Regarding the Inspection and Quarantine Requirements for the Unroasted Coffee&Cocoa Beans from Papua New Guinea to China

According to the regulations of China Customs, the Ministry of Coffee of the Independent State of Papua New Guinea and the Ministry of Agriculture on the phytosanitary requirements for the export of unroasted coffee beans and cocoa beans from Papua New Guinea to China, from now on, Papua New Guinea coffee beans and cocoa beans that meet the following relevant requirements are allowed to be imported:

 

1. Inspection and quarantine basis

(1) Biosecurity Law of the People's Republic of China;

(2) Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving China and its implementing regulations;

(3) Food Safety Law of the People's Republic of China and its implementing regulations;

(4) Law of the People's Republic of China on the Inspection of Import and Export Commodities and its implementing regulations;

(5) Measures of the People's Republic of China for the Administration of Import and Export Food Safety;

(6) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Coffee of the Independent State of Papua New Guinea on the Phytosanitary Requirements for the Export of Unroasted Coffee Beans from Papua New Guinea to China;

(7) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Independent State of Papua New Guinea on the Phytosanitary Requirements for the Export of Unroasted Cocoa Beans from Papua New Guinea to China.

 

2. The name of the commodity that is allowed to enter the country

Papua New Guinea coffee beans, scientific name Coffea arabica L., refers to unroasted hulled coffee grains grown and processed in Papua New Guinea, which have been made by removing the outer skin, pulp, endocarp and silver skin, and made by drying and screening processes.

Papua New Guinea cocoa beans, scientific name Theobroma cacao L., refers to unroasted cocoa grains grown and processed in Papua New Guinea, with the pulp and pods removed, and made by fermentation, drying, screening and other processes.

 

3. Permitted origin

All of Papua New Guinea.

 

4. Pests of concern

Coffee beans and cocoa beans exported to China shall not carry the following harmful organisms:

4.1 Coffee Beans

(1) Hypothenemus hampei

(2) Albonectria rigidiuscula

(3) Rosellinia bunodes

(4)  Marasmiellus scandens

(5) Phellinus noxius

4.2 Cocoa Beans

(1) Chromolaena odorata

(2) Mikania micrantha

(3) Albonectria rigidiuscula

(4) Phellinus noxius(Pyrrhoderma noxium)

(5) Rigidoporus microporus

 

5. Pre-shipment requirements

5.1 Registration Requirements.

The Ministry of Coffee and the Ministry of Agriculture of Papua New Guinea shall inspect the production and processing enterprises of unroasted coffee beans and cocoa beans exported to China to confirm that they meet the requirements of China Customs and recommend them to China Customs. China Customs will conduct an audit and register it after approval.

5.2 Production Requirements.

(1) Papua New Guinea shall, in accordance with the relevant international phytosanitary standards, carry out epidemic investigation and comprehensive prevention and control management of quarantine pests of concern to the Chinese Customs during the growth of coffee and cocoa and the production, processing and storage of coffee beans and cocoa beans. Pest outbreak investigation and comprehensive control should be completed under the guidance of technical personnel. Technicians are required to be trained by an authorized institution in Papua New Guinea. In the pest control work, pesticides prohibited by China Customs shall not be used.

(2) According to the needs of China Customs, Papua New Guinea shall provide China Customs with investigation reports and comprehensive control records of pest occurrences. When new pests occur on coffee and cocoa in Papua New Guinea, Papua New Guinea should promptly notify the relevant situation and the control measures taken to the Chinese Customs for assessment.

(3) In the process of production and processing of coffee beans and cocoa beans, measures shall be taken to remove moldy beans, moth-eaten beans and foreign substances, and shall not carry live insects, insect eggs, soil, and shall not be mixed with impurities such as weed seeds, plant residues and gravel.

5.3 Packaging and transportation requirements.

(1) Processed coffee beans and cocoa beans should be stored separately from coffee beans and cocoa beans sold to other markets, as well as unprocessed coffee beans and cocoa beans to prevent contamination.

(2) Coffee beans and cocoa beans should be packaged in hygienic, new and phytosanitary materials. Each package should be marked with the words "本产品输往中华人民共和国/This product will be exported to the People's Republic of China" in both Chinese and English, as well as the product name, processing enterprise and its registration number and other information in Chinese or English.

(3) Before shipment, the shipping tools should be thoroughly inspected to prevent contamination by harmful organisms.

5.4 Product Requirements.

Coffee beans and cocoa beans are not allowed to carry quarantine pests of concern to China Customs. Coffee beans and cocoa beans should comply with China's imported phytosanitary laws and regulations and China's national food safety standards.

5.5 Pre-export quarantine and certification requirements.

(1) Unroasted Coffee Beans

Before exporting, Papua New Guinea must carry out inspection and quarantine of coffee beans exported to China, issue a phytosanitary certificate for those who meet the requirements, indicate the name and registration number of the processing enterprise, and indicate in the additional statement: "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Unroasted Coffee Beans from Papua New Guinea to China, and is free from quarantine pests of concern to China.” If it is found that there are live insects in coffee beans exported to China, effective quarantine treatment should be carried out before export, and the method, time, temperature, medicine and other information of quarantine treatment should be indicated in the plant quarantine certificate.

(2) Unroasted Cocoa Beans

Before exporting, Papua New Guinea must carry out inspection and quarantine on cocoa beans exported to China, and issue a phytosanitary certificate for those who meet the requirements, indicating the name and registration number of the processing enterprise, and indicate in the additional statement: "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Unroasted Cocoa Bean from Papua New Guinea to China, and is free from quarantine pests of concern to China.” If it is found that there are live insects in cocoa beans exported to China, effective quarantine treatment should be carried out before export, and the method, time, temperature, agent and other information of quarantine treatment should be indicated in the plant quarantine certificate.

 

6. Entry inspection and quarantine

In accordance with the relevant laws, administrative regulations, rules and other provisions, combined with the relevant provisions of this announcement, the entry of coffee beans and cocoa beans shall be subject to inspection and quarantine, and they shall be allowed to enter the country after passing the qualifications. If any non-conformity is found, it shall be handled in accordance with the following provisions:

(1) If there is no valid plant quarantine certificate, it shall be returned or destroyed;

(2) From unregistered processing enterprises, it will be returned or destroyed;

(3) Soil is found and returned or destroyed;

(4) Quarantine pests or other live quarantine pests of concern to China Customs, or plant residues, etc., shall be removed, returned or destroyed;

(5) Other situations that do not meet China's plant quarantine and food safety requirements will be dealt with in accordance with relevant laws and regulations.

If the above non-compliance is found, China Customs will notify Papua New Guinea and suspend the qualification of the relevant enterprise to export to China depending on the severity of the violation, until China Customs confirms that the problem has been effectively rectified.
