Regarding the Inspection and Quarantine Requirements for Wheat Bran Pellets from Sri Lanka to China
I. Inspection and quarantine basis
(I) "Biosafety Law of the People's Republic of China";
(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;
(III) "Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Feeds and Feed Additives";
(IV) "Protocol on Sanitary and Phytosanitary Requirements for the Export of Sri Lankan Wheat Bran Pellets to China between the Customs of the People's Republic of China and the Ministry of Agriculture, Livestock, Land and Irrigation of Sri Lanka".
II. Names of commodities allowed to enter the country
The wheat bran pellets referred to in this announcement refer to the bran by-products produced after the processing of wheat seeds. The raw wheat should come from areas where Tilletia controversa and Tilletia indica do not occur, and do not contain genetically modified ingredients that have not been officially approved by China.
III. Enterprise Registration
Wheat bran pellets exported to China should come from manufacturers registered with the Chinese Customs, and the manufacturers are recommended to the Chinese Customs by the Ministry of Agriculture, Livestock, Land and Irrigation of Sri Lanka. After the on-site inspection or document review by the Chinese Customs, they will be registered, announced on the website and updated dynamically.
IV. Pests of concern
Wheat bran pellets exported to China must not carry the following pests:
1. Trogoderma glabrum
2. Trogoderma variabile
3. Trogoderma granarium
4. Solenopsis invicta
5. Tilletia indica
6. Tilletia controversa
7. Alternaria triticina
8. Albonectria rigidiuscula
9. Parastagonospora pseudonodorum
10. Gaeumannomyces graminis var. avenae
11. Pseudocercosporella herpotrichoides
12. Phytophthora erythroseptica
V. Requirements before shipment
(I) Production requirements.
1. Manufacturers should establish a qualified supplier screening system, establish a good hazard analysis and critical control point (HACCP) system, traceability management system and operate it effectively, or implement management in accordance with its philosophy, and take control measures in time when non-compliance is found.
2. Manufacturers should strengthen the sanitation control of the production, processing, warehousing and transportation of raw materials and auxiliary materials to avoid contamination by soil, animal carcasses, animal feces and feathers, etc., and shall not add toxic and harmful substances and any animal-derived ingredients, and production facilities shall not be used for animal-derived feed production.
3. The production process of the production enterprise should include wet heat treatment. The technical requirements are: under the conditions of temperature ≥85℃ and relative humidity ≥80%, the wet heat treatment should not be less than 5 minutes, and it should be equipped with safety and health project testing facilities and capabilities such as mold and salmonella.
4. The production enterprise should formulate a self-inspection and self-control plan for safety and health projects. The Sri Lankan Ministry of Agriculture, Livestock, Land and Irrigation should strengthen official control over production enterprises, implement daily supervision, and conduct official compliance sampling and testing at least once a month to ensure that their products meet China's feed safety and health standards. Once unqualified, the relevant enterprises will be immediately suspended from exporting to China and reported to the Chinese Customs to find out the reasons and take improvement measures.
(II) Packaging and transportation requirements.
1. Wheat bran pellets exported to China should be packaged and transported, and the packaging bags should be clean and sanitary and used for the first time. The Chinese or English label "本产品输往中华人民共和国" (This product is exported to the People's Republic of China) should be used on the packaging. The relevant transportation vehicles should be thoroughly cleaned and disinfected and sterilized when necessary. The Sri Lankan Ministry of Agriculture, Livestock, Land and Irrigation shall ensure that the product labels of each batch of wheat bran pellets exported to China comply with the requirements of the Chinese national standard "Feed Label" (GB10648).
2. Wheat bran pellets exported to China shall be stored separately from raw materials and other products, and physical isolation shall be implemented. Effective measures to prevent rats, insects and birds shall be taken to prevent secondary contamination or cross contamination.
(III) Pre-export inspection and quarantine and certificate requirements.
Before export, the Sri Lankan Ministry of Agriculture, Livestock, Land and Irrigation shall conduct inspection and quarantine on wheat bran pellets exported to China, issue a phytosanitary certificate for those that meet the requirements, and indicate in the additional statement "The goods comply with the requirements of the protocol on Sanitary and Phytosanitary Requirements for the export of wheat Bran pellets from Sri Lanka to China, and is free from quarantine pests of concern to China", and indicate the name and registration number of the manufacturer of this batch of goods, container number and other information. If pest control is carried out before export or during transportation, the pest control method and treatment indicators and other information shall also be indicated.
VI. Entry Inspection and Quarantine
When wheat bran pellets arrive at Chinese ports, Chinese Customs will conduct inspection and quarantine in accordance with the following requirements.
(I) Document verification.
1. Verify whether they come from registered enterprises.
2. Verify whether the attached plant quarantine certificate is authentic and valid.
(II) Cargo inspection.
In accordance with relevant laws, administrative regulations, rules and other provisions, combined with the requirements of this announcement, the entry of wheat bran pellets will be subject to inspection and quarantine, and entry will be allowed after passing the inspection.
(III) Disqualified treatment.
1. If there is no valid plant quarantine certificate, it will be returned or destroyed.
2. If pests of concern to Chinese Customs or other living pests are found, they will be treated with pest control, returned or destroyed.
3. If animal feces or carcasses, poultry feathers, plant seeds and other feed safety and sanitation standards are found, they will be treated with harmless treatment, returned or destroyed.
4. If soil or genetically modified ingredients not approved by the Chinese government are found, they will be returned or destroyed.
5. If the product label is found to be non-compliant, it shall be corrected, returned or destroyed.
If the above non-compliance is found, China Customs will notify the Sri Lankan Ministry of Agriculture, Livestock, Land and Irrigation and take measures such as suspending the export qualification of relevant production enterprises to China or suspending the export of Sri Lankan wheat bran particles to China according to the severity of the non-compliance.
