Regarding the Inspection and Quarantine Requirements for Cashew Macadamia Nuts from Mozambique to China
I. Inspection and quarantine basis
(I) "Food Safety Law of the People's Republic of China" and its implementing regulations, "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations, "Import and Export Commodity Inspection Law of the People's Republic of China" and its implementing regulations.
(II) "Administrative Measures for Import and Export Food Safety of the People's Republic of China".
(III) "Protocol on Inspection, Quarantine and Sanitary Requirements for Cashews and Macadamia Nuts Exported from Mozambique to China between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Republic of Mozambique".
II. Products allowed for import
Mozambique cashews and macadamia nuts allowed for import refer to cashews and macadamia nuts grown in Mozambique, which are shelled or unshelled, and are made from the ripe fruits of cashew trees (Anacardium occidentale L.) and macadamia trees (Macadamia ternifolia F. Muell., Macadamia integrifoliaMaiden &Betche, Macadamia tetraphylla L.A.S. Johnson) grown in Mozambique, and are processed through selection, drying and other processes for human consumption in Mozambique.
III. Food safety requirements
Should comply with China's food safety laws and regulations and national food safety standards.
IV. Plant quarantine requirements
(I) Cashew nuts exported from Mozambique to China shall not contain the following quarantine pests of concern to the Chinese Customs: Helopeltis schoutedeni, Helopeltis anacardii, Pseudotheraptus wayi, Parasaissatia nigra, Colletotrichum gloeosporioides Penz., Trogoderma granarium.
(II) Macadamia nuts exported from Mozambique to China shall not contain the following quarantine pests of concern to the Chinese Customs: Thaumatotibia leucotreta, Scirtothrips aurantii, Pseudotheraptus wayi, Nezara antennata, Helopeltis schoutedeni, Trogoderma granarium.
(III) Cashew nuts and macadamia nuts exported from Mozambique to China shall not contain live insects, insect eggs, soil, and shall not be mixed with impurities such as weed seeds, plant residues, metal foreign matter and gravel.
(IV) Cashews and macadamia nuts exported from Mozambique to China should be fumigated to ensure that there are no live insects, especially storage pests, in the cashews and macadamia nuts.
V. Requirements for manufacturers
Mozambique cashew and macadamia nuts manufacturers should ensure that their cashews and macadamia nuts exported to China comply with China's food safety and plant quarantine laws and regulations and China's national food safety standards. The production, processing and storage units of cashews and macadamia nuts exported to China are recommended by the Ministry of Agriculture and Rural Development of Mozambique and registered with the Chinese Customs.
VI. Processing requirements
The entire process of raw material planting, production, processing, storage, transportation and export of cashews and macadamia nuts exported from Mozambique to China should comply with the relevant food safety and plant health requirements of China and Mozambique to prevent contamination by pathogenic microorganisms or toxic and harmful substances.
VII. Packaging and labeling requirements
Mozambique cashews and macadamia nuts exported to China should be packaged with new, clean, hygienic and breathable materials that meet food safety and plant quarantine requirements, and prevent leakage during transportation. Each package should be marked in Chinese or English with"本产品输往中华人民共和国" or "This product is exported to the People's Republic of China", as well as the product name, origin, name of the production and processing enterprise and its registration number in China, name and address of the exporter and other traceable information in Chinese or English. The above information can be affixed to the package in the form of a label.
VIII. Transportation requirements
Before shipping cashews and macadamia nuts from Mozambique to China, the means of transport should be inspected by the Ministry of Agriculture and Rural Development of Mozambique. The means of transport should meet the hygiene requirements and should not carry quarantine pests or other restricted quarantine items, such as weed seeds, live insects, plant residues, soil and other impurities.
IX. Certificate requirements
After official inspection and quarantine, the Ministry of Agriculture and Rural Development of Mozambique should issue a plant quarantine certificate for cashews and macadamia nuts approved for export to China.
The additional declaration column of the phytosanitary certificate for cashew nuts exported to China should indicate the name of the cashew nut production and processing enterprise, its registration number in China, and "the cashew nuts certified by this phytosanitary certificate comply with the provisions of the Protocol on Inspection, Quarantine and Sanitary Requirements for Cashew Nuts and Macadamia Nuts Exported to China from Mozambique signed by China and Mozambique in Beijing on September 2, 2024. This batch of goods does not contain: Helopeltis schoutedeni, Helopeltis anacardii, Pseudotheraptus wayi, Parasaissatia nigra, Colletotrichum gloeosporioides Penz., Trogoderma granarium and other quarantine pests of concern to the Chinese Customs. "
The additional declaration column of the phytosanitary certificate for macadamia nuts exported to China should indicate the name of the macadamia nut production and processing enterprise, its registration number in China, and "The macadamia nuts certified by this phytosanitary certificate comply with the provisions of the protocol on inspection, quarantine and health requirements for cashew nuts and macadamia nuts exported from Mozambique to China signed by China and Mozambique in Beijing on September 2, 2024. "
The quarantine treatment method (such as pesticides, temperature, time and other technical requirements) should be indicated in the phytosanitary certificate.
X. Other requirements
Mozambique cashew nuts and macadamia nuts exported to China should come from enterprises registered with the Chinese Customs. The list of Mozambican companies registered to export cashews and macadamia nuts to China can be found on the Chinese Customs website.
