Regarding the Inspection and Quarantine Requirements for the almonds from Chile
1. Basis for inspection and quarantine
(1) The Food Safety Law of the People's Republic of China and its implementing Regulations, the Import and Export Animal and Plant Quarantine Law of the People's Republic of China and its implementing Regulations, the Import and Export Commodity Inspection Law of the People's Republic of China and its implementing Regulations.
(2) Measures of the People's Republic of China for the Administration of Import and Export Food Safety.
(3) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Chile on Inspection and Quarantine Requirements for Chilean Almond Products exported to China.
2. Products that are allowed to be imported
Chilean almond products permitted for import are almond products derived from Prunus dulcis seeds grown in the Republic of Chile and obtained in the Republic of Chile through shucking and other processing for use only for food or food processing purposes, including:
(1) hulled almond (including whole, sliced, stick or cube shape), products obtained from the almond after sorting, hulling, fumigation, cleaning, drying, screening, cutting, packaging, etc.;
(2) Almond powder, a product obtained from the almond after sorting, hulling, fumigation, cleaning, drying, screening, crushing, packaging, etc.
3. Food safety requirements
Chilean almond products exported to China shall comply with Chinese food safety laws and regulations as well as national food safety standards.
4. Plant quarantine requirements
(1) The raw materials of almond products exported from Chile to China should come from Plum pox virus D strain, Prunus necrotic ringspot virus, Tomato ringspot virus and Verticillium The orchards of albo-atrum shall be certified by Chile as complying with the relevant phytosanitary and food safety requirements and shall be filed with the growers.
(2) Almond products exported from Chile to China shall not contain the following quarantine pests of concern to China: Ectomyelois ceratoniae, Plum pox virus D strain, Prunus necrotic ringspot virus, Tomato ringspot virus, Verticillium albo-atrum.
(3) Almond products exported from Chile to China shall not contain live insects, insect eggs, soil, and be mixed with weed seeds, plant residues, gravel, metal foreign bodies and other impurities.
5. Requirements of production enterprises
Chilean almond product manufacturers shall ensure that their almond products exported to China comply with China's food safety and phytosanitary laws and regulations as well as China's national food safety standards. The processing and storage units of almond products exported to China are recommended by Chile and registered in China.
6. Processing requirements
The whole process of raw material cultivation, processing, storage, transportation and export of almond products exported from Chile to China shall comply with the relevant safety and health requirements of China and Chile to prevent pollution by pathogenic microorganisms or toxic and harmful substances.
7. Packaging and marking requirements
Chilean almond products exported to China should be packed with clean, sanitary, new materials that meet the requirements of food safety and phytosanitary, and prevent leakage during transportation. Each package should be marked in Chinese or English with product name, origin, batch number, processing enterprise and its registration number in China, exporter name and address and other traceable information.
Each pallet should be marked with Chinese or English "This product is exported to the People's Republic of China", if the product does not use the pallet, it should be marked on each package.
8. Transportation requirements
Before the shipment of almond products exported from Chile to China, the means of transport shall be inspected by Chile. The means of transport shall meet the sanitary and epidemic prevention requirements and shall not mix quarantine pests or other restricted quarantine objects, such as miscellaneous grass seeds, living insects, other grain impurities, plant residues, soil and other foreign impurities.
9. Certificate requirements
After official inspection, Chile shall issue a phytosanitary certificate for almond products approved for export to China. The additional declaration column of the certificate should indicate that "the almond products certified by the phytosanitary certificate comply with the requirements of the Protocol on inspection and quarantine requirements for Chilean almond products exported to China signed by China and Chile." The shipment is free of quarantine pests of concern to China, such as pomegranate borer, plum pox virus, plum necrotic ringspot virus, tomato ringspot virus and alfalfa verticillium."
10. Other requirements
Chilean almond products exported to China should come from enterprises registered in China. The list of registered Chilean almond products exported to China can be queried through the website of the General Administration of Customs.
