Regarding the Inspection and Quarantine Requirements for Export of Fresh Jackfruits from Cambodia to China

According to the regulations of Chinese Customs and Cambodia's Ministry of Agriculture, Forestry and Fisheries regarding plant quarantine requirements for fresh jackfruit exported to China, starting today, imported fresh Cambodian jackfruit that meets the following requirements is permitted.

I. Quarantine basis

(1) Biosafety Law of the People's Republic of China;

(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;

(3) The Food Safety Law of the People's Republic of China and its implementing regulations;

(4) "Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits";

(5) "Protocol on Plant Quarantine Requirements for Cambodia Fresh Jackfruit Exported to China" between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia.

II. Permitted names of goods to be imported into the country

Jackfruit, scientific name Artocarpus heterophyllus, English name Jackfruit.

III. Permitted production areas

Cambodia's jackfruit-producing region.

IV. Approved orchards and packing plants

Jackfruit orchards and packaging factories exporting to China must be reviewed by the Cambodian Ministry of Agriculture, Forestry and Fisheries and approved for registration by Chinese customs. Registration information should include name, address, and registration number to ensure accurate traceability if exported goods do not comply with the relevant provisions of this announcement. Before each export season, Cambodia's Ministry of Agriculture, Forestry and Fisheries must provide the registration list to Chinese customs, which will be published and regularly updated on the website after review and approval by Chinese customs.

VI. Pre-export management

(1) Orchard Management.

1. Jackfruit orchards exported to China should establish a sound quality management and traceability system under the supervision of Cambodia's Ministry of Agriculture, Forestry and Fisheries, implement Good Agricultural Practices (GAP), maintain orchard hygiene conditions, ensure there are no pollution sources affecting fruit production nearby, promptly clean up fallen or rotten fruit, and implement Integrated Pest Management (IPM), including regular pest monitoring and surveys, physical, chemical, or biological control, as well as agricultural operation control measures. Avoid or minimize the occurrence of quarantine pests on jackfruit that are of concern to Chinese customs.

2. The Ministry of Agriculture, Forestry and Fisheries of Cambodia shall, in accordance with the requirements of International Standard for Phytosanitary Measures No. 6 (ISPM 6), formulate management plans for quarantine pests of concern to Chinese Customs and organize orchard monitoring. To monitor and control pests, in addition to visual inspection, various physical or chemical control methods should also be used.

3. Monitoring and control of harmful organisms should be carried out under the guidance of professional technical personnel. Technical personnel must receive training from the Ministry of Agriculture, Forestry and Fisheries of Cambodia or its authorized agencies.

4. The Ministry of Agriculture, Forestry and Fisheries of Cambodia shall retain orchard pest monitoring records and prevention records, and provide them upon request of Chinese customs. Control records should include information such as the names of chemical agents used during the growing season, active ingredients, dosage, and time.

(2) Packaging Plant Management.

1. The processing, packaging, storage, and transportation of jackfruit exported to China shall be conducted under quarantine supervision by the Cambodian Ministry of Agriculture, Forestry and Fisheries or its authorized officials.

2. Packaging factories for jackfruit exported to China should be clean and hygienic, with hardened floors and warehouses for raw materials and finished products.

3. The storage, processing, and handling functional areas for jackfruit exported to China should be relatively independent and reasonably laid out, with isolation measures and appropriate distance from living areas.

4. During the packaging process of jackfruit exported to China, manual selection, grading, and cleaning should be carried out to remove diseased, insected, rotten, deformed, branches, leaves, or other plant debris and soil. High-pressure water guns or spray and scrub the fruit surface should be used. If necessary, a fine, clean cotton cloth can be used to manually wipe the jackfruit's surface to effectively remove insects, insect eggs, pathogen spores, and other debris attached to the fruit surface.

5. If packaged jackfruit needs to be stored, it should be immediately stored and stored separately to avoid reinfection by harmful organisms.

6. Registered packaging factories should establish a traceability system to ensure that jackfruit exported to China can be traced back to the registered orchard, recording the processing and packaging date, the name of the source orchard or its registration number, quantity, export date, export quantity, destination country, container number, and other information.

(3) Packaging requirements.

1. Packaging materials must be clean, hygienic, unused, and meet China's relevant plant quarantine and hygiene requirements. If wooden packaging is used, it must comply with the requirements of International Standard for Phytosanitary Measures No. 15 (ISPM15).

2. Each package must be labeled in Chinese or English with the fruit name, variety, export country, place of origin (province, city), orchard and packaging factory name, or their registration number. Each box and pallet should be labeled in Chinese or English with "输往中华人民共和国" or "Exported to the People's Republic of China."

3. Containers loaded with jackfruit exported to China must be inspected for good hygiene conditions during loading. Containers should be sealed with sealing seals, and upon arrival at Chinese entry ports, the seals should remain intact.

(4) Pre-export inspection and quarantine.

1. Within one year after the protocol comes into effect, the Cambodian Ministry of Agriculture, Forestry and Fisheries shall conduct a 2% sample inspection of each batch of jackfruit exported to China. If no plant quarantine issues occur within two years, the sampling rate is reduced to 1%.

2. If quarantine pests, branches, leaves, or soil of concern to Chinese customs are found, the entire batch of goods cannot be exported to China, and the export of jackfruit from orchards or packaging plants to China for the remainder of the export season may be suspended depending on the situation. The Ministry of Agriculture, Forestry and Fisheries of Cambodia should identify the causes and take corrective measures. At the same time, Cambodia's Ministry of Agriculture, Forestry and Fisheries should keep records of the seizures and provide them to Chinese customs upon request.

(5) Requirements for plant quarantine certificates.

If quarantine is passed, the Cambodian Ministry of Agriculture, Forestry and Fisheries shall issue a plant quarantine certificate in accordance with International Standard for Phytosanitary Measures No. 12 (ISPM 12), indicating the name or registration number of the orchard and packing plant, and fill in the following additional declaration: "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Jackfruits from Cambodia to China, and is free from quarantine pests of concern to China."

VII. Entry-bound inspection, quarantine, and handling of non-compliance

When jackfruit exported to China arrives at Chinese entry ports, Chinese customs will conduct inspection and quarantine according to the following requirements.

(1) Verification of relevant certificates and identification marks.

1. Verify whether imported jackfruit has obtained the "Entry Animal and Plant Quarantine Permit."

2. Verify whether the plant quarantine certificate complies with the provisions of Article 6, Clause (5) of this announcement.

3. Check whether the labels on packaging boxes and pallets comply with the provisions of Article 6, Paragraph (3) of this announcement.

(2) Inspection and quarantine upon arrival.

1. Jackfruit exported to China must be entered through ports permitted by Chinese customs for fruit import.

2. When jackfruit arrives at a Chinese port of entry, customs will inspect relevant documents and labels, and conduct inspection and quarantine in accordance with Chinese laws, regulations, national standards, and the requirements of this announcement. Those who pass inspection and quarantine are permitted to enter the country.

(3) Nonconformity Handling.

1. If jackfruit is found to come from orchards or packaging factories not registered with Chinese customs, that batch will not be allowed into the country.

2. If quarantine pests of concern to Chinese customs or other newly occurring quarantine pests live in Cambodia, or soil, plant residues, etc., are found, the goods will be returned, destroyed, or dismantled.

3. If any goods are found to not comply with Chinese food safety laws, regulations, or national standards, the batch of goods will be returned or destroyed.
