration number and other information in Chinese or English.
2. Before shipment, the shipping tools must be thoroughly inspected to prevent contamination by harmful organisms.
(III) Product requirements.
Mung beans exported to China should comply with the provisions of China's inbound plant quarantine laws and regulations and China's national food safety standards, and should not contain harmful organisms, soil and other living insects of concern to China Customs, and should not be mixed with impurities such as weed seeds, plant residues and gravel.
(IV) Pre-export inspection and quarantine and certificate requirements.
1. Before export, the Ministry of Agricultural Production and Land of Venezuela will conduct inspection and quarantine on mung beans exported to China, and issue a plant quarantine certificate for those that meet the requirements, indicating the name and registration number of the processing enterprise, and in the additional statement: "This consigment complies with the requirements specified in the Protocol of Phytosanitary Requirement for Export of Mung Beans from Venezuela to China, and is free from pests of concern to China.".
2. If live insects are found in mung beans exported to China, effective quarantine treatment should be carried out before export, and the method, time, temperature, and pesticides of the quarantine treatment should be indicated in the plant quarantine certificate.
VII. Entry Inspection and Quarantine
(I) Certificate Verification.
1. Verify whether the "Entry Animal and Plant Quarantine Permit" is attached.
2. Verify whether it comes from a registered enterprise.
3. Verify whether the plant quarantine certificate is authentic and valid.
(II) Goods Inspection and Supervision. According to relevant laws, administrative regulations, rules and regulations, and in combination with Articles 5 and 6 of this Announcement, inspection and quarantine of inbound mung beans shall be implemented. Those that pass the inspection and quarantine shall be allowed to enter the country.
(III) Handling of non-compliance.
1. Those without a valid plant quarantine certificate shall be returned or destroyed.
2. Those from unregistered processing enterprises shall be returned or destroyed.
3. Soil shall be returned or destroyed.
4. If pests of concern to the Chinese Customs or other living quarantine pests, plant residues, etc. are found, they shall be treated with pest control, returned or destroyed.
5. If non-compliance with China's national food safety standards is found, they shall be returned or destroyed.
If the above non-compliance is found, the Chinese Customs will notify the Ministry of Agricultural Production and Land of Venezuela, and suspend the relevant enterprises' qualifications to import into China depending on the severity of the violation until the Chinese Customs confirms that the problem has been effectively rectified.
