Regarding the Inspection and Quarantine Requirements for Export of Fresh Banana Fruits from Myanmar to China
According to the regulations of Chinese Customs and Myanmar's Ministry of Agriculture, Animal Husbandry and Irrigation regarding the phytosanitary requirements for fresh bananas exported to China, imports of Myanmar fresh bananas meeting the following requirements are permitted.
I. Quarantine basis
(1) Biosafety Law of the People's Republic of China;
(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;
(3) The Food Safety Law of the People's Republic of China and its implementing regulations;
(4) "Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits";
(5) "Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Animal Husbandry and Irrigation of the Republic of the Union of Myanmar on Phytosanitary Requirements for Exporting Fresh Bananas from Myanmar to China."
II. Permitted names of goods to be imported into the country
Fresh-eating bananas in Myanmar (scientific name Musa sapientum, English name Banana) refer to unripe green bananas harvested within 10–11 weeks of flowering; any overripe yellow bananas are not allowed to be exported to China.
III. Permitted production areas
Myanmar's banana-producing region.
IV. Approved orchards and packing plants
Orchards and packaging factories for bananas exported to China must be audited by Myanmar's Ministry of Agriculture, Animal Husbandry and Irrigation and approved for registration by Chinese customs. Registration information includes name, address, and registration number to ensure accurate traceability in case the export goods do not comply with the relevant provisions of this announcement. Myanmar's Ministry of Agriculture, Livestock and Irrigation should provide China Customs with a list of registered orchards and packing plants before the export season each year, publish them on the customs website after review and approval, and update them regularly.

VI. Pre-export management
(1) Orchard Management.
1. Banana orchards exporting to China should establish a sound quality management system and traceability system under the supervision of Myanmar's Ministry of Agriculture, Animal Husbandry and Irrigation, implement Good Agricultural Practices (GAP), maintain orchard hygiene conditions, such as eliminating pollution sources affecting fruit production and promptly cleaning up fallen and rotten fruit; Implement integrated pest management (IPM), including regular pest monitoring surveys, physical, chemical, or biological controls, and control measures such as agricultural operations.
2. The Ministry of Agriculture, Livestock and Irrigation of Myanmar should formulate management plans for quarantine pests of concern to Chinese Customs in accordance with International Standard for Plant Measures No. 6 (ISPM 6), and organize orchard monitoring. If pests or their corresponding symptoms are detected during monitoring, comprehensive management measures including chemical, physical, or biological control should be implemented to ensure that Myanmar bananas do not carry quarantine pests of concern by Chinese customs.
3. Banana orchards exporting to China must monitor and comprehensively control quarantine pests of concern to Chinese Customs under the supervision and guidance of Myanmar's Ministry of Agriculture, Animal Husbandry and Irrigation. Monitoring and control of pests should be carried out under the guidance of technicians trained by Myanmar's Ministry of Agriculture, Livestock and Irrigation or its authorized agencies.
4. Banana orchards exported to China must retain records of pest monitoring and control, which must be provided by Myanmar's Ministry of Agriculture, Animal Husbandry and Irrigation to Chinese Customs upon request. Records of chemical control of harmful organisms should specify specific information, including the names of chemical agents used during the growing season, active ingredients, dosage, and time of use.
5. For mealybugs such as Planococcus minor, Planococcus lilacinus, and Dysmicoccus neobrevipes, orchards exported to China should conduct pest monitoring every 15 days from flowering to harvest, checking fruits, stems, branches, and leaves for scale insects. In addition to visual inspection, various physical or chemical methods should be used to monitor pests on branches and stems, and effective control should be carried out once detected.
6.Fusarium oxysporum Schlecht f. sp. cubense Race 4 (hereinafter referred to as TR4), banana orchards exported to China must establish TR4-free production sites in accordance with the guiding principles of International Standard for Phytosanitary Measures No. 10 (ISPM 10), and their status must be approved by Myanmar's Ministry of Agriculture, Animal Husbandry and Irrigation and Chinese Customs. If TR4 is detected at a production site, Myanmar's Ministry of Agriculture, Livestock and Irrigation should immediately suspend banana exports from the non-epidemic production site to China and notify Chinese customs. Exports can only resume if TR4 is not found for three consecutive months and the production site is under the supervision of Myanmar's Ministry of Agriculture, Livestock and Irrigation. Orchards should record information on monitoring and control of pests and retain it for at least two years, and provide it to Chinese customs upon request. Records should include the test date, the name of the pest found, the active ingredients of the agrochemical used, dosage, and application date, among other information.
(2) Packaging Plant Management.
1. The processing, packaging, storage, and shipping of bananas exported to China must be conducted under the supervision of Myanmar's Ministry of Agriculture, Animal Husbandry and Irrigation.
2. The processing and packaging of bananas must be carried out at a registered packaging factory. During processing, bananas should go through soaking and washing, manual sorting, and grading to ensure they are free from insects, mites, snails, rotten fruit, grass seeds, plant residues, and soil.
3. If packaged bananas need to be stored before export, they should be immediately stored and stored separately to avoid reinfection by harmful organisms.
4. Packaging plants should establish a traceability system to ensure that bananas exported to China can be traced back to the registered orchard, and record the processing and packaging date, the name of the source orchard or its registration number, quantity, export date, export quantity, destination country, vehicle or container number, seal identification number, and other information. If chemicals are used during processing, information such as chemical name, active ingredient, dosage, and date of use should also be recorded. Records should be kept for at least two years.
(3) Packaging requirements.
1. Packaging materials must be clean, hygienic, unused, and meet China's plant quarantine requirements. If wooden packaging is used, it must comply with the requirements of International Standard for Plant Quarantine Measures No. 15 (ISPM 15).
2. Each packaging box must be labeled in Chinese or English with the fruit name, country, production area (province or state, city, or county), orchard and packaging factory name, or their registration number. Each box and pallet should be labeled in Chinese or English with "输往中华人民共和国" or "Exported to the People's Republic of China."
3. Containers or sealed vehicles loaded with bananas exported to China must be clean, hygienic, and sealed. When they arrive at Chinese entry ports, their seals must remain intact.
(4) Pre-departure inspection and quarantine.
1. The Ministry of Agriculture, Livestock and Irrigation of Myanmar shall conduct sampling inspections of each batch of goods at a rate of 1%.
2. If quarantine pests or soil of concern to Chinese customs are found, the entire batch of goods must not be exported to China. Myanmar's Ministry of Agriculture, Livestock and Irrigation should immediately suspend the export of bananas from relevant orchards or packing plants to China until the cause is identified and effective improvement measures are taken; Relevant records should also be kept and provided to Chinese Customs upon request.
(5) Requirements for plant quarantine certificates.
For bananas that pass quarantine, the Ministry of Agriculture, Livestock and Irrigation of Myanmar shall issue a plant quarantine certificate in accordance with the relevant provisions of International Standard for Plant Quarantine Measures No. 12 (ISPM 12), indicating the name or registration number of the orchard and packaging plant, and indicate "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Banana Fruits from Myanmar to China, and is free from the quarantine pests of concern to China." in the additional declaration.
VII. Entry-bound inspection, quarantine, and handling of non-compliance
When bananas exported to China arrive at Chinese entry ports, Chinese customs will inspect relevant documents and labels and conduct inspection and quarantine.
(1) Verification of relevant certificates and identification marks.
1. Verify whether imported bananas have obtained the "Entry Animal and Plant Quarantine Permit."
2. Verify whether the plant quarantine certificate complies with the provisions of Article 6, Clause (5) of this announcement.
3. Check whether the labels on packaging boxes and pallets comply with the provisions of Article 6, Paragraph (3) of this announcement.
(2) Inspection and quarantine upon arrival.
1. Bananas exported to China must be entered through ports permitted by Chinese customs for fruit import.
2. When bananas arrive at Chinese entry ports, Chinese customs will verify relevant documents and labels, and conduct inspection and quarantine in accordance with Chinese laws and regulations, national standards, and the requirements of this announcement. Those that pass inspection and quarantine will be permitted for entry.
(3) Nonconformity Handling.
1. If the goods are found to come from unregistered orchards, packing plants, or overripe bananas, the shipment will not be allowed into the country.
2. If quarantine pests of concern to Chinese Customs, newly occurring quarantine pests in Myanmar, or soil are found, the goods will be disinfected, returned, or destroyed.
3. If any goods are found to not comply with Chinese food safety laws, regulations, or national standards, the batch of goods will be returned or destroyed.
