Regarding the Inspection and Quarantine Requirements for Export of Bone Granules, Bone Oil, Peptones from Kazakhstan to China

According to the regulations of Chinese Customs and the Ministry of Agriculture of Kazakhstan regarding quarantine and hygiene requirements for Kazakhstani animal products exported to China, from now on, the import of Kazakhstani animal products that meet the following requirements is permitted.

I. Basis for Inspection and Quarantine

(1) Biosafety Law of the People's Republic of China;

(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;

(3) "Measures for the Supervision and Administration of Inspection and Quarantine of Non-Edible Animal Products Entering and Leaving the Country";

(4) "Protocol on Quarantine and Sanitary Requirements for Kazakhstan's Animal Products Exported to China" (hereinafter referred to as the "Protocol") between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Kazakhstan.

II. Scope of imported products

The animal products referred to in this announcement refer to industrial products derived from bones of cattle, sheep, etc., processed through crushing, drying, boiling, refining, spray drying, etc., including industrial degreased bone granules, bone oil, peptones, etc.

III. Requirements for Manufacturing Enterprises

Kazakhstan's animal product production and processing enterprises exporting to China must be approved by the competent department of the Kazakhstan Ministry of Agriculture and recommended to Chinese customs by the Ministry of Agriculture. Those that pass the assessment by China Customs shall be registered. Manufacturers should meet the following requirements:

(1) Have a comprehensive veterinary health epidemic prevention system and product traceability management system, and the production and processing process must meet veterinary health requirements;

(2) Facilities must meet requirements for production, processing, epidemic prevention and disinfection, and sewage and waste treatment;

(3) Warehouses with independent storage facilities for products exported to China, and effective measures to prevent cross-contamination, pest infestation, and spoilage;

(4) The production and processing processes are under effective supervision by the Kazakhstan Ministry of Agriculture.

The validity period for the registration of a production enterprise is 5 years. Before the registration expires, the Ministry of Agriculture of Kazakhstan should apply to Chinese customs for an extension. After receiving the application, Chinese customs will process the extension according to relevant procedures.

IV. Requirements for imported products

(1) Hygiene requirements related to raw material sources.

1. Raw materials must be animals born and raised in Kazakhstan for at least 6 months, and must be healthy animals under effective supervision by the Kazakhstan Ministry of Agriculture;

2. Within a 50-kilometer radius centered on farms and slaughterhouses involving raw material source animals, there have been no major animal diseases such as anthrax, foot-and-mouth disease, small ruminant disease, rabies, sheep pox, or goat pox within 6 months;

3. Raw materials sourced from animals are slaughtered at slaughterhouses approved by the Kazakhstan Ministry of Agriculture, passing pre-slaughter and post-slaughter quarantines and showing no clinical symptoms of animal infectious diseases.

(2) Production and processing requirements.

1. Production uses heat processing methods such as drying, steaming, refining, and spray drying. The heat processing should ensure that the heating temperature at the product center is not lower than 120°C and lasts for at least 30 minutes;

2. If other production and processing methods are used, the virus should be able to completely inactivate foot-and-mouth disease and small ruminant disease viruses, and be evaluated and approved by Chinese customs;

3. Industrial oil products should have industrial colorants added, with sufficient and uniform colorant dosage, resulting in a dark green finish of the product;

4. The Ministry of Agriculture of Kazakhstan effectively supervises the production and processing process to ensure that processing temperature, time, and industrial colorant addition consistently meet requirements.

V. Packaging and labeling requirements

(1) Packaging should use entirely new materials that meet veterinary and public health requirements;

(2) Directly print Chinese and English labels on the outer packaging, including product name, manufacturer name and registration number, production date, and prominently display "非供人类食用" in a prominent position.

VI. Storage and transportation requirements

After packaging, storage and transportation should be kept clean, and effective measures should be taken to avoid contamination during storage and transportation.

VII. Pre-export inspection and certificate requirements

(1) Animal products shall undergo inspection and quarantine by the Ministry of Agriculture of Kazakhstan, and a sanitary certificate shall be issued according to the certificate samples confirmed by both parties, proving that the products meet the requirements of the Protocol;

(2) Each batch of animal products exported to China must be accompanied by at least one official original health certificate.

VIII. Entry Inspection and Quarantine Requirements

(1) Quarantine approval.

If quarantine approval is required, the importing enterprise shall apply for and obtain the "Entry Animal and Plant Quarantine Permit" in accordance with relevant regulations.

(2) Verification of certificates.

1. For quarantine approvals, verify whether the "Entry Animal and Plant Quarantine Permit" is attached;

2. Verify whether the product is from a registered enterprise;

3. Verify whether the health certificate is authentic and valid.

(3) Cargo inspection.

Chinese Customs shall conduct inspection and quarantine on animal products exported from Kazakhstan to China in accordance with relevant laws, administrative regulations, rules, and other provisions, and in conjunction with the requirements of this announcement. Those who pass inspection and quarantine are permitted to enter the country.

(4) Handling of nonconformities.

Non-compliant products will be handled in accordance with Chinese laws and regulations. For manufacturers with serious problems or repeated non-compliance issues, Chinese customs will take measures such as strengthening inspection and quarantine or suspending imports.
