Regarding the Inspection and Quarantine Requirements for Washed Wool from Kyrgyzstan to China
I. Inspection and Quarantine Basis
(I) "Biosafety Law of the People's Republic of China";
(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its Implementing Regulations;
(III) "Regulations on the Supervision and Administration of Entry and Exit Inspection and Quarantine of Non-Food Animal Products";
(IV) "Protocol on Veterinary and Sanitary Requirements for the Export of Washed Wool from the Kyrgyz Republic to China between the General Administration of Customs of the People's Republic of China and the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic".
II. Scope of Imported Products
The washed wool in this announcement refers to wool and wool that has been washed to remove grease, dust, impurities, etc. and meets the specified technical indicators, including washed sheep wool, washed goat wool, washed cow wool and washed camel wool.
III. Requirements for production enterprises
The processing enterprises of washed plush exported to China shall meet the following requirements:
(i) They shall be registered and approved by the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan, have a legal production certificate issued by the competent official of the Kyrgyz Republic, and be under the effective supervision of the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan;
(ii) They shall have a complete veterinary health and epidemic prevention system, complete epidemic prevention and disinfection facilities, necessary processing equipment and sewage and waste treatment facilities, standardized production and processing operation procedures and processing technology, a dedicated storage for finished products exported to China, and a complete product traceability management system;
(iii) They shall be recommended by the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan to the Chinese Customs, and be approved and registered by the Chinese Customs. The registration is valid for 5 years.
IV. Requirements for imported products
(i) Requirements for the source of raw materials.
1. Within 6 months before the shearing of the washed plush source animals exported to China, there shall be no foot-and-mouth disease, sheep pox and goat pox, peste des petits ruminants, animal anthrax and brucellosis in the area (with the farm as the center and a radius of 50 kilometers around).
2. From live animals, the animals were born and raised in the Kyrgyz Republic and are under the supervision of the Kyrgyz veterinary authorities.
3. When shearing, the animal group has no disease that can be transmitted through animal hair and endangers human health and animal health and is subject to movement restrictions.
(II) Production and processing requirements.
1. The processing process includes at least sorting, opening, 5-tank washing and drying. The washing process is soaking in clean water in the first tank; washing with wool detergent in the second and third tanks; rinsing in clean water in the fourth and fifth tanks, the water temperature is controlled at 45-60℃, the drying temperature shall not be lower than 80℃, and the duration shall not be less than 10 minutes.
2. After sensory inspection, the gloss is good, there is no obvious original wool (wool) smell, it feels non-sticky, soft and smooth, fluffy, and there is no obvious adhesion.
3. There is no soil, animal feces and quarantine weeds.
V. Packaging and labeling requirements
(I) The packaging should use brand new materials and meet veterinary and public health requirements.
(ii) The name, quantity (weight), batch number, package number, processing date, name of the manufacturer and registration number shall be marked on the outside of the package.
VI. Storage and transportation requirements
(i) The storage warehouse for washed plush exported to China shall be set up separately and meet veterinary health requirements. Washed plush exported to China shall not be mixed with other products and shall not be directly in contact with the ground. Effective measures shall be taken during storage to avoid contact with other products that may be contaminated by foot-and-mouth disease virus, etc.
(ii) The means of transport for washed plush exported to China shall be clean and disinfected with disinfectants approved by the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan under the official veterinary supervision of the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan. Effective measures shall be taken to prevent the washed plush from being contaminated during transportation.
VII. Pre-export inspection and certificate requirements
The Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan is responsible for quarantine of washed plush exported to China and issuing veterinary health certificates to prove that the products meet the requirements of the relevant protocols.
When the official seal of the veterinary health certificate or the sample format of the certificate changes, the Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan shall promptly notify the Chinese Customs.
VIII. Entry Inspection and Quarantine Requirements
(I) Certificate Verification.
1. Verify whether it comes from a registered enterprise.
2. Verify whether the veterinary health certificate is authentic and valid.
(II) Cargo Inspection.
In accordance with relevant laws, administrative regulations, rules, etc., and in combination with the requirements of this announcement, the Chinese Customs will implement inspection and quarantine on Kyrgyzstan's washed wool exported to China. If it passes the inspection and quarantine, it will be allowed to enter the country.
(III) Handling of unqualified situations.
If unqualified situations are found during entry quarantine, the Chinese Customs will deal with them in accordance with relevant laws, administrative regulations, rules, etc.
