Regarding the Inspection and Quarantine Requirements for Horse Feed from Denmark to China

According to relevant Chinese laws and regulations and the "Protocol on the Quarantine and Sanitary Requirements for the Import of Danish Horse Feed into China between the General Administration of Customs of the People's Republic of China and the Ministry of Food, Agriculture and Fisheries of Denmark", effective immediately, the import of Danish horse feed that meets the following requirements is allowed:

 

I. Inspection and Quarantine Basis

(1) "Biosafety Law of the People's Republic of China";

(2) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its Implementing Regulations;

(3) "Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Feed and Feed Additives";

(4) "Measures for the Administration of Inspection and Quarantine of Entry and Exit Genetically Modified Products";

(5) "Protocol on the Quarantine and Sanitary Requirements for the Import of Danish Horse Feed into China between the General Administration of Customs of the People's Republic of China and the Ministry of Food, Agriculture and Fisheries of Denmark".

 

II. Scope of Imported Products

The horse feed in this announcement refers to a compound feed that is prepared according to the breeding characteristics and nutritional needs of horses, with a variety of feed raw materials and feed additives in a certain proportion, and is directly used for feeding horses after being processed by processes such as crushing, mixing, heating, granulating, tableting, and puffing.

 

III. Requirements for production enterprises

Danish horse feed production and processing enterprises for export to China shall meet the following requirements:

(1) Implement a hygiene management system based on the Hazard Analysis and Critical Control Point (HACCP) principle, approved by the Danish official authorities and subject to their supervision and inspection, and the products shall meet the relevant requirements of Denmark and the EU and be allowed to be freely sold in the Danish and EU markets.

(2) Approved by the Danish official authorities and recommended to the Chinese Customs, approved by the Chinese Customs and registered. The registration is valid for 5 years.

 

IV. Requirements for imported products

(i) Raw material requirements.

1. The production raw materials shall come from Denmark or be legally imported, and meet the relevant safety and health requirements stipulated by Danish and EU laws and regulations.

2. If genetically modified raw materials are used, they shall not contain genetically modified ingredients that have not been approved by the Chinese official authorities.

(ii) Production and processing requirements.

1. If the raw materials contain terrestrial animal-derived ingredients, they shall be subjected to heat treatment with a core temperature of not less than 90°C and a duration of not less than 15 minutes, or other equivalent treatment methods approved by the Chinese Customs shall be adopted.

2. If the raw materials contain wheat or wheat bran from areas with wheat dwarf bunt (TCK) epidemics or areas with unknown risks, they must undergo heat treatment with a core temperature of not less than 85°C, a relative humidity of not less than 80%, and a duration of not less than 5 minutes, or other equivalent treatments approved by the Chinese Customs.

(III) Product requirements.

1. The products must comply with relevant feed safety and hygiene standards of China and Denmark.

2. The products do not contain ruminant-derived ingredients, animal raw materials of unclear origin, or prohibited substances stipulated by Danish and EU laws and regulations.

3. The products do not contain toxic and harmful substances that endanger human and animal health.

4. Before export, the Danish official sampling and testing of Salmonella and Enterobacteriaceae met the following requirements:

Salmonella: Not detected in 25g sample: n=5, c=0, m=0, M=0.

Enterobacteriaceae: In 1g sample: n=5, c=2, m=10, M=300.

n - number of samples tested;

m - threshold of bacteria count; if the bacteria count in all samples does not exceed m, the result is qualified;

M - maximum value of bacteria count; if the bacteria count in one or more samples is equal to or greater than M, the result is unqualified;

c - number of samples with bacteria counts between m and M. If the bacteria counts in other samples are less than or equal to m, the result is still considered acceptable.

 

V. Packaging, labeling, storage and transportation requirements

(1) Each batch of horse feed exported to China must be packaged with new, clean, well-sealed and moisture-proof packaging materials that are not easily damaged.

(2) The packaging of horse feed exported to China must be labeled in Chinese, and the labels must comply with the requirements of the Chinese national standard "Feed Label" (GB 10648). The outer packaging of the goods must indicate the name and registration number of the production and processing enterprise, and be marked with warnings such as "not for human consumption" or "for feed only".

(3) Effective measures have been taken to avoid contamination during the production, storage and transportation of horse feed exported to China.

 

VI. Pre-export inspection and certificate requirements

The Danish Ministry of Food, Agriculture and Fisheries is responsible for the inspection and quarantine supervision and management of horse feed to be exported to China, and issues a health certificate to prove that the horse feed complies with the provisions of the Protocol. Each batch of horse feed must be accompanied by the original health certificate confirmed by both parties, and the health certificate should contain at least Chinese.

 

VII. Entry inspection and quarantine

(I) Quarantine approval.

Importing enterprises should apply for the "Entry Animal and Plant Quarantine Permit" in accordance with relevant regulations (except for products that have partially cancelled quarantine approval).

(II) Certificate verification.

1. If quarantine approval is required, verify whether the "Entry Animal and Plant Quarantine Permit" has been obtained.

2. Verify whether it comes from a registered enterprise.

3. Verify whether the health certificate is authentic and valid.

(III) Cargo inspection.

In accordance with relevant laws, administrative regulations, rules and other provisions, and in combination with the requirements of this announcement, the Chinese Customs will implement inspection and quarantine on horse feed exported from Denmark to China. If it passes the inspection and quarantine, it will be allowed to enter the country.

(IV) Handling of unqualified situations.

1. If there is no valid health certificate, it shall be returned or destroyed.

2. If it comes from a non-registered Danish production enterprise, it shall be returned or destroyed.

3. If the goods and certificates do not match, it shall be returned or destroyed.

4. If genetically modified ingredients that have not been approved by the official Chinese authorities are detected, it shall be returned or destroyed.

5. If soil, animal carcasses, animal excrement, quarantine pests are found and effective quarantine cannot be carried out, it shall be returned or destroyed.

6. If the label does not meet the standards and cannot be corrected, it shall be returned or destroyed.

7. If it is found through testing that the safety and health items do not meet the Chinese feed hygiene standards, it shall be decontaminated, returned or destroyed.

8. If loose packages or broken containers are found, the owner or agent shall be responsible for sorting them out intact. If the packaging is damaged and there is a risk of spreading animal and plant diseases, the contaminated site, items, and utensils shall be quarantined.
