Regarding the Inspection and Quarantine Requirements for Macadamia from Myanmar to China
In accordance with the regulations of the Chinese Customs and the Ministry of Agriculture, Livestock and Irrigation of Myanmar regarding the inspection, quarantine and sanitation requirements for the import of macadamia nuts from Myanmar into China, effective immediately, the import of macadamia nuts from Myanmar that meet the following requirements is permitted.
I. Inspection and Quarantine Basis
(1) Food Safety Law of the People's Republic of China and its Implementing Regulations;
(2) Law of the People's Republic of China on Import and Export Animal and Plant Quarantine and its Implementing Regulations;
(3) Import and Export Commodity Inspection Law of the People's Republic of China and its Implementing Regulations;
(4) Measures for the Administration of Import and Export Food Safety of the People's Republic of China;
(5) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Livestock and Irrigation of the Republic of the Union of Myanmar on Inspection, Quarantine and Sanitation Requirements for the Import of Macadamia Nuts from Myanmar into China.
II. Permitted Import Products
Myanmar macadamia nuts permitted for import are edible, in-shell nuts made from the fruit of Macadamia integrifolia grown in Myanmar, which are processed through peeling, drying, and selection in Myanmar.
III. Food Safety Requirements
Macadamia nuts imported into China must comply with Chinese food safety and plant quarantine laws and regulations, national food safety standards, and the provisions of the Protocol.
IV. Plant Quarantine Requirements
(1) Macadamia nuts exported to China must not contain the following quarantine pests of concern to Chinese Customs: Trogoderma granarium Everts, Mikania micrantha Kunth, Cenchrus echinatus L., and Chromolaena odorata L. (Eupatorium odoratum L.).
(2) Macadamia nuts exported to China must be dehydrated using drying machinery such as ovens or dryers. They must not contain live insects or other impurities added or mixed. During processing, insect-infested, moldy, peeled, and weed seeds must be removed.
V. Enterprise Requirements
The Myanmar Ministry of Agriculture, Livestock, and Irrigation shall inspect macadamia nut production, processing, and storage units exported to China in accordance with the relevant requirements of Chinese Customs for the registration of overseas manufacturers of imported food and recommend those that meet the requirements to Chinese Customs. Chinese Customs will register such enterprises.
Once an enterprise has obtained registration in China, its products may be exported to China. A list of registered Myanmar macadamia nut enterprises exporting to China can be found on the official website of Chinese Customs.
VI. Raw Material Requirements
Macadamia nuts exported to China must come from registered growers that have been confirmed by the Ministry of Agriculture, Livestock and Irrigation of Myanmar to comply with relevant plant quarantine and food safety requirements.
VII. Processing Requirements
The Ministry of Agriculture, Livestock and Irrigation of Myanmar shall provide guidance and supervision for the cultivation, production, processing, storage, transportation, and export of raw macadamia nuts exported to China to ensure compliance with relevant safety and hygiene requirements of both China and Myanmar and to prevent contamination by pathogenic microorganisms or toxic and hazardous substances.
VIII. Packaging and Labeling Requirements
Macadamia nuts exported to China must be packaged using clean, hygienic, and new materials that meet food safety and plant quarantine requirements, and prevent spillage during transportation. Each package must be labeled "本产品输往中华人民共和国/This product is exported to the People's Republic of China" in Chinese or English, along with traceability information such as the macadamia nut's origin, the name of the producer and processor, its registration number in China, and the name and address of the exporter. This information may be affixed to the package on a label.
IX. Transportation Requirements
Prior to shipment, the Ministry of Agriculture, Livestock and Irrigation of Myanmar shall inspect the means of transport carrying macadamia nuts exported to China. Transport vehicles must comply with sanitary and epidemic prevention requirements and must not contain quarantine pests or other regulated quarantine items, such as weed seeds, live insects, plant debris, soil, or other foreign matter.
X. Certificate Requirements
Before export, the Myanmar Ministry of Agriculture, Livestock, and Irrigation shall issue a phytosanitary certificate for macadamia nuts imported to China that have undergone inspection and quarantine and meet the requirements of the Protocol. The certificate's additional declaration section should include the name of the macadamia nut producer and processor, its registration number in China, and "The batch of macadamia nuts certified by this phytosanitary certificate complies with the provisions of the Protocol on Inspection, Quarantine and Sanitary Requirements for Macadamia Nuts to Be Exported from Myanmar to China signed by Myanmar and China on August 30th,2025. The batch of macadamia nuts is free from any quarantine pests of concern to China, such as Trogoderma granarium Everts, Mikania micrantha Kunth, Cenchrus echinatus L., and Chromolaena odorata L.(Eupatorium odoratum L.)"
XI. Entry Inspection and Quarantine and Handling of Non-Compliances
(I) Entry Inspection and Quarantine. Upon arrival at the Chinese port of entry, macadamia nuts imported to China will undergo inspection and quarantine. Only those that pass the inspection will be allowed entry.
(II) Handling of Non-Compliances. If Chinese Customs discovers violations of Chinese food safety and phytosanitary laws and regulations, national food safety standards, or the Protocol in macadamia nuts imported to China, they will be handled in accordance with relevant Chinese laws and regulations.
